Add an article as Article 7: "The city appearance and environmental sanitation work shall implement the responsibility area system. Refers to buildings (structures), facilities, places and areas within a certain range owned, used and managed by relevant units or individuals. "4. Article 15 is revised to Article 8: "Buildings (structures), The owner of facilities and places is the person responsible for city appearance and environmental sanitation. The person responsible is generally determined according to the following regulations:

(1) Roads, underground passages, public squares, public green spaces, public squares, etc. **Toilets and other urban public areas are the responsibility of professional units such as city appearance and environmental sanitation;

(2) Streets, alleys and residential areas are the responsibility of the sub-district office or the people's government of the organized town, and property management is implemented The property management unit shall be responsible;

(3) Shopping malls, supermarkets, bazaars, exhibition and sales venues, hotels, restaurants and other places shall be the responsibility of the business management unit;

( 4) Airports, stations, parking lots, bus stop facilities and their management scope are the responsibility of the management unit;

(5) Cross-city highways, bridges, urban road ancillary facilities and electricity, telecommunications, postal services, Public facilities such as water supply and gas supply are the responsibility of the management unit;

(6) The water areas and coastlines of the user units are the responsibility of the user units, and other public water areas and coastlines are the responsibility of the city appearance and environment The health professional unit is responsible;

(7) The construction site of the construction project is the responsibility of the construction unit and the construction unit;

(8) Parks, scenic spots and cultural, sports, entertainment and other public places* **Places are the responsibility of the management unit;

(9) Industrial parks and development zones are the responsibility of the management unit;

(10) Agencies, groups, troops and other enterprises and institutions The management area shall be the responsibility of the unit.

If the owner, manager, and user have an agreement on the responsibility for city appearance and environmental sanitation, the agreement on the city appearance and environmental sanitation responsibility area shall prevail. If the responsible person is unclear, the city appearance and environmental sanitation administrative department shall determine and notify in writing." 5. Article 16 is revised to Article 9: "Responsibility requirements of the city appearance and environmental sanitation responsible area:

(1) Keep the city clean and tidy, without any random stalls, random construction, random postings, random scribbling, random drawings, random hangings, random stacking, etc.;

(2) Keep the environment clean and tidy, without any nudity There is no garbage, feces, sewage, stains, dirt, or breeding grounds for mosquitoes and flies;

(3) Keep the facilities, equipment and green spaces in the responsible area clean and tidy.

If the responsible person cannot perform the above responsibilities in a timely manner, he shall entrust another person or a professional city appearance and environmental sanitation unit to perform it on his behalf." 6. Add an article as Article 10: "The specific scope and responsibility requirements of the city appearance and environmental sanitation responsibility area shall be managed by the city appearance and environmental sanitation administration. The department shall notify the responsible person in writing.

The person responsible for the city appearance and environmental sanitation responsibility area shall do a good job in the city appearance and environmental sanitation work within the responsibility area, and shall promptly stop and report any behavior that damages the city appearance and environmental sanitation within the responsibility area.

The city appearance and environmental sanitation administrative department shall conduct daily inspections of the city appearance and environmental sanitation responsibility areas, handle complaints and reports in a timely manner, and provide feedback on the handling. 7. Paragraph 1 of Article 7 and Article 8 is revised to Article 11: “The Municipal People’s Government shall formulate the city’s urban appearance regulations in accordance with relevant national regulations.

The appearance of urban buildings (structures), public facilities, green spaces, urban road systems, urban lighting, outdoor advertisements, signboards, etc. shall comply with the city's urban appearance regulations. 8. Paragraphs 2 and 3 of Article 8 are revised to Article 12: "Buildings (structures) and facilities facing the street shall be cleaned and decorated regularly and kept clean, beautiful and intact."

Objects that may hinder the view of the city are not allowed to be stacked or hung on the balconies and windows of buildings facing the streets on the main and secondary arterial streets of the city.

Scaffolds, sunshade (rain) cloths, canopies, etc. set up on both sides of the city's main and secondary arterial roads should be beautiful, clean, and strong. If they are damaged, they should be replaced or repaired in time.

9. Paragraph 1 of Article 9 is revised to Paragraph 1 of Article 13: “Posting boards, advertising boards (signs), publicity boards (pictures), galleries, placards, signs, street signs, showcases, neon lights, etc., shall It should be cleaned, oiled and replaced regularly. If it is damaged or has outdated contents, it should be repaired or dismantled in time. 10. Article 12 is revised to Article 16: "Vehicles of all types driving on urban roads must be kept clean and tidy."

Vehicle shipping equipment for transporting fluids, bulk goods, garbage, and feces should be in good condition and properly loaded. They should be sealed, wrapped, and covered during transportation, and should not be leaked or blown along the way. 11. Article 13 is revised to Article 17: "No unit or individual may pile materials, build buildings (structures) or other facilities on both sides of streets and public places." If it is true that due to construction needs, materials are temporarily piled on both sides of the street or in public places, non-permanent buildings (structures) or other facilities must be obtained from the municipal or county (city) people's government's city appearance and environmental sanitation administration. After the department agrees, it will go through the approval procedures in accordance with relevant regulations.

Motor vehicles should be parked in designated locations, and non-motor vehicles should be parked in an orderly manner on open spaces. ”
