Why did the Department of Veterans Affairs, the National Health and Wellness Commission and the National Medical Insurance Bureau jointly revise the Measures? The original "Measures" were promulgated by the Ministry of Civil Affairs, and this revision was changed to be jointly promulgated by the Ministry of Veterans Affairs, the National Health and Wellness Commission and the National Medical Insurance Bureau. What changes have been made to the application process?
