The No.7 Order of the Department of Veterans Affairs promulgated the newly revised Measures for the Administration of Special Care Hospitals (hereinafter referred to as the Measures). I. Why should the Measures be revised? The intensive care hospital is a special nursing institution, which provides medical care and support services for disabled veterans and veterans suffering from serious chronic diseases during their service. It is a medical institution with special tasks. The main purpose of revising the "Measures" is to further strengthen the management of special needs hospitals and solve the problems of single management department and insufficient development vitality of special needs hospitals. 2. Why did the Department of Veterans Affairs, the National Health and Wellness Commission and the National Medical Insurance Bureau jointly revise the Measures? The original "Measures" were promulgated by the Ministry of Civil Affairs, and this revision was changed to be jointly promulgated by the Ministry of Veterans Affairs, the National Health and Wellness Commission and the National Medical Insurance Bureau. This is conducive to clarifying the responsibilities of relevant departments, strengthening communication and coordination among departments, and strengthening guidance or creating conditions for special needs hospitals in terms of institutional planning, industry supervision and guidance, personnel training and further study, and inclusion in the designated scope of medical insurance. Third, how will special needs hospitals improve their management level? The "Measures" stipulate that special needs hospitals should strengthen party building and implement the president responsibility system under the leadership of the party Committee; Unify the name of the hospital and name the national special needs hospital as "Invalides Special Needs Hospital"; Establish and improve the medical record management system, set up a medical record management department or equip full-time and part-time personnel to be responsible for medical records and medical record management; Establish modern management concepts and promote modernization, standardization and information construction; Strengthen the construction of key colleges and give full play to their professional and technical advantages; Establish complete rules and regulations on medical management, infection control, drug use and medical accident prevention to improve the management level of hospitals. 4. What are the new measures in personnel compensation system in intensive care hospitals? The "Measures" clarify that intensive care hospitals implement post responsibility system, set up professional and technical posts, management posts and work skills posts, and clarify relevant responsibilities; Improve the talent training and introduction mechanism, actively train and introduce academic leaders, and give priority to the employment of retired military personnel who have been engaged in medical work under the same conditions; Implement the salary system stipulated by the state, reasonably determine the salary level of medical staff, and improve the internal distribution and incentive mechanism. 5. Who will the intensive care hospital serve? According to the task assigned by the competent department, the special care hospital treats the following special care recipients: (1) Disabled veterans with Grade I to IV who need medical treatment all the year round or are single and inconvenient to support alone; (2) Disabled veterans who suffered from serious chronic diseases during their service and veterans who returned home sick; (3) Retired soldiers who suffer from mental illness and need hospitalization during their service; (4) Special nursing objects for short-term recuperation; (5) Other personnel arranged by the competent department. Special care hospitals should provide priority or preferential services to other special care recipients and provide quality medical services to the society on the basis of completing the treatment tasks assigned by the competent authorities. 6. What changes have been made to the application process? Belonging to the scope of admission of entitled groups, admission can be made by himself (mental patients by their interested parties), or by the village (community) service station for retired soldiers, and after being audited by the competent department of retired soldiers of the people's government at the county level, the entitled groups hospital will arrange admission according to the tasks and plans issued by the competent department. The entitled groups are basically cured or in stable condition in the hospital and meet the discharge conditions. The special care hospital shall go through the discharge formalities. ?
