According to the work goal of the Provincial Party Committee and the Provincial Government to “strive to achieve targeted poverty alleviation two years in advance” and combined with the actual situation of our county, the following specific goals are proposed:

p>

(1) Achieve poverty reduction goals ahead of schedule. By 2018, the county will strive to basically eliminate absolute poverty; from 2019 to 2020, we will further consolidate the results of targeted poverty alleviation, stably ensure that poverty alleviation targets have no worries about food and clothing, ensure their compulsory education, basic medical care and housing, and ensure that poverty alleviation Regions and poor people must strive to achieve a well-off society and not be left behind.

(2) The income of the poor has increased significantly. Keep the average annual growth rate of per capita disposable income in poor areas and poor people higher than the city's average growth rate. By the end of 2018, the per capita disposable income of mildly poor rural households who have the ability to work but lack development conditions will reach about 70% of the local average; The per capita disposable income of moderately poor rural households who are capable and below the subsistence allowance standard will reach about 50% of the local average level; further strengthen the key guarantees for farmers who have completely lost the ability to work and are in severe poverty, raise standards, and secure the bottom line.

(3) The production and living conditions of poor rural areas have been significantly improved. By 2018, the task of renovating dilapidated houses of registered poor households will be fully completed, the poor people in areas with poor living conditions will be relocated and resettled as a whole, the infrastructure of poor villages will be relatively complete, and the main indicators of basic public services will be close to the city's average level , the farmers live and work in peace and contentment.

(4) The self-development ability of poverty alleviation targets has been significantly enhanced. By 2018, all poor households with the ability to work will have more than one leading industry that increases their income and make them rich, the labor force from poor families will master more than one employment and entrepreneurship skills, the new generation labor force will have the basic professional qualities for transfer employment, and the children from poor families will all receive fair and high-quality employment. education. The service system for poor villages has been basically established, the professional cooperative management mechanism is relatively complete, and the grassroots party organizations have a strong role.

3. Work measures

(1) Scientifically formulate targeted poverty alleviation plans in accordance with the requirements of reaching villages and households.

1. Formulate a targeted poverty alleviation work plan. On the basis of a comprehensive understanding of poor villages, poor households, and poverty conditions, we must focus on the goal of achieving targeted poverty alleviation tasks two years in advance, combine local realities, reverse the construction period, and do a good job in interconnecting various plans and scientifically Formulate a targeted poverty alleviation plan and incorporate it into the overall “Thirteenth Five-Year Plan” economic and social development plan at the same level. Use the overall planning to undertake poverty alleviation and development policy support from higher levels, do a good job in organizing and implementing local targeted poverty alleviation, and ensure that responsibilities are in place and work is implemented in place.

2. Formulate specific poverty alleviation plans for poor villages and poor households. In accordance with the work requirements of "one village, one policy, one household, one case", we will formulate and implement specific poverty alleviation plans for each poor village and each poor household, clarify development goals and poverty alleviation paths, and ensure that poverty alleviation reaches the point and root.

At the same time, some administrative villages with poor infrastructure, deeper poverty, and higher incidence of poverty that are not included in the provincial "Thirteenth Five-Year Plan" poverty villages are identified as county (city) level poverty villages, and poverty alleviation plans are formulated. Coordinate various poverty alleviation resources and provide preferential support.

(2) In accordance with the requirements of targeted assistance, further increase social poverty alleviation efforts.

1. Carry out in-depth work on targeted assistance to poor villages by units. We will in-depth carry out the work of county-level units to provide targeted assistance to poor villages during the "13th Five-Year Plan" to ensure that every poor village has unit assistance. Assistance units should set up assistance work leading groups and form village work teams. In accordance with the requirements of the "four gangs" of helping to formulate and implement poverty alleviation plans, help strengthen infrastructure construction, help develop poverty alleviation industries, and help lay a solid foundation at the grassroots level, combined with the actual conditions of the villages being assisted, we must make a good combination and stick to the gang to the end. We will not get rid of poverty without decoupling. The impoverished villages receiving assistance should actively connect with the supporting units, give full play to their subjective initiative, improve their self-development capabilities, inspire the poor people's confidence in self-reliance and entrepreneurship, and enhance the joint efforts to get rid of poverty and become rich.

2. Comprehensively carry out pairing of cadres to help poor households. Cadres from county-level units adopt the "321" method to carry out paired assistance, that is, leading cadres at the county level help three households in pairs, cadres at the department level help two households in pairs, and general cadres (employees) help one household in pairs. The rest of the poor households are supported by the cadres (employees) of the township (field) where they are located, so that the paired assistance can fully cover "poverty alleviation development households and poverty alleviation households with minimum living allowance". Assistance cadres must go deep into the homes of poor households to learn more about their family conditions, causes of poverty and development needs, help formulate targeted and operational assistance measures, and actively carry out "providing warmth, policies, technology and projects" "Four Gifts" activity helps poor households get rid of poverty and become rich as soon as possible. At the same time, all localities should include the county-wide paired assistance and targeted poverty alleviation information system for newly impoverished households due to disasters, illnesses and other reasons after the poverty alleviation target households are registered, and implement assistance cadres to provide active assistance.

3. Extensively mobilize social forces to participate in paired poverty alleviation. Encourage and guide non-public economic organizations and all sectors of society to actively participate in paired poverty alleviation work, and solidly carry out the "four assistance" activities of supporting capital, supporting industry, supporting employment, and supporting information. Give full play to the role of the "10.17 China Poverty Alleviation Day" platform, carry forward the traditional virtues of poverty alleviation, and explore social poverty alleviation resources in various ways.

(3) In accordance with the requirements of precise policy implementation, further increase the intensity of special poverty alleviation work.

1. Vigorously promote industrial poverty alleviation and lay a solid foundation for the poor to escape poverty and increase their income. The first is to identify advantageous industries that enrich the people. Give full play to comparative advantages and vigorously develop industrial projects that will help poor farmers increase their income and become rich. We will further promote "one village, one product" and gradually expand the scale and brand. The second is to increase the industrial participation and benefits of poor people. Establish an interest linkage mechanism between enterprises and poor farmers, and improve the "company base poor households" and "company cooperatives poor households" models so that poor people can better participate in industrial development and benefit more from industrial development. The third is to increase investment in industrial poverty alleviation. Give full play to the role of the annual 10 million yuan special fund for industrial poverty alleviation from the provincial government in key counties and former Central Soviet Area counties. The use of funds should target poor villages and poor households, and adopt loan risk compensation, loan interest subsidies, direct cash subsidies, and industrial insurance There are various ways such as pairing up funds with the person in charge of assistance and providing assistance. For poor households, especially those who lack the ability to work, actively explore ways to benefit from assets by converting poverty alleviation funds into shares and converting them into shares, combined with the transfer of land and forests, leasing or shares.

In compliance with the requirements of promoting new urbanization and optimizing the layout of villages and population, and in accordance with the goal of "moving, being able to live stably, and being able to get rich", a gradient resettlement approach of "moving into cities, parks, market towns, and central villages" will be adopted to comprehensively understand The bottom line is to unify the people's ideological understanding and formulate and implement the resettlement and relocation plan in accordance with the requirements of overall relocation. The second is to speed up the renovation of dilapidated rural buildings. Increase vocational education and training for the new generation of poor households to achieve the goal of blocking the intergenerational transmission of poverty. The second is innovative training methods.
