Interim Measures of the Fushun Municipal People's Government on the Management of the East and West Fourth Road Areas

Chapter 1 General Provisions Article 1 In order to further prosper the regional economy, give full play to the role of a demonstration site for civilized urban activities, and strengthen the management of the East and West Fourth Road Pedestrian Commercial Street and its extended area, in accordance with the provisions of relevant laws and regulations, Formulate these measures. Article 2 The East-West 4th Road area as referred to in these regulations starts from West 3rd Street in the west, ends at Ziyou Road in the east, ends at East-West 1st Road in the north, and ends at East-West 7th Road in the south. Article 3 All units and individuals in the Dongxisi Road area shall abide by these regulations. Article 4: The management of the East and West Fourth Road area shall follow the principles of legal governance, addressing both symptoms and root causes, unified planning, and step-by-step implementation, and build a clean, beautiful, civilized, and orderly commercial district. Article 5 The East-West Fourth Road Management Committee (hereinafter referred to as the Management Committee) is an agency dispatched by the Municipal People's Government. It entrusts the leadership of the Xinfu District People's Government to organize the work of the Management Committee and is specifically responsible for the implementation of these measures. The professional management offices (teams and stations) established by the management committee exercise supervision, management and punishment powers in accordance with the provisions of laws and regulations or as entrusted by relevant administrative agencies. Its responsibilities are:

(1) Approval, charging and management of road excavation, infrastructure and commercial road occupation, house facade decoration, outdoor advertising signage installation, lighting, etc.;

(2) Responsible for cleaning up various illegal buildings and "six chaos" phenomena in the area;

(3) Responsible for the city appearance management in the area and the investigation and punishment of violations of citizens' "Ten Don's";

(4) Responsible for the management of social affairs offices and district office markets in the region;

(5) Responsible for the management of social security and traffic order in the region.

The management committee will formulate specific management measures for the East and West Fourth Road in accordance with laws, regulations and municipal government regulations, and organize their implementation after reporting to the district government for approval. Article 6: All departments of the municipal government should actively support the management committee in conducting comprehensive management of the East and West Fourth Road areas in accordance with the law.

The municipal and district governments allocate certain funds every year for the construction and management of the East and West Fourth Road area. Chapter 2 City Appearance and Environmental Sanitation Management Article 7 The management committee and the city appearance and environmental sanitation management department should strengthen the city appearance and environmental sanitation management in the East and West Fourth Road area. Article 8 Enterprises and institutions in the East and West Fourth Road area should have standardized plaques, floor-to-ceiling display windows, civilized services, and beautiful environment. Facades and display windows should be decorated with beautiful-looking, anti-corrosion and durable decorative materials. Article 9 It is strictly prohibited to raise dogs without a license or bring licensed dogs into the pedestrian commercial street in the Dongxisi Road area. Article 10: Garbage discharged by units and residents in the East and West 4th Road area must be bagged, sealed with plastic before 7 a.m., and placed in designated locations. It is not allowed to be scattered or poured into the garbage channels of residential buildings. Article 11: Units in the Dongxisi Fourth Road Pedestrian Commercial Street regularly clean the floors in their responsible areas and strictly implement the "five guarantees in front of the door" responsibility system. Article 12 The establishment of outdoor advertisements, plaques, showcases, and galleries in the East and West Fourth Road area must be approved by the Administrative Committee. Outdoor advertisements, plaques, showcases, and galleries should be clean and beautiful, with standardized writing, publicity that is fun and healthy, free of bad cultural phenomena, and must not be an eyesore or impede fire and traffic safety. Article 13: On the street side of houses in the East and West 4th Road area, changing windows into doors, adding doorways, stalls, steps, ramps and other facade decorations must be approved by the management committee. Chapter 3 Market Management Article 14 The management committee should strengthen the planning and management of social and district-run markets and stalls in the region, ensure legal operations, prohibit unlicensed operations, and ensure smooth fire escapes. Article 15 Anyone who applies to set up stalls in the East and West Fourth Road area (excluding pedestrian commercial streets) must obtain approval from the management committee and operate at the designated location. Stalls that are placed randomly or do not operate at the designated location will be banned. Article 16 Approved morning and evening markets should strictly follow the relevant regulations of the Management Committee, strengthen management, and open and close on time. Article 17 When establishing new catering, drinking and entertainment venues in the East and West Fourth Road area, the opinions of the administrative committee should be sought first. Chapter 4 Public Security and Traffic Management Article 18 The management committee shall strengthen the comprehensive management of social security in the area, maintain social order, and protect the legitimate rights and interests of citizens and legal persons from infringement. Article 19 The management committee shall strengthen the management of road traffic, correct violations, and ensure traffic safety and smooth roads. Article 20 All vehicles are prohibited from passing or parking in the Dongxisi Road Pedestrian Commercial Street. Parking of vehicles is prohibited at the intersections of Dongxisi Fourth Road Pedestrian Commercial Street.

Chapter 5 Municipal Facilities Management Article 21 Excavating, occupying roads, and repairing pipelines in the Dongxisi Road area must be jointly approved by the management committee and relevant departments before construction. Article 22: Excavation of roads in the East and West Fourth Road area upon approval must be repaired in a timely manner in accordance with relevant regulations. Water supply, sewerage, gas supply, power supply, and communication facilities must be kept smooth and intact. If there is a fault, it should be repaired within the specified time limit. Chapter Six Penalty Rules Article 23 Anyone who commits the following acts shall be ordered by the management office (team, station) under the management committee to make corrections within a time limit, and may be punished in accordance with the following provisions:

( 1) Those who fail to comply with regulations on plaques, floor-to-ceiling windows, civilized services, and beautiful environment in the Dongxisi Road area will be fined not more than 500 yuan;

(2) Those who do not implement garbage bagging in accordance with regulations , those who discharge garbage indiscriminately shall be fined not more than 50 yuan;

(3) Those who fail to clean the road surface according to regulations shall be fined not more than 50 yuan;

(4) Buildings facing the street , Stacking or hanging items on balconies and windows that hinder the view of the city. If the enclosed balconies of units and individuals are inconsistent with the style of the original building and fail to make corrections within the notice period, a fine of not more than 100 yuan will be imposed and they will be demolished in accordance with relevant regulations;

(5) Anyone who spits, defecates, litters, sets up stalls, or posts advertisements or slogans indiscriminately within the area shall be punished according to the "Fushun Citizen Behavior Rewards and Punishment Measures";

(6) ) Those who raise dogs without a license or take licensed dogs outdoors in the area will be severely punished according to the "Fushun City Dog Management Measures";

(7) Units in the area fail to complete snow removal tasks as required According to the snow removal tasks that should be undertaken, the labor fee shall be paid at the standard of 10 yuan per square meter. If the company refuses to perform, the traffic police detachment will deduct the vehicle license plate of the unit and impose a fine of 100-200 yuan on the main leaders of the unit;

( 8) After the completion of the construction project, if the temporary facilities are not dismantled and the residual soil from the construction is not removed as required, the construction unit will be fined 20 yuan per square meter of the residual soil area;

(9) Enterprises operating in the area will be fined 20 yuan per square meter. If the smoke, dust and noise emitted by public institutions exceed the standard and seriously affect the lives of residents, they will be fined not more than 500 yuan and ordered to meet the standard within a time limit;

(10) Passing and parking motor vehicles and non-motorcycles in the pedestrian commercial street of Dongxi Road , a fine of not more than 20 yuan will be imposed.
