Regulations of Dazhou Municipality on the Administration of City Appearance and Environmental Sanitation

Chapter I General Provisions Article 1 In order to strengthen the management of city appearance and environmental sanitation, create a clean, beautiful, civilized and livable environment, and build a happy and beautiful Dazhou, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of Dazhou. Article 2 These Regulations shall apply to the built-up areas of cities, towns (townships) within the administrative area of Dazhou City and the urbanization management areas delineated and published by the people's governments of cities and counties. Article 3 The management of city appearance and environmental sanitation shall follow the principles of unified leadership, graded responsibility, territorial management, public participation and social supervision. Article 4 The people's governments at the city and county levels shall strengthen the organization and leadership over the management of city appearance and environmental sanitation, incorporate the cause of city appearance and environmental sanitation into the national economic and social development plan, and include the required funds in the fiscal budget at the same level. Article 5 The competent department of city appearance and environmental sanitation of the people's governments of cities and counties shall be responsible for the management of city appearance and environmental sanitation within their respective administrative areas.

The departments of development and reform, economy and informatization, public security, civil affairs, finance, natural resources and planning, ecological environment, housing and urban and rural construction, transportation, water affairs, agriculture and rural areas, commerce, culture, sports and tourism, health, supervision and management of state-owned assets, market supervision and management, forestry, etc. of the people's governments of cities and counties shall, according to their respective functions and duties, do a good job in the management of city appearance and environmental sanitation.

Street offices and town (township) people's governments are responsible for the specific work of city appearance and environmental sanitation management in their respective jurisdictions. Article 6 Where the competent department of city appearance and environmental sanitation needs the relevant departments and institutions to conduct appraisal, identification, inspection and testing or provide relevant materials and information when investigating and handling acts in violation of the provisions of these Regulations, the relevant departments and institutions shall provide assistance. Article 7 With the approval of the municipal and county people's governments, the competent department of city appearance and environmental sanitation may, according to the needs of the work, be equipped with assistant managers of city appearance and environmental sanitation management to engage in auxiliary work such as publicity and education, inspection, information collection and discouraging illegal activities. Article 8 The competent department of city appearance and environmental sanitation of the people's government at the city or county level shall, jointly with the relevant departments of natural resources and planning, housing and urban and rural construction, organize the preparation of special city appearance and environmental sanitation plans such as outdoor advertising and garbage disposal, and report them to the people's government at the same level for approval and promulgation. Article 9 The municipal and county people's governments shall promote the construction of smart cities, encourage the use of modern science and technology, and strengthen the management of city appearance and environmental sanitation such as garbage sorting, parking order and municipal facilities. The people's governments at the city and county levels shall determine the specific scope, responsible persons and responsibility requirements of the responsible areas. Eleventh organs, organizations, enterprises and institutions, schools, neighborhood (village) committees should strengthen the publicity and education of city appearance and environmental sanitation laws, regulations and related knowledge, improve citizens' awareness of environmental civilization and sanitation, and establish good social ethics.

Broadcasting, television, newspapers, internet and other news media and publicity columns (columns) in public places should strengthen the public welfare publicity of city appearance and environmental sanitation. Twelfth residents' (village) committees are encouraged to organize residents (village) to formulate and maintain the city appearance and environmental sanitation convention in this region, and mobilize residents (village) to participate in the city appearance and environmental sanitation management. Thirteenth all units and individuals have the obligation to maintain the city appearance and environmental sanitation, should respect the work of the city appearance and environmental sanitation staff, and shall not hinder or obstruct their normal work, and have the right to persuade, stop or report acts that damage or destroy the city appearance and environmental sanitation. Chapter II Urban Appearance Management Section I Appearance Management of Buildings (Structures) Article 14 The facade modeling and decoration of buildings (structures) and other facilities facing the street shall conform to the standards of urban appearance, be kept in good condition and in harmony with the surrounding environment. Article 15 The ancillary facilities such as air conditioners, exhaust fans, anti-theft nets, awnings and sunshade tents installed on the facade of buildings (structures) facing the street shall be standardized and kept safe and clean.

The ancillary facilities that are not standardized before the implementation of these regulations should be gradually transformed. Sixteenth it is forbidden to build awnings, awnings and other buildings on the top of buildings (structures) without authorization.

It is forbidden to build (structure) buildings along the street without authorization to overlap outdoor stairs. Section 2 Appearance Management of Urban Roads and Public Places Article 17 Urban roads and their ancillary facilities shall be kept clean and in good condition. If it is stained, missing or displaced, the owner or manager shall clean it up, repair it and replace it in time.

Except for emergency repairs, no unit or individual may dig urban roads without authorization. New construction, expansion and reconstruction of urban roads should be synchronized with the planning and construction of underground pipelines, road landscapes and public facilities, and announced to the public before the start of construction.

Within five years after the new, expanded and rebuilt urban roads are delivered for use, the overhauled urban roads shall not be excavated within three years after completion. If it is necessary to excavate due to special circumstances, a hearing shall be held and approved by the people's government at the city or county level.

When digging roads, we should prevent affecting the city appearance and polluting the environment. Warning signs and safety fence facilities should be set up at the excavation site. After the excavation is completed, the temporary facilities shall be dismantled and the site shall be cleaned in time. Article 18 Newsstands, information kiosks, communication exchange boxes, distribution boxes, lamp posts, telephone poles, traffic signs, traffic barriers, road signs, traffic stop signs, garbage bins, fire hydrants and other facilities on urban roads shall be uniformly planned and arranged in an orderly manner, in line with the standards of urban appearance.

The setting unit shall be responsible for the daily maintenance of the facilities and keep the facilities clean, firm and safe. If the facilities are dirty, corroded or damaged, the setting unit shall promptly clean up, repair, dismantle or replace them.
