Chapter III Breeding and Examination of Livestock and Poultry Breeds Article 10 The administrative department of animal husbandry in the State Council and the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall formulate plans for the breeding system of improved varieties according to the distribution of livestock and poultry breeds, natural conditions and economic conditions. State-owned livestock and poultry farms that are no longer funded by the state are approved by the administrative department for industry and commerce and have the qualification of enterprise legal persons.
