Does industrial and commercial approval for outdoor advertising require a real estate pre-sale license? If not, can it be approved?

Every place has different requirements for outdoor areas, which vary from place to place.

According to Article 4, Paragraph (4) of the "Interim Provisions on Real Estate Advertisements": Pre-sale real estate, but real estate that has not obtained a pre-sale license for the project shall not publish advertisements. According to Article 9 of the "Outdoor Advertising Registration and Management Regulations": When an outdoor advertising publishing unit applies for outdoor advertising publishing registration, it should submit the following application materials: (1) "Outdoor Advertising Registration Application Form"; (2) Outdoor advertising publishing unit and advertiser Business license or business qualification certificate with equivalent legal effect; (3) Certificate of use of the venue or facility where outdoor advertising is published, including property rights certificate of the venue or facility, use agreement, etc.; (4) Outdoor advertising sample; (5) ) laws, regulations and other documents required to be submitted by the State Administration for Industry and Commerce.
