(1) Effectively bring negotiation into the decision-making process. Party committees and CPPCC organizations at all levels should thoroughly implement this important principle in the practice of CPPCC's performance, especially in the consultation before decision-making, because it is easy to negotiate in decision-making implementation and difficult to negotiate before decision-making.

(2) Strengthen the institutionalization of CPPCC. It has been repeatedly emphasized that the institutionalization of CPPCC is the task of its own construction. To play the role of CPPCC as the main channel of deliberative democracy for a long time, it must be guaranteed by institutionalization. CPPCC itself exists and develops in the form of national political system and system, although it has formed a relatively independent system in more than 60 years of exploration and practice, and it is stipulated in the articles of association and party documents. However, from the perspective of keeping pace with the times and career development, there are still many places in the rules and regulations of CPPCC that need to be strengthened urgently. Study and solve the problem of effective connection between CPPCC policy documents and constitutional laws, clarify the legal status of CPPCC deliberative democracy, and formulate the departmental law of CPPCC in legislation to provide legal basis and guarantee for CPPCC to perform its functions. The second is to formulate and improve the working procedures of CPPCC. At present, a lot of practice and exploration are needed. It is necessary to formulate special CPPCC working procedures, refine the content, clarify the form and stipulate the procedures, turn the general requirements and regulations into operational procedures, and solidify and stabilize the CPPCC working procedures in the form of systems. Really realize the institutionalization, standardization and proceduralization of CPPCC work. (3) Strengthen system implementation. The key to the institutionalization of CPPCC lies in the implementation and enforcement of the system. If the system norms cannot be effectively implemented, even the best system is an armchair strategist and cannot play its due role. At present, the rules and regulations of CPPCC need to be improved, but there are also many. At present, the main problem of CPPCC is not the lack of institutional norms, but the poor implementation and enforcement of institutional norms. Many policies and systems of CPPCC have not been well implemented. There are many reasons for this. Some people don't have a deep understanding of the rules and regulations and the relevant documents of the party. Some people think that the rules and documents about CPPCC are soft and can be implemented or not. Some people know little about the rules and regulations of CPPCC, and some people simply don't know the existence of a certain rule and a certain policy document. With all these kinds of existence, it is not surprising that the implementation of CPPCC system is greatly reduced. To solve this problem, firstly, we should improve our understanding of the implementation of CPPCC system, and don't think that the formulation of system conditions is institutionalized and standardized, no matter whether it can be implemented or not, how to implement it; Don't think that the policies and systems of CPPCC can be implemented or not. Second, we should learn to use the policy documents and rules and regulations of CPPCC. Party and state cadres should consciously study CPPCC documents and regulations, especially CPPCC cadres and CPPCC party member, and must study and understand them well. Only on the basis of understanding and mastering the policies and regulations of CPPCC and the system requirements of CPPCC can we perform our functions well and participate in the discussion of state affairs. If we don't care about the policy documents and laws and regulations of CPPCC, it will be empty talk to effectively implement the rules and regulations of CPPCC and give full play to its role as an important channel for deliberative democracy.

(four) scientific organization, to carry out various forms of consultation. The form of CPPCC is stipulated by the CPPCC Constitution and related documents. In practice, it is necessary to innovate the form and put forward new requirements for the form of consultation. First, the overall consultation should be high. The consultation of various meetings with CPPCC National Committee as the main meeting is a high-level consultation of political consultation. The National Committee organized members to hold high-level, all-round and multi-angle consultations on major issues concerning the overall economic and social development with the participation of party and government leaders, listen to the speeches of the General Assembly and discuss with members. This form of "zero-distance dialogue" between party and government leaders and members enables members' suggestions to quickly enter the decision-making process. Therefore, the National Committee should have high standards and requirements from content to organization, and produce results. The second is to refine the special consultation. Adhere to special consultations on major issues and new topics in economic and social development, mostly in the decision-making process. The third is to negotiate with each other. Establish and improve the system of counterpart contact and consultation between the special committees of the CPPCC and the relevant departments of the party and government, and hold consultations on seeking solutions to practical problems. Fourth, the proposal should be negotiated accurately. Choose the key suggestions and proposals that enter the negotiation process, and choose the proposals that can be handled through on-site consultation as the negotiation proposals. Fifth, departmental consultations should be extensive. Departmental activities are the characteristics of CPPCC, and as a new form of consultation, extensive consultations can be conducted in an eclectic manner. (5) Expand political participation and expand the field of CPPCC consultation. Realizing extensive political participation is the essential requirement of socialist deliberative democracy system and the development direction of CPPCC political consultation. How to expand political participation and expand the field of consultation is an important aspect of giving full play to the role of CPPCC as an important channel of deliberative democracy, which is worth studying and exploring. On the one hand, it discusses the structure of members and departments. We can appropriately absorb some farmers and front-line workers or migrant workers; Add "three rural departments" or "enterprise departments".
