What is the goal of the pollutant discharge permit system?

We will comprehensively promote pollutant discharge permits, with the goal of improving environmental quality and preventing environmental risks, and include pollutant discharge types, concentrations, total amounts, and discharge destinations. Incorporated into the scope of license management, enterprises will produce and discharge pollutants according to the provisions of the sewage permit.

Establish a pollutant discharge permit system for enterprises covering all fixed pollution sources. To improve the responsibility system for pollution control, the environmental protection department will supervise and enforce the pollution discharge behavior of enterprises in accordance with the requirements of the pollution discharge permit. By the end of 20 17, the issuance of enterprise licenses in key industries and industries with overcapacity will be completed, and the national information platform for pollution discharge license management will be built. By 2020, the whole country will basically complete the issuance of enterprise licenses in the industries specified in the Catalogue of Pollution Discharge Permit Management.

Scope of implementation

The pollutant discharge permit system is the basic system of environmental management covering all fixed pollution sources, and the pollutant discharge permit is the only administrative license for pollutant discharge by pollutant discharge units during production and operation.

The following pollutant discharge units shall implement the management of pollutant discharge permits:

(1) Enterprises and institutions that discharge industrial waste gas or toxic and harmful air pollutants as announced by the state according to law;

Production and business units with coal-fired heat sources as central heating facilities;

(3) Enterprises, institutions and other producers and operators that directly or indirectly discharge industrial wastewater and medical sewage into water bodies;

Operating units of urban sewage centralized treatment facilities;

Set up large-scale livestock and poultry farms in sewage outlets;

Other pollutant discharge units that implement pollutant discharge permit management according to law.
