chapter I general provisions article 1 in order to prevent fires, reduce fire hazards, strengthen emergency rescue work, protect personal and property safety, and safeguard public safety, these regulations are formulated in accordance with the fire protection law of the people's Republic of China, the fire protection regulations of Jiangsu province and other laws and regulations, combined with the actual situation of this municipality. Article 2 These Regulations shall apply to fire prevention, fire fighting and related emergency rescue work within the administrative area of this Municipality. Article 3 People's governments at all levels shall be responsible for the fire control work within their respective administrative areas and perform the following fire control safety duties:

(1) Incorporate fire control work into the national economic and social development plan of the region;

(2) Establish a fire safety committee to coordinate and solve major fire safety problems in this area;

(3) establish and implement the responsibility system and accountability system for fire control work;

(4) Incorporate the funds for fire fighting into the fiscal budget at the corresponding level to ensure that the fire fighting is compatible with the level of economic and social development;

(5) organizing the formulation of emergency rescue plans for disasters and accidents, establishing a comprehensive emergency rescue team, and allocating emergency rescue equipment and equipment;

(6) Organize regular publicity and education on fire safety;

(7) Other duties as stipulated by laws and regulations.

the sub-district office shall perform the fire control safety duties specified in items 2, 3, 6 and 7 of the preceding paragraph.

The police station is responsible for daily fire supervision and management, fire safety publicity and education and other fire safety work in accordance with the provisions of the state, province and city.

the relevant departments of the municipal, county (city) and district people's governments shall, according to their respective responsibilities, do a good job in fire control according to law. Fifth newspapers, radio, television, portals and other media should set up fire safety education columns, publish and broadcast fire public service advertisements, and carry out fire safety publicity and education.

Preschool education institutions, primary and secondary schools, colleges and universities should incorporate fire safety knowledge into the teaching content, and carry out fire emergency evacuation drills at least once every semester.

crowded places should use audio, video and other equipment in the place to publicize fire safety knowledge. Audio and video equipment in theaters, song (dance) halls, hotels, restaurants, Internet cafes and other places should play fire safety warnings when starting.

the public traffic operation unit shall publicize fire prevention measures, the use of emergency facilities, escape and refuge methods and other fire safety knowledge to passengers by setting eye-catching signs or playing audio and video. Chapter II Fire Prevention Article 6 Fire control institutions of public security organs in cities, counties (cities), tongshan district and jiawang district shall work out fire control plans jointly with the competent departments of urban and rural planning, and organize their implementation after being submitted to the people's government at the same level for examination and approval. Fire planning should include fire safety layout, fire station, fire water supply, fire communication, fire truck access, fire equipment and so on.

no unit or individual may occupy the land for the construction of public fire control facilities or change its use. if it is really necessary to occupy or change its use, it shall obtain the consent of the fire control institution of the public security organ, and the relevant departments and the fire control institution of the public security organ shall determine the land separately according to the fire control needs. Seventh fire stations, fire water supply, fire communication, fire truck passages and other public fire facilities should be designed, constructed and put into use simultaneously with urban and rural infrastructure.

if natural water sources are used as fire water sources, fire truck passages and water intake facilities shall be built, and eye-catching signs shall be set up.

the departments and units responsible for the maintenance and management of public * * * fire control facilities should strengthen the maintenance and ensure the normal use of public * * * fire control facilities.

water supply enterprises should ensure public fire water supply.

the town people's government and the county (city) and district people's governments are responsible for the construction and maintenance of rural public fire-fighting facilities. Article 8 The fire department of the municipal public security organ shall, jointly with the departments of construction and cultural relics, formulate special fire safety management regulations for the development and transformation of historical and cultural cities, towns, villages and historical blocks and the repair and use of ancient buildings, which shall be implemented after being approved by the Municipal People's Government. Article 9 For public buildings with a building height of more than 1 meters and a standard floor area of more than 1, square meters, a rooftop helipad or facilities for helicopter rescue shall be set up in accordance with relevant laws and regulations and technical standards for fire control in engineering construction.

(2) If normally open fire doors are installed on the fire doors of evacuation passages, stairwells and front rooms, it shall be ensured that they can be automatically closed in case of fire; If the normally closed fire door cannot be kept normally closed, the normally open fire door should be used instead;

(3) Set up a reminder or schematic diagram in an eye-catching position to remind the fire danger, escape route, safety exit, location of fire extinguishing equipment and its use method.

in accordance with the technical standards for fire control in engineering construction, shopping malls, markets, outpatient buildings, ward buildings, theaters, song (dance) halls, internet cafes, bars and other crowded places with automatic fire alarm systems, as well as factories and warehouses, if natural smoke exhaust is used, automatic smoke exhaust windows should be set up.
