According to the unified deployment requirements of superiors, the notice on recruiting non-commissioned officers directly from graduates of ordinary colleges and universities is as follows:

1. Target scope

Recruitment Target scope: graduates from ordinary colleges and universities, whose majors meet the needs of professional positions in the army, unmarried, male, no more than 24 years old (as of July 31 of the same year, the same below); political and physical conditions shall be implemented in accordance with the relevant regulations for recruiting conscripts . Recruited graduates from ordinary colleges and universities whose universities and majors they studied have conducted vocational skill appraisals shall obtain intermediate or above vocational qualification certificates issued by the state.

2. Implementation Measures

(1) Registration. Registration for fresh graduates is the responsibility of their respective schools. Young applicants can search for majors online, submit registration information online, and receive online review of academic qualifications and majors. (2) Physical examination and political review. The physical examination work is led by the municipal collection office and organized centrally by the health administrative department at the same level. The political review work is led by the district collection office and is responsible for the district public security department, with assistance from the school where the student originally attended.

(3) Professional approval. The city recruits and organizes personnel from relevant departments such as education, supervision, human resources and social security to jointly review the academic qualifications and professional status of those who have passed the physical examination and political examination on the basis of online review, and fill in the "Directly Selected from General College Graduates" Recruitment of Non-Commissioned Officers’ Academic Qualification and Professional Approval Form”.

(4) Signing the agreement. The municipal recruitment office will determine the recruitment targets, and a public announcement of no less than 5 days will be conducted in accordance with the procedures. After the public announcement, the district recruitment organization will sign the "Agreement on Recruitment of Non-commissioned Officers".

(5) Approval to enlist in the army. Pre-recruitment candidates who have been approved and qualified through the formula will go through the enlistment procedures by the district recruitment office and issue a "Notice of Enlistment".

(6) Handover and transportation. The handover of recruitment files and rosters will be centrally organized by the provincial recruitment office. The transportation work is carried out by a combination of the military service agency sending personnel and self-reporting.

3. Time arrangement

(1) Publicity launch (from early May to June 15). The district recruitment office will coordinate its efforts in conjunction with the "Recruitment Publicity Month" to mobilize forces in colleges and universities, especially colleges and universities with relatively concentrated recruitment majors. They should increase publicity efforts, expand coverage, and increase awareness rates. Ordinary colleges and universities are responsible for guiding eligible male fresh graduates to register online, and set up fixed registration stations to accept on-site registration. Before June 10, each institution will submit a statistical table of registration status and a roster of applicants for direct recruitment of non-commissioned officers.

(2) Determine the target (June 16 to July 15). Organize and carry out physical examination and political review, academic and professional review, recruitment and signing of agreements. The physical examination shall be completed before June 25th. The political review and academic and professional review shall be completed by July 5th. The recruitment, public announcement and recruitment agreement shall be completed before July 15th.

(3) Handover and shipment (July 16 to August 10). Do a good job in file handover and shipment. File handover must be completed before July 25th. From August 2 to 10, we will organize direct recruitment of non-commissioned officers to report to the army.
