Article 2 Breeding livestock and poultry as mentioned in these Regulations refers to breeding livestock and poultry, including domestic pigs, cattle, sheep, horses, donkeys, camels, rabbits, dogs, chickens, ducks, geese, pigeons, quails and their eggs, semen, embryos and other genetic materials. Third units and individuals engaged in the protection and cultivation of livestock and poultry variety resources and the production and operation of livestock and poultry must abide by these regulations; Except for farmers who raise livestock and poultry for their own use. Article 4 The State encourages and supports the breeding, popularization and use of improved varieties of livestock and poultry and the cultivation of new varieties of livestock and poultry.

Those who have made remarkable achievements in the protection, cultivation, scientific research and production of livestock and poultry varieties shall be rewarded by the people's government or the administrative department of animal husbandry. The animal husbandry administrative department of the local people's government at or above the county level shall be in charge of the management of breeding livestock and poultry within their respective administrative areas. Chapter II Protection of Livestock and Poultry Variety Resources Article 6 The State protects livestock and poultry variety resources at different levels. The protection list and specific measures shall be formulated by the administrative department of animal husbandry in the State Council. Article 7 The administrative department of animal husbandry in the State Council and the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall establish species conservation areas (fields), gene banks and testing stations in a planned way, and implement special protection for endangered species of livestock and poultry with utilization value. Eighth people's governments at or above the county level shall give support to the investigation, identification, protection, cultivation and utilization of livestock and poultry variety resources. Article 9 The introduction or export of livestock and poultry from abroad shall be handled in accordance with relevant state regulations. Chapter III Breeding and Examination of Livestock and Poultry Breeds Article 10 The administrative department of animal husbandry in the State Council and the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall formulate plans for the breeding system of improved varieties according to the distribution of livestock and poultry breeds, natural conditions and economic conditions. Article 12 The examination and approval of livestock and poultry varieties across provinces, autonomous regions and municipalities directly under the Central Government and the identification and naming of new varieties must be reviewed by the National Animal Variety Examination Committee or the provincial animal variety examination Committee entrusted by it, and then reported to the administrative department of animal husbandry in the State Council for approval. The identification of local livestock and poultry breeds in provinces, autonomous regions and municipalities directly under the Central Government and the identification and naming of new breeds must be reviewed by the provincial livestock and poultry breed examination committee, approved by the animal husbandry administrative departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government, and reported to the animal husbandry administrative departments of the State Council for the record.

The livestock and poultry breeds that have passed the examination and approval shall be issued a variety certificate by the examination and approval unit, published and included in the national or local livestock and poultry breed records.

The national livestock and poultry variety examination and approval committee and the provincial livestock and poultry variety examination and approval committee are composed of relevant experts from animal husbandry administrative departments and scientific research, teaching and production units. Chapter IV Production and Operation of Breeding Livestock and Poultry Article 15 Units and individuals that produce and operate breeding livestock and poultry must apply to the animal husbandry administrative department of the people's government at or above the county level for the production and operation license of breeding livestock and poultry; The administrative department for industry and commerce shall handle the registration according to law with this certificate.

The production and operation of frozen semen, embryos or other genetic materials of livestock and poultry shall obtain the production and operation license for breeding livestock and poultry issued by the administrative department of animal husbandry of the State Council or the administrative department of animal husbandry of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government. Sixteenth production and operation of livestock and poultry units and individuals, meet the following conditions, can be issued a "license" for the production and operation of livestock and poultry:

Conforming to the layout requirements of the improved variety breeding system planning;

Article 17 State-owned livestock and poultry farms are institutions that undertake the tasks of cultivating and providing improved varieties, protecting variety resources, developing new varieties and popularizing new technologies, implement independent accounting and independent management, adhere to the principle of breeding excellent livestock and poultry, and actively carry out diversified operations.

State-owned livestock and poultry farms that are no longer funded by the state are approved by the administrative department for industry and commerce and have the qualification of enterprise legal persons. Eighteenth units and individuals engaged in poultry storage production and operation must be engaged in production and operation in accordance with the provisions of the varieties, strains, generations and service life; If the scope of production and business operation changes, the change procedures must be handled. Nineteenth units and individuals engaged in the production and operation of breeding livestock and poultry must abide by the technical regulations for breeding livestock and poultry, establish production and breeding files, and establish and implement epidemic prevention systems in accordance with the Regulations on Animal Epidemic Prevention and relevant veterinary hygiene regulations.
