The year 2020 is the year of building a well-off society in an all-round way and ending the 13th Five-Year Plan, and it is also a crucial year to lay a solid foundation for the development of the 14th Five-Year Plan. In order to thoroughly implement the spirit of the General Secretary's important instructions on coordinating COVID-19's epidemic prevention and control and economic and social development, and the spirit of the Central Economic Work Conference, the Central Committee of the Communist Party of China and the State Council's National New Urbanization Plan (20 14-2020) and Opinions on Establishing and Perfecting the System, Mechanism and Policy System of Urban and Rural Integration Development, the following tasks are hereby put forward.

One. general requirements

Take deepening the reform of household registration system and basic public service provision mechanism as the path, break down unreasonable barriers that hinder the free flow of labor force, and promote the optimal allocation of human resources.

(a) to urge cities with a permanent population of less than 3 million to completely cancel the restrictions on settlement.
