Chapter 1 General Provisions Article 1 In order to strengthen the protection and utilization of industrial heritage, inherit and display Chengde's industrial civilization, and promote historical culture, these regulations are formulated in accordance with relevant laws and regulations and in combination with the actual situation of this city. Article 2 These regulations shall apply to the survey, identification, protection, utilization and supervision and management activities of industrial heritage within the administrative region of this city. Article 3 The term "industrial heritage" as mentioned in these Regulations refers to the historical, technological, cultural, artistic, and social characteristics of Chengde that have the characteristics of the times and industrial style, carry public recognition and a sense of regional belonging, and reflect the industrial system and urban development process of Chengde. Industrial heritage includes tangible industrial heritage and intangible industrial heritage.

Material industrial heritage includes immovable material industrial heritage and movable material industrial heritage. Article 4 The protection and utilization of industrial heritage should follow the principles of government guidance, social participation, territorial management, protection priority, and rational utilization. Article 5: Municipal and county (city, district) people's governments are responsible for the protection and utilization of industrial heritage within their respective administrative regions.

The competent cultural relics department supervises and manages the protection and utilization of industrial heritage within its own administrative region. Relevant departments shall work together according to their respective division of responsibilities to do a good job in the protection of industrial heritage.

The township (town) people's government, sub-district offices and village (resident) committees should assist relevant departments in the protection and utilization of industrial heritage. Article 6 The municipal and county (city, district) cultural relics authorities shall, in conjunction with relevant departments, organize the preparation of a special plan for the protection and utilization of industrial heritage, submit it to the people's government at the same level for approval, and incorporate it into the national economic and social development plan and the protection plan for historical and cultural cities at the same level. and territorial spatial master planning. Article 7 The municipal and county (city, district) people's governments shall include the funds for industrial heritage protection in the fiscal budget at the same level.

Encourage social forces to support and participate in the protection and utilization of industrial heritage through donations, donations, etc. Article 8 The municipal and county (city, district) people's governments and their relevant departments shall strengthen publicity and education on the protection and utilization of industrial heritage and enhance citizens' awareness of the protection and utilization of industrial heritage. Article 9: Any unit or individual shall protect industrial heritage in accordance with the law, and has the right to discourage and report any behavior that damages industrial heritage.

Units or individuals that have made outstanding contributions will be rewarded by the municipal and county (city, district) people's governments. Chapter 2 Census and Identification Article 10 The Municipal People's Government shall establish an expert committee for the protection and utilization of industrial heritage, composed of professionals in cultural relics, industry, history, culture, science and technology, planning, architecture, tourism and law, etc., to serve as the basis for industrial heritage Provide consultation on census and identification work, and review industrial heritage.

The municipal cultural relics department is responsible for the specific organizational work of the expert committee. Article 11 The municipal and county (city, district) cultural relics authorities shall, in conjunction with relevant departments, organize a census of industrial relics, establish a suggested list of industrial heritage, and conduct an investigation of industrial relics to be recognized as industrial heritage.

Citizens, legal persons and other organizations should cooperate with censuses and investigations and truthfully provide relevant information and materials. Article 12 The owner, manager or user of industrial relics may apply for industrial heritage projects to the competent cultural relics department, and other units or individuals may recommend industrial heritage projects. Article 13 The cultural relics administrative department shall investigate and evaluate the declared or recommended industrial heritage projects, propose a suggested list of industrial heritage, and solicit the opinions of owners, users and the public through public announcements, hearings, etc., and then review and determine them by an expert committee. Report to the Municipal People's Government for approval and announcement.

Article 14 Industrial heritage that meets one of the following conditions can be recognized as industrial heritage:

(1) It is a landmark of the historical stage and representative of the industry, and is a construction (structure) of production and life related to industrial development. Immovable industrial relics such as buildings and other facilities;

(2) Industrial production equipment, production and transportation tools, office and daily appliances, corporate archives and other movable industrial relics related to industrial development;

(3) Reflecting Chengde’s industrial development history and local characteristics, and having iconic or epoch-making industrial products;

(4) Industrial information in non-material form, including high value Industrial cultural expressions such as production processes, manual skills, raw material formulas, trademarks and trade names, business management models, corporate culture and deeds of outstanding figures;

(5) Industrial relics with obvious reusable value;

(6) Others that can be recognized as industrial heritage. Article 15 Industrial heritage recognized in accordance with the law shall not be adjusted or revoked without authorization. If it is indeed necessary to adjust or cancel due to force majeure or other major changes, refer to the original certification procedures. Chapter 3 Protection and Utilization Article 16 The protection and utilization of industrial heritage shall be based on special plans and the scope of protection shall be delineated. The scope of protection is approved, announced and implemented by the Municipal People's Government, and the municipal cultural relics department is responsible for the specific organization of the delineation of the scope of protection.

Within one year after the industrial heritage is determined and announced, the cultural relics administrative department shall promptly set up signs, boundary posts and other protection facilities. The label should indicate the name of the industrial heritage, scope of protection, publishing agency and time, and other relevant content.
