article 2 these measures are applicable to the space under the bridge of expressway within the administrative area of this province.

space management under the bridge includes cleaning, site management, greening management, public maintenance and facilities management, public facilities management, pipelines and ancillary facilities management, and all behaviors that endanger the safety of the bridge structure.

article 3 the people's governments of cities and counties (cities, districts) are responsible for the management of space under expressways within their respective administrative areas, guide and urge relevant administrative departments and township (street) governments to carry out relevant duties, organize joint inspections and law enforcement, and ensure that the rational utilization of space under expressways meets safety, fire prevention and other management requirements.

expressway business units should increase safety investment in the space under the expressway bridge, uniformly plan and install monitoring facilities, safety protection facilities to prevent falling objects from high altitude, drainage facilities under the bridge and other safety guarantee facilities, strengthen routine inspections and monitoring management, and actively cooperate with local governments and relevant administrative departments to do a good job in the space management under highway bridges.

the municipal and county transportation authorities and highway management agencies should strengthen the supervision on the utilization of space under the highway bridge, establish and improve the ledger data, and supervise the normal management of space under the highway bridge according to law.

article 4 under the premise of ensuring the structural integrity and safe operation of the bridge, the space under the bridge shall be used in a protective way, and the principle of "safety first, overall planning, public welfare first, clear responsibilities and territoriality first" shall be followed, so as to make rational use of the space under the bridge.

Article 5 The following acts are prohibited in the space under highway bridges:

(1) Setting up places and facilities for producing, storing and selling inflammable, explosive, toxic and radioactive dangerous goods, or stopping (stacking) or loading (unloading) dangerous goods.

(2) setting up various business premises and facilities such as car washing, car repairing, gas filling, commerce, catering, entertainment and bazaars.

(3) used for production, living, residence and the use of gas, electric stoves and open flames.

(4) demolishing or damaging bridge ancillary facilities and equipment such as traffic safety, communication, monitoring, toll collection, power supply, protective structures, water supply and drainage, management rooms, drainage ditches, etc. without authorization, and other behaviors that damage bridge ancillary facilities and equipment.

(5) damaging or occupying all kinds of underground pipelines and related facilities and accessories.

(6) other acts prohibited by laws, regulations, rules and normative documents, such as littering, building indiscriminately, setting up stalls, and digging indiscriminately.

article 6 the protective utilization of the space under the bridge shall not affect the structural integrity and operational safety of the bridge. The construction, use and management of space facilities under the highway bridge shall meet the following requirements:

(1) The use of space facilities under the highway bridge shall not affect the safety, inspection, maintenance and use functions of the bridge, as well as the requirements of emergency repair and fire fighting.

(2) The utilization design of the space under the highway bridge should be equipped with facilities such as monitoring, lighting, greening, fire control, traffic safety, signs, markings and security, and meet the drainage requirements.

(3) If it is used in a parking lot, it shall be flat and non-slip and meet the requirements of drainage intensity. Traffic signs and markings such as passages, vehicle routes, parking spaces, etc. are shown in the venue. Anti-collision, anti-collision and anti-friction facilities should be set around the bridge column, and anti-collision facilities and signs should be set at the entrance and exit. It is forbidden to park dangerous chemicals vehicles and other vehicles loaded with inflammable and explosive materials.

(4) When the space under the bridge is used for construction, the construction machinery and equipment and temporary deposits (piles of soil) shall not affect the safety of the bridge body and piers (platforms).

article 7 in accordance with the "one county, one plan", the county (city, district) government makes a unified plan for the space under the expressway bridge that can be used within its jurisdiction, and organizes relevant departments such as transportation, urban and rural planning, public security and fire control, safety production supervision, land and resources, expressway business units and experts to prepare the Plan for Rational Utilization of the Space under the Expressway bridge, and report it to the municipal transportation, urban and rural planning, public security and fire control, safety production supervision and experts.

without approval, no unit or individual can use the space under the bridge without authorization.

article 8 units and individuals who use the space under the bridge shall, according to the utilization plan of the space under the bridge in the county (city, district), sign a tripartite agreement on the use of safety protection with the expressway business unit and the local township government (street) to clarify their rights, responsibilities and obligations. The tripartite agreement shall be reported to the local highway management organization, safety supervision and management and fire control public security department for the record.

it should be made clear in the tripartite agreement that the units and individuals who use the space under the bridge should set up a publicity board for the use of the space under the bridge to publicize the area, scope, purpose, responsible unit and telephone number of the supervision department.

article 9 in daily management, according to the principle of "whoever uses the space under the bridge is responsible", the units and individuals who use the space under the bridge are responsible for maintenance and order management. The use of the space under the bridge shall not be changed without authorization or transferred to a third party in any form.

Article 12 The use and management of space under provincial roads and bridges in ordinary countries shall be implemented with reference to these measures.
