Regulations of Shandong Province on the Protection and Management of Taierzhuang Ancient City

Chapter I General Provisions Article 1 In order to strengthen the protection and management of the ancient city of Taierzhuang, inherit the local culture and carry forward the national spirit, these Regulations are formulated in accordance with relevant laws and administrative regulations and in light of the actual situation of the ancient city of Taierzhuang. Article 2 These Regulations shall apply to the construction, protection, management, operation, sightseeing and cultural activities of Taierzhuang ancient city and related areas. Article 3 The term "Taierzhuang Ancient City" as mentioned in these Regulations refers to an area of three square kilometers east of Lan Qi, west of the East City Wall, south of Beixugou, north of the ancient canal, east of Kangning Road, south of the ancient canal and north of the canal levee in Zaozhuang City. Article 4 The protection and management of Taierzhuang ancient city shall follow the principles of scientific planning, effective protection, rational utilization and strict management. The relevant departments of the fifth provincial people's government shall strengthen supervision over the protection and management of the ancient city of Taierzhuang.

Zaozhuang Municipal People's Government and Taierzhuang District People's Government should strengthen the protection and management of Taierzhuang ancient city and incorporate it into the national economic and social development plan. Sixth Taierzhuang ancient city protection and management agencies are the agencies of Zaozhuang Municipal People's government, specifically responsible for the protection and management of Taierzhuang ancient city, mainly performing the following duties:

(a) to publicize and implement the relevant laws, regulations and rules;

(two) the specific implementation of Taierzhuang ancient city planning and protection measures;

(3) Organize the research and collation of anti-Japanese war culture, canal culture and southern Shandong culture in Taierzhuang ancient city;

(4) exercising the power of relatively centralized administrative punishment according to law;

(five) other work related to the protection and management of Taierzhuang ancient city. Chapter II Planning and Construction Article 7 The Zaozhuang Municipal People's Government shall organize the preparation of the protection plan for the ancient city of Taierzhuang, which shall be coordinated with the special plan for the protection of cultural relics and incorporated into the overall urban planning of Zaozhuang City.

Taierzhuang ancient city protection and management institutions shall, jointly with Zaozhuang Municipal People's Government's urban and rural planning, housing and urban and rural construction, cultural relics, tourism and other departments and Taierzhuang District People's Government, prepare detailed planning of Taierzhuang ancient city according to Taierzhuang ancient city protection planning. Article 8 When drawing up the protection plan and detailed plan of Taierzhuang ancient city, the opinions of relevant departments, experts and the public shall be solicited, and urban and rural planning units with legal qualifications shall be entrusted to draw up the plan, which shall be reported for approval according to law and promulgated for implementation. Ninth Taierzhuang ancient city protection planning and detailed planning shall not be amended without legal procedures; If it is really necessary to modify it, it shall be submitted for approval in accordance with the original approval procedures. Article 10 If the buildings or structures, roads, water systems and other facilities in Taierzhuang Ancient City really need to be repaired or rebuilt, the relevant units and individuals shall follow the principle of raw materials, original technology and in-situ craftsmen, put forward an implementation plan, and after being approved by the Taierzhuang Ancient City Protection and Management Agency and submitted for approval in accordance with relevant regulations, the construction shall be carried out by a construction unit with legal qualifications. Chapter III Protection Article 11 The Zaozhuang Municipal People's Government shall set up a special protection fund for the ancient city of Taierzhuang, which shall be used exclusively for the protection of the ancient city of Taierzhuang and shall not be used for other purposes.

Measures for the administration of the use of special protection funds shall be formulated by the Zaozhuang Municipal People's Government. Twelfth Taierzhuang ancient city is divided into the core area of the ancient city and the functional supporting area.

The core area of Taierzhuang Ancient City consists of the area east of Lanqi River, west of the East City Wall, south of Beixugou and north of the ancient canal. The functional supporting area of Taierzhuang ancient city consists of the area east of Kangning Road, south of the ancient canal and north of the canal levee. Thirteenth Taierzhuang ancient city core area of the existing streets, water system, the spatial scale and layout of buildings and the status quo of buildings shall not be changed without authorization.

The volume, height, color and form of buildings in the functional supporting area of Taierzhuang ancient city should be consistent with the style and features of the core area of Taierzhuang ancient city, and it is forbidden to build facilities that are not directly related to the function and nature of Taierzhuang ancient city. Fourteenth Taierzhuang urban planning area should strictly control the building height, and set up key control areas, transition control areas and general control areas:

(1) The key control area is the area where the wall of Taierzhuang Ancient City extends to the west150m, and reaches Guangjin Road in the north and Dongshun Road in the east. The cornice height of buildings in this area is controlled by steps of 9 to12m from inside to outside;

(2) The transition control area is the area where the key control area extends to Canal Avenue in the west, Chang 'an Road in the north and Hongyun Road in the east. The cornice height of buildings in this area is controlled from inside to outside step by step at 18 to 24 meters;

(3) The general control area is the transition control area from Guangjin Road in the west to Zhongxin Road in the north, and the height of eaves of buildings in this area is limited to 36 meters. Fifteenth Taierzhuang ancient city intangible cultural heritage and folk handicrafts are part of the historical and cultural heritage of Taierzhuang ancient city, Zaozhuang Municipal People's Government and Taierzhuang District People's Government should strengthen protection. Sixteenth Taierzhuang ancient city protection and management institutions and other relevant units and individuals shall abide by the following provisions on the protection of cultural relics:

(a) for the cultural relics protection units at all levels in Taierzhuang ancient city, the scope of protection and the construction control zone are delineated according to law, and the immovable cultural relics that have not been approved for publication as cultural relics protection units shall be protected with reference to the cultural relics protection units at the county level;

(2) Strengthening and repairing the ancient pier, ancient revetment, ancient water culvert, anti-Japanese war site and other cultural relics protection projects in the ancient city of Taierzhuang shall be reported to the cultural relics administration department for approval according to law;

(three) in the construction of other projects in the ancient city of Taierzhuang, follow the principle of cultural relics investigation and exploration first, and avoid immovable cultural relics as much as possible.
