The term “strictest water resources management system” as mentioned in these Measures refers to the strictest total water consumption control system, water use efficiency control system, water function zone restriction pollution collection system, and water resources management responsibility and assessment system. Article 3 To implement the strictest water resources management system, the principles of people-oriented, harmony between people and water, government leadership, water management in accordance with the law, overall planning of water control, and scientific water use should be adhered to. Establish water resources development and utilization control red lines, water use efficiency control red lines and water functional area pollution restriction red lines. Strictly control the total amount of water used, improve water use efficiency, limit the total amount of sewage discharge in water functional areas, and ensure the safety of drinking water, water supply and ecological security. Article 4 The municipal, district and county water administrative departments are responsible for the organization and implementation of the strictest water resources management system, and their affiliated water resources management agencies are specifically responsible for daily management work.

Departments of development and reform, industry and information technology, public security, finance, natural resources, housing and urban-rural construction, health, ecological environment, statistics, market supervision, hydrology and other departments should, in accordance with their respective responsibilities, do the most stringent water management Work related to the implementation of resource management systems. Article 5 The municipal, district and county people's governments shall establish a water resources management guarantee mechanism and provide key support in the aspects of water conservation and protection, water environment management, water ecological restoration, water balance testing, water use audits, and the promotion and application of water-saving technologies. The municipal water administrative department is responsible for formulating and issuing total water consumption control indicators for districts and counties during the planning period and annual total water consumption control indicators. District and county water administrative departments shall control the total water consumption in their administrative regions in accordance with the total water consumption control indicators. Water resources management agencies are responsible for preparing water resource dispatching configuration plans, emergency dispatch plans and dispatch plans. Article 11 The use of water abstraction projects or facilities to directly draw water resources from rivers, lakes, reservoirs or underground, including hydropower generation, use of underground refrigeration (heat) systems, development and utilization of geothermal water and mineral water, daily production of mines and pumping for construction construction For water abstraction activities such as draining groundwater, unless a water abstraction permit is not required according to law, a water abstraction permit must be applied for in accordance with the law.

If an agricultural production water abstractor changes the purpose of water abstraction and supplies water to entities or individuals other than agricultural irrigation or rural non-commercial water users, the water abstraction permit shall be changed in accordance with the law. Units or individuals that use water for agricultural production to engage in other production operations must apply for a water abstraction license and pay water resources fees in accordance with the law.

During the validity period of the water abstraction permit, if there are major changes in the water abstraction volume, water abstraction source or water abstraction location, water abstraction purpose, water withdrawal, etc., the water abstraction unit or individual shall conduct a new water resources demonstration and submit a water abstraction license application. Article 12 After the water intake construction project is completed and the trial operation period expires, the property owner of the construction project shall submit an acceptance application to the water administrative department.

The water resources management agency shall, in accordance with the requirements of the water administrative department and based on the water resources demonstration opinions, conduct inspections on water intake sources, water intake facilities, metering facilities, water-saving facilities, water withdrawal conditions, and the occupation of agricultural irrigation water sources and irrigation Organize detailed inspection and acceptance of compensation status of drainage project facilities. Article 13 In areas where the total water consumption reaches or exceeds the annual total water consumption control indicator, the application for water intake permits for new construction, reconstruction or expansion construction projects shall be suspended during the year; in areas where the total water consumption control indicator during the planning period reaches or exceeds the total water consumption control indicator during the planning period, the application for new construction projects shall be suspended. , reconstruction or expansion construction project water intake permit; in areas close to the control indicators, the development of high water consumption, high pollution, low efficiency projects and extensive agricultural water use should be restricted.
