Article 1 These Provisions are formulated in order to implement the national oil production policy, strengthen the management of oil production, and achieve the purpose of ensuring the needs of work and saving oil. Article 2 The term "oil management" as mentioned in these Provisions refers to index application, ordering, distribution, supply, allocation, storage and transportation, oil saving, waste oil recovery and treatment, etc. Article 3 The Planning and Finance Department is responsible for the overall oil management. The daily work shall be undertaken by the Equipment Department. Article 4 Each oil-using unit should have a leader who is responsible for the oil management, and designate an oil management department to be responsible for the oil management of the unit. Article 5 Petroleum management departments at all levels shall be equipped with full-time petroleum management personnel with professional knowledge, working ability, strong sense of responsibility and enthusiasm for work. Article 6 The planning and finance department of the bureau is responsible for the application and distribution of the annual planned oil consumption index of the bureau, and each unit shall not report to the planning and finance department the major tasks and oil consumption plans of ships, planes and other projects in the next year in the third quarter of each year. Article 7 The Planning and Finance Department shall, according to the planned tasks and workload of each oil-using unit, verify its oil consumption index and implement the supply mode of annual distribution, quarterly distribution and temporary adjustment. Article 8 According to the provisions of the national statistical work, all oil-using units shall establish and improve the original records and statistical ledgers of oil consumption, and submit relevant oil statistical statements to the higher authorities on a regular basis. Article 9 According to the national metrological regulations, all oil users should be equipped with petroleum measuring instruments and carry out metrological management. Eleventh according to the national comprehensive and individual oil consumption quota, approved the oil consumption standards of ships and equipment, and gradually implement the oil quota management. Article 12 All oil-using units shall establish records and files of oil consumption of ships. Article 14 Energy-using units shall, according to the fuel-saving technical policies of their respective industries, prepare fuel-saving renovation plans and annual plans, and organize their implementation. Fifteenth units should draw 30% from the waste oil treatment fund every year for oil-saving technical transformation. Article 16 All units shall strictly implement the recovery ratio of waste oil stipulated by the state, check the quality of remaining oil before the ship leaves the factory for repair, and adjust it to other tasks that meet the use requirements; Those that do not meet the use requirements shall be reported to the Planning and Finance Department and treated as waste oil after approval. Seventeenth establish and improve the oil depot management system, to ensure the safety of refueling, unloading and storage, to prevent accidents. Article 18 The Bureau will hold oil management experience exchange meetings from time to time to reward units and individuals who have made outstanding achievements in their work. Nineteenth units and individuals who use oil for personal gain in violation of state policies shall be given necessary criticism and education, administrative sanctions or economic penalties according to different situations. Twentieth bureau units, according to the provisions, combined with the situation of the unit, formulate specific implementation measures, reported to the Bureau of planning and finance department for the record. Article 21 If the previously formulated and promulgated regulations on petroleum management are inconsistent with these regulations, these regulations shall prevail. Article 22 The Ministry of Planning and Finance shall be responsible for the interpretation of these Provisions.
These Provisions shall come into force as of the date of issuance.
