Suzhou New Talent Settlement Policy 2020
Undergraduate students in Suzhou can settle down directly, while junior college students need to pay social security for half a year before they can settle down. The policy will be implemented from May 1, 2020. Three categories of personnel can apply for settlement after the personnel files are transferred:
1. Personnel with a full-time undergraduate degree or above, age ≤ 45 years old.
2. Personnel with senior professional and technical titles, overseas students who have obtained a bachelor’s degree or above abroad (overseas) and obtained academic degree certification from the Ministry of Education, persons with doctoral degrees and senior professional and technical titles regardless of age. Those who are over 55 years old and have a master's degree and associate senior professional and technical titles are not more than 50 years old.
3. Persons with a bachelor's degree (including those who studied abroad), intermediate professional and technical titles, and one of the second-level national vocational qualifications (vocational skill levels), aged no more than 45 years old, and have a master's degree or above (including those who have studied abroad), senior professional and technical titles, and one of the first-level national vocational qualifications (vocational skill levels).

For employers that apply for settlement with national vocational qualifications (vocational skill levels), the national vocational qualifications held by their employees to be settled The occupations (types of work) stated in the certificate (vocational skill level certificate) should be consistent with the items listed in the catalog of occupations (types of work) in short supply of high-skilled talents in Suzhou that is publicly released by our city and is within the implementation period.
If the applicant unit or individual has any of the following circumstances, the review will not be approved:
1. The applicant unit has not established a labor relationship in accordance with the law and failed to pay social insurance as required.
2. The applicant unit is inconsistent with the unit applying to pay social insurance premiums for settled employees.
3. When applying according to Article 3 of the "Notice", when the application is accepted, the social insurance premiums in the previous 6 months have not arrived, been paid back, paid discontinuously, or paid by non-applicant units.
