(2) hospitals, schools, kindergartens and rest places for the elderly;

(7) No-fire areas such as refueling stations (gas stations), liquefied gas supply stations (points) and oil depots, or other places where inflammable and explosive articles are produced and stored, and the areas within 1 meters around them;

(8) Other places designated by the Municipal People's Government where fireworks and firecrackers are prohibited. Article 5 Fireworks and firecrackers may be set off on the 23rd day of the twelfth lunar month, New Year's Eve, the first day of the first month, the second day of the first month, the third day of the first month and the fifteenth day of the first month. Fireworks and firecrackers are prohibited at other times.

(2) Those who make fireworks and firecrackers in violation of regulations shall be ordered by the safety production supervision and management department to stop illegal production, and the tools, equipment, raw materials, fireworks and firecrackers used for illegal production and illegal income shall be confiscated, and the unit shall be fined between 5, yuan and 1, yuan; Impose a fine of not less than 2, yuan but not more than 5, yuan on individuals;

(3) Whoever wholesales or retails fireworks and firecrackers in violation of regulations shall be ordered by the safety production supervision and management department or the administrative department for industry and commerce to stop the illegal act, confiscate the fireworks and firecrackers and illegal income, and impose a fine of not less than 2, yuan but not more than 1, yuan on the wholesale, and a fine of not less than 1, yuan but not more than 5, yuan on the retail;

(4) whoever transports fireworks and firecrackers by road without permission shall be ordered by the public security department to stop illegal transportation activities, confiscate the transported fireworks and firecrackers and illegal income, and impose a fine of not less than 1, yuan but not more than 5, yuan;

(5) Those who take fireworks and firecrackers on public transport, or send fireworks and firecrackers by mail, or carry fireworks and firecrackers in checked luggage, parcels and mails, shall be confiscated by the public security department and fined between 2 yuan and 1, yuan.

The confiscated illegal fireworks and firecrackers as well as the discarded waste fireworks and firecrackers shall be destroyed by the public security department.
