On November 17, 2022, Hohhot held the 76th epidemic prevention and control press conference to discuss postal services. The resumption of express delivery work and production was introduced.

As of November 16, 4 of the 9 inter-provincial distribution centers in Hohhot’s postal express delivery industry have resumed operation, 81 of the 356 express delivery outlets have resumed operation, and more than 5,800 sorting and delivery personnel have returned. There are 1,658 people on duty, including 377 people who are involved in the distribution of materials to ensure the city's supply, and 1,281 people who have resumed work and production in the postal express business. A total of 430,000 backlogged express mail items have been processed.

At present, the difficulties existing in the resumption of work and production in the postal express delivery industry mainly include poor terminal distribution and low return rate of personnel. In response to these difficulties, the following measures have been taken:

First, express delivery outlets and stations located in low-risk areas are dynamically sorted out, and those that meet the conditions of closed-loop management are allowed to resume work through accelerated acceptance, and terminal distribution is delivered to consumers in a contactless manner. Or it may be received by the community and then distributed to consumers by community workers, volunteers, etc.

The second is to establish a white list of people returning to work. A total of 832 pieces of information about people returning to work have been pushed. They will be returned to work after local research and judgment. Subsequently, the white list of people returning to work will be compiled and statistics will be pushed out in a timely manner every day.

The third is to urge and guide express delivery parks and distribution centers to tap their potential and turn all offices that can be vacated into employee dormitories; if the demand for accommodation cannot be met through tapping the potential, it can be solved by leasing nearby hotels and guesthouses. Regarding accommodation issues, we must strictly follow the closed-loop requirements to protect ourselves.

While promoting the resumption of work and production, while resolutely implementing various epidemic prevention and control measures, the Hohhot Postal Administration has formulated a special plan for the resumption of work and production in the industry, guidelines for epidemic prevention and control after resumption of work and production, and closed-loop management standard requirements etc., and implement the "people, objects, and environment" prevention requirements in terms of personal protection requirements, mail express and environmental disinfection and disinfection, and contactless delivery methods.

According to the overall arrangements for the resumption of work and production of the postal express delivery industry by the Hohhot Postal Administration, the focus of the first phase of resumption of work and production is to deal with the early backlog of express mail, and every effort is being made to make preparations for the resumption of production. After the epidemic situation in Hohhot is stabilized, terminal distribution is smoothed, and the rate of personnel returning to work increases, the express delivery business will be gradually resumed.
