Volunteer is a name without national boundaries, which refers to a person who provides services, contributes personal time and spirit to improve society without any material return.

Voluntary service generally refers to the act of providing non-profit, free and unprofessional help to neighbors, communities and society by using one's own time, skills, resources and kindness.

Volunteerism: UN Secretary-General Kofi Annan pointed out that the core of volunteerism is the ideal of service and unity and the belief of making the world a better place. In this sense, voluntary service is the ultimate embodiment of the spirit of the United Nations.

In western developed countries, it refers to people or groups who are not driven by private interests or forced by law, but are engaged in social welfare undertakings, provide services and contribute their time, talents and spirit to improve society based on certain morality, belief, conscience, compassion and sense of responsibility.

In Hong Kong, volunteers are called "volunteers". Volunteer action is called volunteer work. The Hong Kong Voluntary Service Development Council defines "volunteers" as people who provide services to improve society and contribute their time and spirit without any material reward. At the same time, voluntary work is defined as: "refers to any person who voluntarily contributes his time and spirit to improve society without any material reward."

At the end of 1993, the Central Committee of the * * * Youth League began to organize and implement the China Youth Volunteer Action, established the China Youth Volunteer Action Guidance Center, and formulated the Measures for the Administration of the Registration of Young Volunteers in China (for Trial Implementation). China Youth Volunteer Action is a cause in line with international standards and the direction of socialist market economy. Committed to helping members of society with special difficulties and promoting the establishment and improvement of the social security system; Committed to eliminating poverty and backwardness, less public hazards and environmental pollution, popularizing scientific and cultural knowledge, and promoting coordinated economic and social development and overall progress; Committed to establishing friendly interpersonal relationships and good social ethics, and promoting the construction of socialist spiritual civilization; Social welfare undertakings based on social concern, party and government concern and teenagers' ability are effective carriers to mobilize and organize teenagers to participate in the construction of socialist spiritual civilization.

The National Narcotics Control Commission attaches great importance to the work of anti-drug volunteers, and put forward the requirement of "training a group of anti-drug volunteers" at the 1999 national anti-drug work conference. Many local anti-drug departments actively explore and jointly organize anti-drug volunteer activities with the same level organizations. Some provinces (autonomous regions and municipalities) have also set up anti-drug volunteer corps, and a large number of anti-drug volunteers have actively participated in anti-drug publicity and education, helped drug addicts and created "drug-free communities", making special contributions to the anti-drug cause. China's anti-drug volunteer action is still in its infancy, which requires the care, love and support of all sectors of society, as well as the sustained efforts of anti-drug departments at all levels and the Communist Youth League organizations. Emphasis should be placed on the following aspects:

(1) Raise awareness and promote the development of anti-drug volunteers. Drug control urgently needs the active participation of a large number of drug control volunteers. Anti-drug departments at all levels should fully understand the great significance of developing the anti-drug volunteer team, conscientiously implement the relevant arrangements of the National Anti-drug Committee, combine the actual needs of anti-drug work, work with the Communist Youth League of China, use the basic rules and operating methods of youth volunteer action, actively and steadily develop the anti-drug volunteer team, and strive to take the lead in developing a group of anti-drug volunteers in key areas with serious drug problems and form a certain scale.

(2) Based on the community, organize anti-drug volunteers to directly participate in anti-drug work. Further emancipate our minds and actively broaden the scope of anti-drug volunteers' participation in anti-drug work. Except for the tasks undertaken by specialized agencies and professionals according to law, we should try our best to create conditions for more anti-drug volunteers to participate in anti-drug work. First, in view of the fact that the foundation of anti-drug work lies in the community, it is necessary to mobilize anti-drug volunteers to participate in the work of creating a "drug-free community", organize anti-drug volunteers to base themselves on the community, go deep into the grassroots, and cooperate with streets, towns, schools and units to do a good job in anti-drug publicity and education. Second, in view of the urgent need for specialized personnel in drug control work, medical workers, legal workers, psychological counselors, social science researchers and media professionals engaged in drug control work are arranged to participate in jobs suitable for their specialties. Third, in view of the difficulty in drug control work is to improve the social assistance and education mechanism, we should actively learn from the good experience of "young volunteers" in carrying out the "One Help One" activity, arrange anti-drug volunteers into assistance and education groups, enrich the assistance and education strength, and improve the assistance and education work for drug addicts.

(3) Strengthen training to improve the adaptability of volunteers to drug control. Anti-drug volunteers should be trained according to their work needs and their own conditions. Anti-drug volunteers must master the basic contents such as drug knowledge, China's anti-drug laws, regulations and policies, common sense of anti-drug and drug rehabilitation work, and working rules of anti-drug volunteers.

(4) Improve the system and strengthen the construction of anti-drug volunteer organizations. It is necessary to constantly improve the management system, working mechanism and code of conduct of the anti-drug volunteer team. Where the anti-drug volunteer team has been established, the anti-drug department should conscientiously sum up the previous work experience with the Communist Youth League Committee, earnestly strengthen the construction of internal rules and regulations, improve the management mechanism, form work norms and behavior norms, and continuously enhance the combat effectiveness and cohesion of the anti-drug volunteer team.
