Article 2 These Regulations shall apply to the planning, construction, protection and management of the Taizi River Scenic Area. Article 3 The Taizi River Scenic Area referred to in these Regulations refers to the natural and cultural landscapes formed on the water surface of the urban section of Taizi River in Benxi City and on both sides of the river, with the approval of the Municipal People's Government, for sightseeing, leisure and entertainment, or scientific and cultural activities. , areas for educational activities.

The specific scope of the Taizi River Scenic Area shall be determined by the Municipal People's Government and announced to the public. Article 4 The municipal water affairs administrative department is responsible for the administrative management and supervision of the planning and construction, development, utilization and protection of the Taizi River Scenic Area.

The municipal development and reform, finance, housing and construction, ecological environment, natural resources, forestry and grassland, agriculture and rural areas, transportation, culture, tourism, public security and other departments shall, in accordance with their respective responsibilities, do a good job in protecting the Taizi River Scenic Area. Article 5 The Municipal People's Government shall establish a Taizi River Scenic Area Management Agency in public institutions, which shall be responsible for the daily management of the Taizi River Scenic Area such as planning implementation, facility construction, development and utilization, environmental cleaning, repair and maintenance.

The following administrative supervision responsibilities can be entrusted by the administrative department to the Taizi River Scenic Area Management Agency:

(1) Development and construction projects in the scenic area and activities that may have an adverse impact on the river Carry out supervision and inspection;

(2) Schedule and manage various water retention projects in the scenic area in accordance with the plan determined by the competent department;

Article 6: The management of Taizi River Scenic Spot shall implement comprehensive planning and unified management, focusing on the organic unity of social benefits, environmental benefits and economic benefits. Article 7 The construction and development of Taizi River Scenic Area shall be included in the municipal national economic and social development plan, and the required funds shall be included in the municipal financial budget.

Encourage natural persons, legal persons and other organizations to participate in or invest in the construction of scenic spots, and scientifically develop and utilize the space resources of the scenic waters and coastlines.

If social investors use the water surface (ice surface) and beaches within the management scope of the scenic spot to engage in business activities, they must comply with the government franchise transfer procedures, pay the transfer price of the operation right, and sign a transfer agreement with the scenic spot management agency. contract. The management right transfer method shall be determined by the municipal water administrative department in conjunction with the municipal finance and other departments based on specific circumstances. Article 8 The Municipal People's Government shall commend and reward units and individuals that have made outstanding achievements in the construction, protection and management of the Taizi River Scenic Area. Chapter 2 Planning and Construction Article 9 The construction and protection of the Taizi River Scenic Area shall be included in the municipal overall urban planning.

The municipal water administrative department shall organize the preparation of a special plan for the Taizi River Scenic Area in conjunction with relevant departments based on the city's overall plan and flood control plan, and submit it to the Municipal People's Government for approval before implementation. Article 10 It is prohibited to engage in development and construction activities in the Taizi River Scenic Area in violation of the planning. If it is necessary to adjust the planning, development and construction due to public interests, the approval procedures shall be handled in accordance with legal procedures.

The construction of landscape facilities in the scenic area shall be carried out in accordance with the special planning of the Taizi River Scenic Area. The project construction plan shall be solicited in writing for the opinions of the municipal water administrative department. After the project is completed and accepted, it shall be delivered for maintenance and management in accordance with the investment and construction agreement. Article 11 The Taizi River Scenic Area Management Agency shall determine functional zoning in accordance with the special planning of the scenic area. The leisure and entertainment facilities and public service facilities set up should be compatible with the landscape, style and overall functions of the scenic spot. Chapter 3 Protection and Management Article 12 The Taizi River Scenic Area shall set up scenic area boundary geographical indications according to the special planning of the scenic area. Signs indicating various facilities and brief descriptions of various landscapes should be installed in the scenic area. Article 13: Establish and improve the water storage and drainage coordination mechanism to ensure normal water flow and maintain the water surface landscape of the scenic spot.

The municipal water administrative department may regulate the water storage and drainage of dams and power stations in the scenic area in accordance with relevant regulations.

The scenic area management agency must be notified in advance of water storage and drainage by dams and power stations in the scenic area to ensure the safety of people and property and maintain ecological water flow.

Article 14 Scenic area management agencies shall maintain landscaping plants, replant dead and missing plants in a timely manner, and repair damaged greening facilities in a timely manner. Article 15 Roads, sanitation, transportation, underground pipelines and other public facilities in scenic areas shall be maintained and managed by the property owners or units entrusted by them.

The scenic area management agency shall assist in the daily maintenance and management of various public facilities. If damage is discovered, the property owner or the entrusted unit shall be promptly notified to repair it.

Facilities such as corridors, parking lots, rivers, lighting, fountains, guide signs, explanatory boards, bulletin boards, galleries, and sculptures in public places within the scenic area shall be maintained and managed by the scenic area management agency. Article 16: Except for necessary construction or maintenance vehicles, large motor vehicles are prohibited from traveling on the roads in the scenic area. Article 17 Using facilities or places in the scenic area to carry out the following activities must be approved by the scenic area management agency and go through relevant approval procedures:

(1) Hold publicity, consultation or commercial performance activities;

(3) Set up advertising (plaque) facilities;

Anyone who temporarily occupies scenic area facilities for the above-mentioned activities shall be restored to their original condition within the time limit specified by the scenic area management agency.

Scenic area management agencies should provide convenience when carrying out public welfare activities.
