Measures for the administration of urban street building facade in Jingmen City

Article 1 These Measures are formulated in accordance with the People's Republic of China (PRC) Urban and Rural Planning Law, the Regulations on the Administration of City Appearance and Environmental Sanitation, the Regulations on the Administration of Jingmen City and other laws and regulations in order to strengthen the management of the facade of urban street buildings, shape the characteristics of the city and enhance the city's taste. Article 2 These Measures shall apply to the supervision and management of the renovation, maintenance and utilization of the facade of street-facing buildings within the urbanization management area of this Municipality.

The term "facade of street buildings" as mentioned in these Measures refers to the facade of buildings, structures and ancillary facilities located on both sides of urban streets. Article 3 The Municipal People's Government shall establish a coordination mechanism for the facade management of street-facing buildings, study and solve major problems in the facade management of street-facing buildings, and urge all departments of the facade management of street-facing buildings to perform their duties of supervision and management according to law.

The people's government at the county level shall be responsible for the supervision and management of the renovation, maintenance and utilization of the facade of the street building within its jurisdiction. Article 4 The planning department shall be responsible for formulating the style planning of urban building facades and reviewing the design scheme of building facades facing the street.

The urban management department is responsible for the supervision and management of the landscape lighting of the facade of the street-facing building, and jointly with the planning, housing construction and other departments to prepare the special planning of the landscape lighting of the street-facing building, supervise the implementation after approval, and participate in the review of the design scheme of the facade of the street-facing building by the planning department.

Administrative examination and approval, housing construction, letter, market supervision, finance and other departments shall, in accordance with their respective functions and duties, do a good job in the management of the facade of street-facing buildings. Fifth street buildings, structures and ancillary facilities owner is responsible for the maintenance and management of street building facade. If the owners, users and managers have agreed on the responsibility for the maintenance and management of the facade of the street-facing building, such agreement shall prevail.

The person responsible for the maintenance and management of the facade of the street building shall keep the facade of the street building clean, beautiful and safe. Sixth street building facade renovation should be in line with the urban building facade style planning.

The renovation of the facade of a single building or structure facing the street should be coordinated with the surrounding buildings in style and color.

If the facades of main streets and key areas in the old city are transformed into blocks, the people's governments at or above the county level shall organize the preparation of planning and design schemes, and organize their implementation step by step after soliciting public opinions. Article 7 Where large-scale outdoor advertising facilities such as electronic display screens and electronic flip devices are set up on the facade of street-facing buildings, they shall meet the requirements of special planning for outdoor advertising and be set up after approval by the administrative examination and approval department.

Light boxes, signs, signs, windows and other facilities on the facade of street buildings shall meet the requirements of city appearance.

The transparent glass curtain wall, internal and external doors and windows, columns and steps of the facade of the street building shall be kept clean and tidy, and all kinds of words, patterns, slogans or labels that affect the requirements of urban appearance shall not be hung, written or posted. Eighth shop signs should be set up above the first floor and below the second floor of the building. The height of the shop sign is not more than 1.8m, the protruding depth is not more than 0.5m, and it is parallel to the facade of the building facing the street. It is forbidden to set up more than one shop. When setting up shop signs, enclosure construction shall be implemented, and the enclosure height shall not be less than 2 meters.

Above the second floor, if you need to set up a guide sign, you should set it centrally or independently on the wall of the entrance and exit of the street-facing building. Ninth attached to the street building facade set water supply, power supply, gas supply, fire protection, communications and other public pipelines, should be arranged neatly and orderly. Distribution box, telecommunications junction box and other facilities should be kept intact, clean and beautiful. Article 10 The installation of anti-theft nets on balconies and windows of buildings facing the street shall meet the requirements of city appearance and fire control, and the same building shall adopt similar materials, colors and styles, and be in harmony with the surrounding environment. Eleventh street building facade outdoor air conditioning should be set up in accordance with the planning and design requirements, and be firm, safe, clean, standardized, beautified and sheltered. When the outdoor air conditioner is installed on the street, the height from the bottom to the ground shall not be less than 2.5 meters, and the protruding depth shall not be more than 0.5 meters, and it shall not occupy the public pedestrian passage.

When building or rebuilding a street-facing building, the installation position of the outdoor unit of the air conditioner and the air-conditioning condensate discharge pipeline shall be reserved, and the air-conditioning condensate shall not be discharged to the external wall of the building or into the atmosphere. Twelfth building awnings should be uniform, neat and beautiful, the height of the bottom from the ground should not be less than 2.5 meters, and the protruding depth should not be greater than 1.2 meters, and it should not interfere with evacuation and rescue channels. The awning should be made of professional flame retardant materials that are compatible with the true colors of the wall. Thirteenth rolling gates on the first floor of a single street building should be kept in uniform color, clean and intact. If the rolling gates are corroded or damaged, they should be repaired in time.

Encourage qualified units and individuals to convert rolling gates into glass doors. Article 14 For new construction and reconstruction projects that are included in the special planning of landscape lighting for street buildings, the construction unit shall design, construct and put into use simultaneously with the main project in accordance with the requirements of the special planning.

The construction unit shall notify the urban management department to participate in the project acceptance. Fifteenth government investment in the construction of street building landscape lighting facilities construction and maintenance management funds should be included in the fiscal budget at the same level.
