Emphasis should be placed on the following aspects:

(1) Raise awareness and promote the development of anti-drug volunteers. Drug control urgently needs the active participation of a large number of drug control volunteers. Anti-drug departments at all levels should fully understand the great significance of developing the anti-drug volunteer team, conscientiously implement the relevant arrangements of the National Anti-drug Committee, combine the actual needs of anti-drug work, work with the Communist Youth League of China, use the basic rules and operating methods of youth volunteer action, actively and steadily develop the anti-drug volunteer team, and strive to take the lead in developing a group of anti-drug volunteers in key areas with serious drug problems and form a certain scale.

(2) Based on the community, organize anti-drug volunteers to directly participate in anti-drug work. Further emancipate our minds and actively broaden the scope of anti-drug volunteers' participation in anti-drug work. Except for the tasks undertaken by specialized agencies and professionals according to law, we should try our best to create conditions for more anti-drug volunteers to participate in anti-drug work. First, in view of the fact that the foundation of anti-drug work lies in the community, it is necessary to mobilize anti-drug volunteers to participate in the work of creating a "drug-free community", organize anti-drug volunteers to base themselves on the community, go deep into the grassroots, and cooperate with streets, towns, schools and units to do a good job in anti-drug publicity and education. Second, in view of the urgent need for specialized personnel in drug control work, medical workers, legal workers, psychological counselors, social science researchers and media professionals engaged in drug control work are arranged to participate in jobs suitable for their specialties. Third, in view of the difficulty in drug control work is to improve the social assistance and education mechanism, we should actively learn from the good experience of "young volunteers" in carrying out the "One Help One" activity, arrange anti-drug volunteers into assistance and education groups, enrich the assistance and education strength, and improve the assistance and education work for drug addicts.

(3) Strengthen training to improve the adaptability of volunteers to drug control. Anti-drug volunteers should be trained according to their work needs and their own conditions. Anti-drug volunteers must master the basic contents such as drug knowledge, China's anti-drug laws, regulations and policies, common sense of anti-drug and drug rehabilitation work, and working rules of anti-drug volunteers.

(4) Improve the system and strengthen the construction of anti-drug volunteer organizations. It is necessary to constantly improve the management system, working mechanism and code of conduct of the anti-drug volunteer team. Where the anti-drug volunteer team has been established, the anti-drug department should conscientiously sum up the previous work experience with the Communist Youth League Committee, earnestly strengthen the construction of internal rules and regulations, improve the management mechanism, form work norms and behavior norms, and continuously enhance the combat effectiveness and cohesion of the anti-drug volunteer team.
