5. Application conditions and materials:
( 1) Application for assembly, procession, and demonstration 1. Submit a written application; 2. If you organize an assembly, procession, or demonstration in your own name, submit written certification materials for the person in charge recommended by all participants in the assembly, procession, or demonstration (all participants must (Signed by the person in charge of the assembly, procession or demonstration); if you organize or participate in an assembly, procession or demonstration in the name of a state agency, social group, enterprise or institution, you must submit a certification document signed and stamped with the official seal by the person in charge of the state agency, social group, enterprise or institution. ; 3. The resident ID card or other valid certificate of the person in charge (returned to the person after inspection); 4. Copies of the resident ID card or other valid certificate of all persons participating in rallies, parades, and demonstrations (including the person in charge); 5. Maintain the Work plan for the order of assemblies, processions and demonstrations.

6. Approval procedures:
(1) Application for assemblies, processions and demonstrations
1. Assemblies, processions and demonstrations need to be held within the scope of this city If required, an application must be made to the competent authority in accordance with the law. 2. When applying for an assembly, procession, or demonstration, the person in charge must be identified, and the person in charge must submit a written application to the competent authority five days before the date of the event. If the application is not submitted by the person in charge, the competent authority will not accept it. The submitted application for assembly, procession, and demonstration shall state the following: (1) The purpose and method of the assembly, procession, and demonstration, slogans, slogans, number of people, number of vehicles, and types and quantities of audio equipment used; (2) Assembly , the starting and ending time, location (including the gathering place and the disbanding place), and the route of the procession and demonstration; (3) The name, occupation, address, and contact number of the person in charge of the assembly, procession, and demonstration. 3. When submitting a written application, the person in charge of an assembly, procession, or demonstration shall submit the following materials at the same time: (1) If an assembly, procession, or demonstration is organized in an individual’s name, all persons participating in the assembly, procession, or demonstration must submit a recommendation for the person in charge. Written certification materials (must be signed by all participants in the assembly, procession, or demonstration); if the organization or participation in an assembly, procession, or demonstration is organized in the name of a state agency, social group, or enterprise or institution, it must be submitted to the person in charge of the state agency, social group, or enterprise or institution. Documents signed and stamped with official seal; (2) Resident ID card or other valid ID of the person in charge (returned to the person after inspection); (3) Resident ID card or ID card of all persons participating in rallies, parades, and demonstrations (including the person in charge) Copies of other valid documents; (4) Work plan for maintaining the order of the assembly, procession, and demonstration.
(2) Acceptance and approval of applications for assemblies, processions, and demonstrations
1. After receiving a written application from the person in charge of an assembly, procession, or demonstration, the business department of the competent authority shall The person in charge is required to truthfully fill out the "Application Registration Form for Assemblies, Processions and Demonstrations" and issue a "Certificate for Collection of Administrative Licensing Application Materials for Assemblies, Processions and Demonstrations" to the person in charge who submitted the application on the spot. After receiving the application materials, the business department of the competent authority shall conduct a preliminary review of the application materials.
If the application materials are incomplete or do not comply with the legal form after preliminary review, a "Notice of Supplementation and Correction of Application Materials for Administrative Licensing for Assemblies, Processions and Demonstrations" shall be prepared on the spot or within five days from the date of receipt of the application materials and served to the applicant. The applicant shall follow the " "Notice of Supplement and Correction of Application Materials for Administrative Licensing for Assemblies, Processions and Demonstrations" requires that all supplementary and corrected application materials be submitted before formal acceptance, and a "Notice of Acceptance of Application for Administrative Licensing for Assemblies, Processions and Demonstrations" will be issued in the name of the competent authority; if the application materials are complete after preliminary review, If it complies with the legal form and does not need to supplement or correct the application materials, or if the applicant needs to supplement or correct the application materials but fails to notify the applicant within the time limit, the application will be officially accepted from the date of receipt of the application materials. The "Certificate for Collection of Administrative Licensing Application Materials for Assemblies, Processions and Demonstrations" is As a formal acceptance certificate, the "Notice of Acceptance of Administrative License Application for Assemblies, Processions and Demonstrations" will no longer be issued. 2. When applying to hold an assembly, procession, or demonstration to resolve specific issues, the competent authority shall notify the relevant unit to negotiate with the person in charge of the assembly, procession, or demonstration to resolve the issue, and may postpone the application for five days. At the same time, a "Notice to Solve Specific Issues through Negotiation" shall be sent to the person in charge of the assembly, procession, and demonstration and the relevant unit respectively within two days from the date of formal acceptance of the application. If necessary, it may be sent to the superior authority of the relevant unit at the same time. Relevant units and the person in charge of applying for an assembly, procession, or demonstration shall conduct consultations within two days from the day after receiving the "Notice to Solve Specific Issues through Negotiation" from the public security organ. If an agreement is reached, the agreement shall be signed by the responsible persons of both parties and submitted to the public security organs for archiving in a timely manner by the relevant units; if no agreement is reached or no consultation is conducted within two days from the day after receiving the "Notice to Solve Specific Issues through Negotiation", the applicant shall If you insist on holding an assembly, procession or demonstration, the relevant unit shall promptly notify the public security organs, who will make a timely decision on permission or disapproval in accordance with the prescribed procedures. 3. After formally accepting an application for an assembly, procession, or demonstration, the business department of the competent authority shall promptly review and provide handling opinions, fill out the "Approval Form for Assemblies, Processions, and Demonstrations" and submit it to the leadership of the competent authority for approval. The competent authority shall make a decision on whether to grant permission or not within the statutory time limit. 4. After the competent authority makes a decision to permit or disallow an assembly, procession or demonstration, it shall issue a "Notice of Permitting Assembly, Procession and Demonstration" or a "Notice of Disallowing Assemblies, Processions and Demonstrations" in the name of the competent authority (the notice shall specify the permission the specific content or reasons for disallowance), and shall be sent to the person in charge two days before the application for holding an assembly, procession or demonstration. 5. After the branch officially accepts the application for assembly, procession, and demonstration, the business department shall report the relevant information to the business department of the municipal bureau for record while reporting to its superior leader for approval.
