Autonomous regions, cities, counties, and township organs are linked and generally paired with grassroots party organizations to achieve full coverage. There are more than10.6 million party organizations in government agencies and institutions and more than 30,000 grass-roots party organizations in the whole region.

Party organizations in urban and rural areas work in pairs, build and create together. Cities have great advantages in policies, talents, information, funds and projects. In order to meet the needs of coordinating urban and rural development, Guangxi organized urban party organizations to pair up with rural party organizations extensively. For example, Fangchenggang City, in combination with the promotion of steel and nuclear power projects, carried out the activity of "moving households to warm people's hearts" in party member, and organized party member 1.277 households to visit and express their condolences, thus ensuring the harmonious relocation of major projects.

In order to promote the balanced development of grass-roots organizations and strive for excellence, party organizations at all levels in Guangxi actively adapt to the new situation of grass-roots party building, actively promote the twinning and co-construction of grass-roots party organizations in different regions and fields, and form a new pattern of twinning and co-construction across regions and fields. For example, Baise City broke through the geographical and administrative system restrictions, actively explored cross-regional and cross-disciplinary pairing activities, and promoted the harmonious development of rural economy and society in the "trilateral" border areas (national boundaries, provincial boundaries and county boundaries).
