Regulations of Dazhou Municipality on the Administration of City Appearance and Environmental Sanitation

Chapter I General Provisions Article 1 In order to strengthen the management of city appearance and environmental sanitation, create a clean, beautiful, civilized and livable environment, and build a happy and beautiful Dazhou, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of Dazhou. Article 2 These Regulations shall apply to the built-up areas of cities, towns (townships) within the administrative area of Dazhou City and the urbanization management areas delineated and published by the people's governments of cities and counties. Article 3 The management of city appearance and environmental sanitation shall follow the principles of unified leadership, graded responsibility, territorial management, public participation and social supervision. Article 4 The people's governments at the city and county levels shall strengthen the organization and leadership over the management of city appearance and environmental sanitation, incorporate the cause of city appearance and environmental sanitation into the national economic and social development plan, and include the required funds in the fiscal budget at the same level. Article 5 The competent department of city appearance and environmental sanitation of the people's governments of cities and counties shall be responsible for the management of city appearance and environmental sanitation within their respective administrative areas.

The departments of development and reform, economy and informatization, public security, civil affairs, finance, natural resources and planning, ecological environment, housing and urban and rural construction, transportation, water affairs, agriculture and rural areas, commerce, culture, sports and tourism, health, supervision and management of state-owned assets, market supervision and management, forestry, etc. of the people's governments of cities and counties shall, according to their respective functions and duties, do a good job in the management of city appearance and environmental sanitation.

Article 18 Newsstands, information kiosks, communication exchange boxes, distribution boxes, lamp posts, telephone poles, traffic signs, traffic barriers, road signs, traffic stop signs, garbage bins, fire hydrants and other facilities on urban roads shall be uniformly planned and arranged in an orderly manner, in line with the standards of urban appearance.

The setting unit shall be responsible for the daily maintenance of the facilities and keep the facilities clean, firm and safe. If the facilities are dirty, corroded or damaged, the setting unit shall promptly clean up, repair, dismantle or replace them.
