Chapter I General Provisions Article 1 In order to effectively prevent and put out forest fires, ensure the safety of people's lives and property, and protect forest resources, these measures are formulated in accordance with the Regulations of the State Council on Forest Fire Prevention and the Measures for the Implementation of Forest Fire Prevention in Liaoning Province, combined with the actual situation of our city. Article 2 These Measures shall apply to the prevention and fighting of forest fires within the administrative area of this Municipality (excluding urban areas). Article 3 The people's governments of cities and counties (cities) (including Binhai New Area Administrative Committee and Songshan New Area Administrative Committee, the same below) shall set up a forest fire prevention headquarters, which shall be responsible for organizing, coordinating and guiding the forest fire prevention work within their respective administrative areas. Article 8 Township (town) people's governments and sub-district offices in forest areas shall organize forestry operators to sign mutual assistance agreements on forest fire prevention. Article 9 Village (neighborhood) committees in forest areas shall cooperate with township (town) people's governments and sub-district offices to carry out forest fire prevention propaganda and formulate village rules and regulations. Chapter II Prevention of Forest Fires Article 10 The competent forestry authorities shall prepare an emergency plan for forest fires, report it to the people's government at the same level for approval, and report it to the competent forestry authorities at the next higher level and the competent emergency departments at the same level for the record.

Township (town) people's governments and sub-district offices with forest fire prevention tasks shall formulate forest fire emergency measures, and village (neighborhood) committees shall assist in forest fire emergency work.

Article 15 During the forest fire prevention period, no unit or individual is allowed to smoke, light a fire for heating, have a picnic, set off lights, set off fireworks, burn paper on the grave, burn incense, burn wasteland, burn straw, stubble, burn underground nets, burn peels and other outdoor fires in forest fire prevention areas and high fire danger areas. Sixteenth in the period of high forest fire risk, the people's governments of cities and counties (cities) shall, according to the actual situation, take the following measures for high forest fire risk areas:

(a) It is forbidden to use any naked flame on site;

(4) For the forest high fire danger areas within the tourist attractions, the scenic spot management unit shall be ordered to take measures such as adjusting, restricting the opening of tourist areas, controlling the number of tourists or suspending the opening according to the actual situation. Chapter III Fighting Forest Fires Article 17 When a forest fire breaks out, the forest fire prevention headquarters shall start the forest fire emergency plan at the corresponding level, mobilize emergency personnel, materials and equipment in time, and uniformly command the fire fighting and emergency rescue work. Eighteenth forest fires, city, county (city) District Forest Fire Prevention Headquarters shall immediately organize the implementation of on-site fighting in accordance with the following provisions:

(a) the general forest fire, the county (city) District Forest Fire Prevention Command unified organization and command;

(two) a large forest fire or forest fire across the county (city) administrative region, unified organization and command by the municipal forest fire prevention headquarters;

(three) forest fires across the administrative regions of the city shall be organized and commanded by the municipal forest fire prevention headquarters in coordination with the provincial forest fire prevention headquarters;

(four) the occurrence of major, especially major forest fires, the municipal forest fire prevention headquarters with the provincial forest fire prevention headquarters or the national forest fire prevention headquarters unified organization and command.

The superior forest fire prevention headquarters has the right to designate the subordinate forest fire prevention headquarters to be responsible for unified command and fighting. The forest fire prevention headquarters can conduct unified dispatch of forest fire fighting teams and materials within their respective administrative areas.
