Regulations of Tianjin Municipality on Promoting the Development of Intelligent Manufacturing

Chapter I General Provisions Article 1 In order to promote the development of intelligent manufacturing, implement the strategy of establishing a market for manufacturing industry, enhance the core competitiveness of the national advanced manufacturing R&D base, and promote high-quality development, these Regulations are formulated in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to activities related to promoting the development of intelligent manufacturing within the administrative area of this Municipality.

The term "intelligent manufacturing" as mentioned in these Regulations refers to an advanced mode of production based on the deep integration of the new generation of information technology and advanced manufacturing technology, which runs through all aspects of manufacturing activities such as design, production, management and service, and has the characteristics of self-perception, self-decision-making, self-implementation, self-adaptation and self-learning to improve the quality, efficiency and core competitiveness of manufacturing. Article 3 To promote the development of intelligent manufacturing in this Municipality, we should adhere to the principles of innovation-driven, market-led, integrated development, safe and controllable, and systematic promotion, strive to enhance the innovation, supply, support and application level of intelligent manufacturing, and further promote the digital transformation, networked collaboration and intelligent transformation of manufacturing industry. Article 4 The municipal and district people's governments shall strengthen their leadership in promoting the development of intelligent manufacturing, incorporate the development of intelligent manufacturing into the national economic and social development plan, formulate policies and measures to promote the development of intelligent manufacturing and organize their implementation, incorporate relevant funds to promote the development of intelligent manufacturing into the fiscal budget at the corresponding level, and make overall plans to solve major problems in the development of intelligent manufacturing. Article 5 The municipal competent department of industry and information technology, the district competent department of industry and information technology or the department determined by the district people's government shall be responsible for promoting and coordinating the development of intelligent manufacturing within their respective administrative areas.

Development and reform, science and technology, network information, finance, education, human resources and social security, market supervision and other departments shall, according to their respective responsibilities, do a good job in promoting the development of intelligent manufacturing. Article 6 The municipal competent department of industry and information technology shall organize the preparation of the development plan of intelligent manufacturing in this Municipality, and define the overall objectives, main tasks, work priorities and safeguard measures for the development of intelligent manufacturing, which shall be implemented after being approved by the Municipal People's Government.

The District People's Government may organize the preparation of the development plan of intelligent manufacturing in its own administrative region, and link it with the development plan of intelligent manufacturing in this Municipality. Article 7 This Municipality shall make overall plans to integrate superior resources, promote the coordinated development of intelligent manufacturing systems, industries and regions, establish and improve the working mechanism of multi-party linkage and coordinated development, accelerate the innovation breakthrough in the field of intelligent manufacturing, and serve the major national strategy of the "Belt and Road" construction and the coordinated development of Beijing, Tianjin and Hebei. Article 8 The municipal and district people's governments and relevant departments shall strengthen publicity, education and knowledge popularization on the development and application of intelligent manufacturing, promote the spread of industrial culture, and create a good atmosphere for the whole society to promote the development of intelligent manufacturing.

The news media should carry out public welfare propaganda to promote the development of intelligent manufacturing, and encourage social organizations, enterprises and institutions to carry out publicity and promotion activities of intelligent manufacturing. Chapter II Supply of Intelligent Manufacturing Article 9 This Municipality shall strengthen the supply of intelligent manufacturing, speed up the research and development of intelligent equipment, software and system solutions, enhance the adaptability of the supply system of intelligent manufacturing, and lead the optimization and upgrading of the industrial system. Article 10 The municipal and district people's governments and relevant departments shall take measures to build a scientific and technological innovation system of intelligent manufacturing, promote interdisciplinary and cross-disciplinary integration and innovation, strengthen key core technology research, accelerate the breakthrough of system integration technology, and enhance the innovation efficiency of intelligent manufacturing.

Encourage enterprises, institutions of higher learning, scientific research institutions, industry associations, industry alliances, etc. In the whole manufacturing process of design, production, management and service, research, conquer and apply basic technology, advanced technology and * * * technology related to intelligent manufacturing, and develop applicable technologies such as artificial intelligence, new generation mobile communication technology, big data and edge computing in the industrial field; Promote the supply chain for equipment, units, workshops, factories, industrial chains, etc. And accelerate the development of system integration technology. Article 11 The municipal and district people's governments and relevant departments shall take measures to support the construction of innovation carriers and industrialization promotion organizations in manufacturing industry, promote collaborative innovation and accelerate the transfer and transformation of innovation achievements in intelligent manufacturing around key areas such as key technologies, industrial machine tools, digital twins and industrial intelligence. Article 12 The municipal and district people's governments and relevant departments shall take measures to promote the deep integration of advanced technology, information technology and manufacturing equipment, encourage the development and demonstration application of the first set of equipment, promote joint innovation in Industry-University-Research, and break through the "stuck neck" basic parts and devices.

Encourage enterprises to speed up the R&D and upgrading of intelligent manufacturing equipment and develop new international advanced intelligent manufacturing equipment. Article 13 Enterprises are encouraged to develop and promote high-end industrial machine tools such as intelligent vertical (horizontal) five-axis machining centers, turning and milling compound machining centers and high-precision CNC grinders, and develop high-performance special CNC machine tools and related CNC systems for aerospace, automobile and other fields. Article 14 Encourage software enterprises, equipment manufacturers, universities, scientific research institutions and user enterprises to strengthen cooperation, jointly develop core software oriented to the whole product life cycle and manufacturing process, develop embedded industrial software and integrated development environment, and develop integrated industrial software platforms oriented to sub-sectors.

The municipal and district people's governments and relevant departments shall support industrial knowledge software and open source architecture, promote cloud deployment of industrial software, and support major projects and key enterprises to carry out demonstration of safe and controllable industrial software applications.
