1. In order to strengthen the management of outdoor promotional materials in urban areas, beautify the appearance of the city, and create a good urban environment, in accordance with the "Chongqing Municipal Appearance Management Regulations" and the "Chongqing Municipal Outdoor Advertising Management Regulations" and other regulations, we have formulated this notice. 2. It is prohibited to post promotional materials indiscriminately. Publicity materials shall be posted in the approved posting column or designated location.

Subdistrict offices and town people's governments should set up public posting boards based on actual conditions for posting sporadic posters.

Anyone who posts promotional materials indiscriminately in public places (including tourist attractions and scenic spots, the same below), street trees, buildings (structures), etc. shall be ordered to remove them within a time limit and fined not less than 200 yuan and 2,000 yuan. A fine of less than RMB 10,000. 3. It is prohibited to display promotional materials indiscriminately. Due to special circumstances, if it is really necessary to hang various banners, banners and other promotional materials, it must be reviewed and approved by the municipal (urban management) administrative department and then reported to the industrial and commercial administrative department for approval. It is prohibited to hang cross-street promotional materials on the main roads in urban areas.

Anyone who hangs promotional materials indiscriminately will be ordered to dismantle them within a time limit. If the materials are not dismantled within the time limit, they may be forcibly dismantled in accordance with the law and a fine of not less than 500 yuan but not more than 5,000 yuan will be imposed. 4. It is prohibited to display promotional materials beyond the time limit. The period of displaying promotional materials shall not exceed 30 days (except for promotional materials in sports venues, exhibition venues, trade venues, etc.). Those who hang up should hang up according to the approved period, and mark the starting and ending dates on the promotional materials, and they should dismantle them when the period expires.

If the demolition is not carried out within the time limit, it will be forcibly demolished in accordance with the law and a fine of not less than 50 yuan but not more than 200 yuan will be imposed. 5. It is prohibited to carve or write graffiti in public places.

Anyone who directly writes text or draws patterns on walls, slope protection, street trees, bridge pillars, doors, windows, poles and other buildings (structures) in public places shall be ordered to remove and restore them within a time limit. If the original condition is maintained, a fine of not less than 200 yuan but not more than 2,000 yuan will be imposed. 6. It is prohibited to display signs or signs indiscriminately. Due to special circumstances, if it is necessary to display signs and signs on street doors, windows, floors, and public facilities, they should be set up in accordance with urban appearance standards.

If it is necessary to set up outdoor promotional materials due to special circumstances, the municipal (urban management) administrative department and the industrial and commercial administrative department shall examine and approve it in accordance with the installation plan. Anyone who approves the installation of outdoor promotional materials without authorization will have his approval documents invalid, and the municipal and district people's governments will be held administratively responsible in accordance with the law. 8. It is prohibited to randomly distribute promotional materials (leaflets) on urban main roads (including roadways and sidewalks).

Anyone who distributes promotional materials (leaflets) indiscriminately will be punished by the industry and commerce, public security, health and other departments in accordance with their respective responsibilities. 9. For those who publish their telecommunications numbers (referring to telephone numbers and pager numbers, the same below) in the behavior of random posting, scribbling, and random drawings, they may be notified to accept processing at the designated time and place. If the case is not accepted within the time limit, the municipal administrative department may notify the telecommunications business operating enterprise in writing to suspend the use of the party's telecommunications number. During the period of suspension of the use of telecommunications numbers, if the illegal perpetrator accepts punishment, the relevant telecommunications business operating enterprises shall resume the use of their telecommunications numbers according to the notice of the municipal administrative department. The fees required for suspending and reactivating the use of telecommunications numbers shall be borne by the illegal perpetrators.

Telecom business operating enterprises shall, within 24 hours after receiving a written notice from the municipal administrative department, suspend the use of telecommunications numbers of the perpetrators who have been randomly posted, scribbled, or indiscriminately depicted. 10. The district people's government shall be responsible for the cleanup, rectification and management of randomly posted (hanging) promotional materials.

Industry and commerce, health, public security, land and housing management, gardening and other departments shall strengthen the management of the posting (hanging) of promotional materials in accordance with their respective responsibilities and the overall arrangements of the district people's government. 11. Penalties for violating this notice shall be implemented by the municipal and district municipal (urban management) administrative departments or their affiliated municipal management supervision detachments and other supervision teams entrusted with law enforcement according to law.

12. Anyone who obstructs municipal (urban management) law enforcement personnel from performing official duties and violates public security management regulations shall be punished by the public security organs in accordance with the law; those suspected of committing crimes shall be transferred to the judicial organs for handling in accordance with the law. 13. This notice applies to Yuzhong District, Jiangbei District, Shapingba District, Nan'an District, Jiulongpo District, Dadukou District, Beibei District, Banan District, Yubei District, and other districts and counties (autonomous counties and cities) shall follow suit. 14. This notice shall come into effect from the date of issuance.
