Provisions of Ganzhou Municipality on the Administration of Urban Road Traffic

Chapter I General Provisions Article 1 These Provisions are formulated in accordance with the Road Traffic Safety Law of the People's Republic of China, the Regulations for the Implementation of the Road Traffic Safety Law of the People's Republic of China and the Measures of Jiangxi Province for the Implementation of the Road Traffic Safety Law of the People's Republic of China, and in light of the actual situation of this Municipality. Article 2 These Provisions shall apply to the traffic management of road vehicles within the urbanization management area of this Municipality. Article 3 The people's governments at or above the county level shall strengthen the construction and management of urban roads and standardize the traffic management of urban roads.

The traffic management department of the public security organ is responsible for the traffic management of urban roads and vehicles within its administrative area. The competent departments of urban planning, construction, industry and information technology, industry and commerce, quality and technical supervision, urban management, transportation, safety production supervision, education, finance and price shall, according to their respective functions and duties, do a good job in the management of urban road vehicles according to law. Article 4 People's governments at or above the county level shall strengthen the construction of intelligent transportation, promote the construction of urban intelligent transportation platforms, and realize the sharing of basic road network, real-time road conditions, ground public transportation, parking lots and other information resources. Article 5 The people's governments at or above the county level and relevant departments shall, in accordance with the principle of giving priority to public transport, scientifically plan urban public transport, and rationally arrange public transport networks by taking into account factors such as road function positioning, traffic flow and passenger demand. In urban roads with conditions, scientifically set up bus lanes and harbor-style stops, and reasonably set up cruise taxi stops; Construction of urban slow-moving and fast-moving traffic systems to ensure the travel needs of citizens. Sixth people's governments at or above the county level and relevant units should strengthen the publicity and education of road traffic safety laws and regulations.

Road traffic participants should strengthen the study of road traffic safety laws and regulations and master road traffic rules.

Encourage units and individuals to participate in voluntary service of traffic coordination and help maintain road traffic order under the unified organization of the traffic management department of the public security organ and relevant departments. Chapter II Road Traffic Conditions Article 7 The competent department of urban planning and construction shall, jointly with the traffic management and urban management departments of public security organs, organize the planning, design and construction of roads in accordance with relevant norms and standards. Article 8 Road management departments or road business units shall demarcate motor vehicle lanes, non-motor vehicle lanes and sidewalks according to national standards, and rationally demarcate two-wheeled lanes and two-wheeled vehicle waiting areas according to road conditions and traffic needs. When building, rebuilding or expanding roads, traffic facilities such as traffic lights, traffic signs, traffic markings, traffic monitoring, traffic guardrails, bus stops and intelligent traffic equipment shall be designed, constructed and put into use at the same time. When designing urban road traffic safety facilities, the relevant units shall solicit the opinions of the traffic management department of the public security organ. When the traffic safety facilities are delivered for use and acceptance, it shall notify the traffic management and production safety supervision and management departments of the public security organs to participate. Traffic facilities can only be opened to traffic after completion and acceptance.

Traffic lights and traffic technical monitoring equipment shall be maintained and managed by the traffic management department of the public security organ, and other traffic safety facilities shall be maintained and managed by the road management department or road business unit. The maintenance and management funds of the traffic management department and the road management department of the public security organ shall be included in the financial budget at the corresponding level.

If it is necessary to take power-off measures for traffic lights and traffic monitoring due to maintenance and system upgrade, the power supply department shall notify the traffic management department of the local public security organ 24 hours in advance. Ninth any of the following circumstances, affecting traffic safety, the relevant responsible units shall promptly maintain, remove obstacles and eliminate the impact:

(a) traffic lights, traffic signs, traffic markings and other road traffic facilities are missing, damaged or unreasonable;

(two) insufficient lighting on both sides of the road;

(three) traffic signs and traffic lights are blocked;

(four) the road pipeline is unscientific, the manhole cover is unsafe, and there are potholes;

(five) other circumstances that affect traffic safety.

Any unit or individual shall have the right to report to the relevant responsible unit if it finds that there is any situation that affects traffic safety. Relevant responsible units shall handle the report in time after receiving it, and feedback the handling situation within ten days. Tenth the implementation of greening, maintenance, cleaning, watering, facilities and equipment maintenance and other road operations, should avoid the peak traffic flow. Chapter III Vehicle Management Article 11 Electric bicycles and motorized wheelchairs for the disabled can only be driven on the road after being registered and licensed by the traffic management department of the public security organ. Twelfth electric bicycles and motorized wheelchairs for the disabled shall, within 30 days from the date of purchase, apply to the traffic management department of the public security organ at the county level where the household registration is located, and submit the following materials:

(a) the identity certificate of the owner;

(2) Proof of legal sources such as car purchase invoices;

(3) the factory certificate.

To apply for the registration of motorized wheelchairs for the disabled, a valid lower limb disability certificate shall also be submitted.

Electric bicycles and motorized wheelchairs for the disabled purchased before the implementation of these Provisions shall apply for registration in accordance with the provisions of the first and second paragraphs within three months after the implementation of these Provisions.

Before the expiration of the application period, electric bicycles and motorized wheelchairs for the disabled can be temporarily driven on the road with legal sources such as car purchase invoices and factory certificates.
