Management of Leigongshan Nature Reserve

Leigongshan Nature Reserve is divided into three zones according to its functional division:

Core zone: The core zone is located in the middle of the reserve. First of all, it is a rare good place to study the stability, succession law and vegetation restoration of subtropical forest ecosystem in China and even in the world, and it is also the only natural Taiwania flousiana forest in central subtropical zone and the base for protection, scientific research and breeding. Secondly, it is a gene bank of rare and endangered biological species, with 19 species of plants and 26 species of animals under national protection, especially relict species, a tertiary paleotropical flora of Taiwania, which is famous for its rich reptile resources in China. Thirdly, it is an obvious watershed between the Yangtze River and the Pearl River, and it is also the main source of supply for Qingshui River and Duliujiang River originating from here. Geographically contiguous, without human interference, the original state is well preserved. Its range is from Queniao Village to Xinzhai, Gancha West, Xiongqianpo, Jiuyantang, Muzhang Aoding, Queniao Aoding, Leigong Mountain, Yedepo, Lengzhu Mountain, Baidang, Qiaoshui Xikou, Damaopo and Qilichong. It covers an area of 17,334. hectares, accounting for 36.6% of the total area of the reserve.

buffer zone: the buffer zone is the transition zone between the core zone and the experimental zone, which protects and buffers the core zone and expands and extends the growth and activity area of protected species. Its main characteristics are: the main protected objects are distributed more, the natural ecosystem is relatively complete, the primary ecosystem is the main one, and a small number of secondary ecosystems exist. Its scope is: from white shrimp to other places, Douzhai, Shihui River, Changhuiping, Wild Cow, Sanwan, Wujiao, Shuangxi, Liangfengdong and Xinzhai. The area is 954.7 hectares, accounting for 2.1% of the total area of the reserve.

experimental area: the experimental area is an area where human activities are relatively frequent, and the natural ecosystem is incomplete, and the secondary ecosystem has accounted for a large proportion. Its main function is to play a greater role in buffering the core area and connecting with the surrounding areas. The area is 2461.3 hectares, accounting for 43.3% of the total area of the reserve. Since the establishment of Leigongshan Nature Reserve, under the leadership of the higher party committee and government, under the guidance and care of the provincial and state forestry authorities, our bureau has established the guiding ideology of "protecting, researching and enriching the people" and adopted the management and protection measures of "blocking a door, opening a road and building a bridge", which has made great achievements in the construction and development of Leigongshan Nature Reserve. The main measures are as follows:

1. Pay attention to publicity and education to improve the consciousness of the community

The protection and management of forest resources in protected areas is a wide-ranging and difficult work, which needs the concern and support of the whole society. In view of the fact that the people in the protected area are backward in culture and weak in legal concept, on the one hand, they publicize the Forest Law, the Regulations on Nature Reserves and other relevant laws and regulations in a big way to help the people improve their legal awareness. On the other hand, the importance, necessity, current situation and existing problems of Leigongshan Nature Reserve were publicized in various forms, which won the understanding, care and support of governments at all levels and all walks of life for the work of the reserve. The people's government of Qiandongnan Prefecture attaches great importance to the construction and management of nature reserves. It not only actively raises funds to strengthen the infrastructure construction of nature reserves, but also promulgated the Regulations on the Management of Leigongshan Nature Reserve, which has played a positive role in promoting the construction and management of nature reserves.

2. Grasp resource management and effectively protect resources

(1) Make clear the key points. Combined with the actual situation of our protected areas, on the basis of comprehensive management and protection, our bureau has highlighted the protection and management of water conservation forest areas, core areas and rare and endangered animals and plants listed in the national protection, effectively promoting the protection of resources and the development of rare species.

(2) clear responsibilities. Our bureau adopts the method of "dicing and contracting, signing contracts, assigning responsibilities to people, accepting on schedule, and cashing rewards and punishments", signing responsibility forms at different levels, implementing the management and protection tasks of mountain plots to people, and cashing wages according to the contract indicators, which greatly enhances the sense of responsibility of management and protection and law enforcement personnel.

(3) Managing forests according to law. Since 1986, 814 forestry cases have been investigated, including 257 cases of social security in forest areas and 25 rulings, accounting for 97.2%; 42 forestry administrative cases; There were 155 criminal cases in forestry, and 138 cases were solved, accounting for 89%. Through the investigation and punishment of illegal cases, it not only cracked down on criminals, but also educated the masses, effectively curbing the illegal acts of illegal logging and deforestation. The incidence rate of forestry cases in the region has been significantly reduced.

(4) Strengthen the cultivation of rare tree species and afforestation. Our bureau has accumulated more than 3, mu of afforestation in the area, including 19, mu of social afforestation, 3,59 mu of Chinese fir timber forest base and nearly 1, mu of economic forest base; Closing hillsides for afforestation is 5, mu. Nearly 1 mu of Taiwania flousiana plantation base and more than 2 mu of Taiwania flousiana seed orchard have been built.

(5) Strengthen forest fire prevention and pest control. In recent years, our bureau has taken measures such as establishing and improving forest fire prevention organizations at all levels, strengthening forest fire prevention propaganda, and strengthening fire source management and fire use system, so that the fire in the area has been significantly reduced and no major fires have occurred. It has played a positive role in promoting the restoration and development of vegetation. In the prevention and control of pests and diseases, strengthen the quarantine team, and sign the target responsibility form layer by layer, and control the pests and diseases in time when they are found, so that no harm of pests and diseases to forest vegetation has been found in the area in recent years.
