Chapter 1 General Provisions Article 1 In order to strengthen the management of city appearance and environmental sanitation, create a clean and beautiful working, learning and living environment for urban residents, protect human health and promote economic development, in accordance with the provisions of laws and regulations Relevant regulations are formulated based on the actual situation of this city. Article 2 These regulations shall apply to the city appearance and environmental sanitation management of the areas under the jurisdiction of the sub-district offices in the urban areas of this city and the location of the town people’s government. Article 3: City appearance and environmental sanitation work shall adhere to the principle of combining regional management with system management, focusing on regional management, combining professional team management with mass management, and combining voluntary services with paid services. Article 4 The construction of city appearance and environmental sanitation undertakings shall be included in the detailed urban planning and urban construction and development plans, and shall be consistent with the national economic and social development. Article 5 The municipal and district people's governments shall exercise unified leadership over the management of city appearance and environmental sanitation within their respective jurisdictions within the determined scope.

The municipal construction administrative departments of the municipal and district people's governments are the departments in charge of city appearance and environmental sanitation management within their respective jurisdictions. Its main responsibilities are:

(1) Implement relevant laws, regulations, rules and policies.

(2) Prepare and organize the implementation of professional plans for city appearance and environmental sanitation.

(3) Prepare and organize the implementation of annual plans for city appearance and environmental sanitation work.

(4) Inspect, supervise, and guide city appearance and environmental sanitation work.

(5) Organize and implement city appearance and environmental sanitation competitions.

The urban management departments of sub-district offices and town people’s governments are the management departments of city appearance and environmental sanitation work in their respective jurisdictions.

The supervision and management agencies of municipal and district municipal construction administrative departments have the right to supervise and inspect the city appearance and environmental sanitation work in their respective jurisdictions in accordance with the law.

Urban planning, environmental protection, health, industry and commerce, public security, water conservancy, landscape, transportation and other relevant departments should combine their respective responsibilities and cooperate with the competent departments for city appearance and environmental sanitation management to jointly improve the city appearance and environment. Health management work. Article 6: All units and individuals have the right to enjoy a good sanitary environment and the obligation to maintain city appearance and environmental sanitation.

All agencies, groups, troops, schools, enterprises and institutions should actively publicize laws, regulations and scientific knowledge on city appearance and environmental sanitation, and cultivate people's good habits of loving cleanliness and respecting hygiene. Article 7: Units and individuals that have made outstanding achievements in city appearance and environmental sanitation shall be commended by the municipal and district people's governments. Chapter 2 City Appearance Management Article 8 Municipal, public, communication, power supply, gardening, sanitation and other facilities and their special signs must be kept intact and clean, and relevant departments must maintain them regularly. Article 9 All units and individuals carrying out construction and repair work must bring the general construction plan to the municipal construction administrative department to verify the construction site area, determine the access roads for construction vehicles, sign a responsibility letter for the storage and removal of infrastructure residual soil, and comply with relevant regulations. Only after paying the clearance deposit and obtaining the approval letter for construction land occupation can you enter the construction site.

Construction units must adhere to civilized operations. Construction sites and other occupied sites must be fenced according to prescribed standards, and equipment and materials must not be piled randomly. Before acceptance of the project or after the land occupation is completed, the residual soil, waste materials, etc. on the site must be cleaned up.

The demolition site must be blocked in accordance with regulations. The demolition materials and residual soil must be removed and transported to the designated location in a timely manner. Roads must not be occupied or stacked on the spot.

The construction unit and construction unit must dismantle legally determined buildings, structures, work sheds and other facilities before the completion of the project.

When carrying out dredging and sand mining operations in the Songhua River section in the urban area, the section from Wende Bridge to Hadawan Bridge must be mined and transported as needed; materials in other sections of the river should be stacked neatly and promptly after the operation is completed. The site should be leveled and should not obstruct the view. Article 10: Without approval, no unit or individual may occupy streets (including sidewalks and green belts) for production, processing, business operations, or stacking of various raw materials, finished products, semi-finished products, and other materials.

No unsightly sheds, barriers, door buckets, chimneys, etc. shall be built on both sides of the street.

If you set up booths or stalls on streets, you must obtain the consent of the municipal construction administrative department and go through the approval procedures in accordance with relevant regulations. The opening of various types of open-air markets must be approved by the Municipal People's Government.

Approved kiosks, stalls, service vehicles and vehicle storage areas must be beautiful in appearance, neatly arranged and kept clean. Article 11: The exterior walls of buildings must be kept intact, clean and beautiful. If the walls are damaged or have peeling paint, they should be repaired and painted according to the time limit and standards required by the municipal construction administrative department.

Removal and modification of doors and windows, external decoration, and installation of cables and antennas in buildings facing the street and in residential areas must be approved by the municipal construction administrative department and relevant departments, and must comply with the requirements of urban planning and city appearance.

It is strictly prohibited to install external balconies and other ancillary buildings (structures) on buildings. The balconies of buildings facing the street and in residential areas must not be modified without authorization. If modification is really necessary, it must be approved by the municipal construction administrative department after obtaining the consent of the property owner.

No hanging debris is allowed in buildings facing the street and unenclosed balconies, and the stacked items must not exceed the height of the solid retaining wall.

The courtyard walls on both sides of the street must be repaired in time and kept neat and beautiful. Newly built or renovated buildings must have transparent or semi-transparent walls. Article 12 Street traffic signs, guard booths, guardrails, stop signs, waiting corridors, telephone booths, mailboxes, garbage bins, peel bins and other facilities must be regularly maintained, flushed, and oiled to keep them intact, clean, and beautiful.

To set up outdoor advertising boards, publicity boards, galleries, signs, billboards, placards, newspaper reading boards, bulletin boards and other facilities, registration and approval procedures must be completed with the municipal construction administrative department. Signs are uniformly produced and set up by the municipal construction administrative department. The facility shape and signboards should be novel, beautiful and generous, with healthy content and coordinated with the surrounding environment.

Hanging various slogans and banners must be neatly written and hung firmly. Festival slogans and banners must be removed within 10 days after the festival. Temporary publicity activities that require hanging various slogans and banners must be reported to the municipal construction administrative department for approval by the organizer, and must be carried out in accordance with the approved style, specifications, height, Hang it at the location and time, and remove it at the specified time.

Plaques for commercial and service industries must be submitted for approval in accordance with regulations. Main streets must be approved by the municipal construction administrative department, and other streets must be approved by the district municipal construction administrative department. Plaques and flags in commercial and service industries must be neat, beautiful, generous, and coordinated with the building. Plaques must be accurate in wording, complete and clear in handwriting, and comply with language and writing standards. Anything that is unsightly must be modified and replaced in time.

It is strictly prohibited to post or write slogans, advertisements, notices, posters, etc. on buildings and structures.
