Chapter II Management of Urban Appearance Article 9 Urban buildings and facilities shall meet the standards of urban appearance stipulated by the state and meet the requirements of a city with scenic spots. Towns should implement city appearance standards in accordance with government regulations. Tenth cutting area units should keep the buildings clean and beautiful. Units shall scribble on the buildings, facilities and trees of the city and hang them on the buildings and facilities. Posting promotional materials must be approved by the administrative department of city appearance and environmental sanitation of the Municipal People's Government or its relevant departments. Chapter III Management of Urban Environmental Sanitation Article 18 Urban environmental sanitation facilities shall conform to the provisions of the state. If the city appearance and environmental sanitation service company entrusts a professional sanitation unit to clean, collect and transport wastes, it shall pay the service fee. The specific procedures shall be formulated by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government. Thirtieth city governments should develop city gas, coal gas and liquefied gas in a planned way and change the fuel structure. Encourage and support the customs department to organize clean vegetables to enter the city to collect and transport waste materials and reduce urban garbage. Thirtieth hospitals, nursing homes, slaughterhouses and biological products factory waste must be disposed of in accordance with the relevant provisions. Article 32 Citizens should take good care of public places, protect the environment and prohibit spitting, urinating, littering with peels, scraps of paper and other wastes. Thirty-third it is forbidden to raise chickens, ducks, geese, rabbits, sheep, pigs and other livestock and poultry in urban areas established according to the administrative system. Teaching, scientific research and breeding with special needs must be approved by the administrative department of city appearance and environmental sanitation of the citizen government of the city where they are located. Chapter IV Penalties Article 34 The administrative department of city appearance and environmental sanitation of the citizen's government or the unit entrusted by it shall order it to correct the illegal act, take remedial measures, and give it a warning and a fine: (1) spitting, urinating, littering peels, scraps of paper and cigarette butts; (two) graffiti or unauthorized display and posting of promotional materials on urban buildings, facilities and trees. ; (three) in the provisions of the municipal government street building balcony window stacking, hanging unsightly items; (4) Failing to dump garbage and feces as required; (five) to fulfill the obligation of cleaning and cleaning in the health responsibility area or to remove and dispose of garbage and feces according to the regulations; (6) sealing, wrapping and covering the transported liquid and bulk goods, resulting in leakage and spillage; (VII) Street workers set up guardrails or block, stop work, arrange and cover them as necessary, or the completion and leveling of the site will affect the city appearance and environmental sanitation. Article 35 If raising livestock and poultry without approval will affect the city appearance and environmental sanitation, the administrative department of city appearance and environmental sanitation of the people's government of the city or the unit entrusted by it shall order it to deal with it within a time limit or confiscate it and impose a fine. Article 36 The administrative department of city appearance and environmental sanitation of the Municipal People's Government or the unit entrusted by it will order it to stop the illegal act, clean it up, dismantle it within a time limit or take remedial measures, and impose a fine: (1) Setting up outdoor advertisements without the consent of the administrative department of city appearance and environmental sanitation of the Municipal People's Government; (2) Stacking materials in public squares on both sides of the street and erecting buildings, structures or facilities that affect the city appearance without the approval of the administrative department of city appearance and environmental sanitation of the Municipal People's Government; (3) Dismantling environmental sanitation facilities without approval or dismantling them without approval. Thirty-seventh buildings and facilities that meet the standards of city appearance and environmental sanitation shall be ordered by the administrative department of city appearance and environmental sanitation of the city people's government in conjunction with the administrative department of city planning to be rebuilt or demolished within a time limit; If it fails to be rebuilt or demolished within the time limit, it shall be forcibly demolished by the administrative department of city appearance and environmental sanitation of the people's government of the city or the administrative department of city planning with the approval of the people's government at the county level, and a fine shall be imposed. Thirty-eighth city people's government administrative department of city appearance and environmental sanitation or its entrusted units in addition to ordering it to restore to its original state, will also be fined; Whoever steals or damages all kinds of environmental sanitation facilities and their ancillary facilities shall be given administrative penalties for public security (Article 39) Whoever insults or beats city appearance and environmental sanitation staff or hinders them from performing their official duties shall be punished in accordance with the Regulations of Huamin on Administrative Penalties for Public Security; Fortieth the person who delivers the decision on administrative punishment shall, within 05 days from the date of receiving the notice of punishment, apply for reconsideration to the organ at the next higher level of the organ that made the decision on punishment; After receiving the reconsideration decision, bring a lawsuit to the people's court within 15, and directly bring a lawsuit to the people's court within 15 after receiving the penalty notice. The organ that has made the decision on punishment shall apply to the people's court for compulsory execution of the lawsuit on administrative punishment for public security. Article 40 Any staff member of the city appearance and environmental sanitation administrative department of the People's Government of a city who neglects his duty, abuses his power or engages in malpractices for selfish ends shall be dealt with by his unit in accordance with the provisions of the Law of People's Republic of China (PRC) on Public Security Administration Punishment. Chapter V Supplementary Provisions Article 42 These Regulations shall apply to urban residential areas without organic towns. Article 43 The people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall formulate implementation measures according to these Regulations. Article 44 These Regulations shall be interpreted by the administrative department of urban construction in the State Council.
