What are the shortcomings of village affairs publicity?

Author: Feng Yanchun, Legal Affairs Committee of Wudi County People's Congress Standing Committee, published Source: Original Organic Law of Villagers' Committee of this site, whose central content is four democracies, namely, democratic decision-making, democratic election, democratic management and democratic supervision. In the four major democratic countries, the main form of democratic supervision is the openness of village affairs. Only when major village affairs, especially financial affairs, are completely and thoroughly disclosed to the villagers, and things are clearly explained to the villagers, so that the villagers have the right to know, can the people's desire to be masters of their own affairs be truly realized and the other three democracies be guaranteed. Judging from the present situation of villagers' autonomy, the openness of village affairs is not satisfactory in some places, and it is still a mere formality, which is manifested in the following aspects: (1) The openness of village affairs lacks relevant systems. Engaged in any work and doing everything well must be guaranteed by a series of rules and regulations, and village affairs are no exception. When investigating villagers' autonomy, the author found that there are few specific systems for making village affairs public. The existence of this situation leads to the randomness and disorder of the work of the village Committee. Village affairs are open when they are willing to be open, not when they are unwilling to be open, and what they are willing to be open is open. Without the restraint and guarantee of the system, it is impossible to truly realize the openness and transparency of village affairs. (B) the contents of village affairs are not targeted. The content of village affairs publicity should be some important issues that are closely related to the people's production and life and that the people must understand. Such as land contract and its income, rural tax and fee reform, fertility index arrangement, financial revenue and expenditure, etc. However, many villages either don't want to let villagers know more, or don't take village affairs publicity seriously at all, and the content of publicity is often evasive and irrelevant. In this way, the masses lack the opportunity to understand and participate in the work in the village, their enthusiasm and initiative will inevitably be affected, and the implementation of policies and the development of work will inevitably increase the difficulty. In addition, because the villagers are not clear about the situation in the village, it is easy to have unnecessary misunderstandings. Due to the black-box operation and the villagers' doubts about the life and economy of village cadres, many letters and visits cases have occurred. (C) the village committee's awareness of village affairs is poor. Making village affairs public is a long-term and regular work, not phased and once and for all. Village affairs should be announced to the villagers regularly, and the content should be updated frequently. Some villages publish it once a year or even once or twice a semester. The public column is either a whiteboard or a slogan or a commodity advertisement, which is not serious. The masses have great opinions on this. (D) The Township People's Government has not given enough guidance to the work of making village affairs public. Although township people's governments and village committees are not leaders and led, according to the law, village committees should work under the guidance of township governments, which have the responsibility and obligation to guide the work of village committees. The township government should give guidance and help in the contents, procedures and forms of village affairs disclosure. However, some towns and villages have failed to do this, and there is no requirement for the openness of village affairs, no task arrangement, no supervision and inspection, no assessment, no accountability, and laissez-faire. In the future, we should prescribe the right medicine for the main problems existing in the openness of village affairs, treat diseases and solve problems from the source. It is necessary to establish relevant rules and regulations on village affairs publicity, mobilize the masses to actively participate, study and establish working mechanisms, evaluation mechanisms and coordination mechanisms for village affairs publicity, standardize contents, expand channels, improve systems, enhance publicity effectiveness, and make village affairs publicity a weapon to safeguard the legitimate rights and interests of the masses.
