Chapter 1 General Provisions Article 1 In order to strengthen the construction of civil air defense and protect the safety of people's lives and property, in accordance with the "Civil Air Defense Law of the People's Republic of China" and the "Jiangsu Province Implementation of the "People's Liberation Army of China" *The Measures of the Civil Air Defense Law of the People's Republic of China and other laws, regulations and relevant provisions are formulated in light of the actual situation of this city. Article 2 Units and individuals within the administrative region of this city shall abide by these regulations. Article 3 Civil air defense implements the policy of long-term preparation, key construction, and integration of peacetime and wartime, follows the principles of coordination with economic and social development and integration with urban construction, and performs the functions of wartime air defense, peacetime services, and emergency support.

Municipal, city (county), and district people's governments should incorporate civil air defense construction into national economic and social development plans. Article 4 The Municipal People's Government and the Wuxi Military Division shall lead the city's civil air defense work.

City (county), district people's governments and military agencies at the same level lead the civil air defense work in their respective administrative regions. Article 5 The competent civil air defense departments of municipal, city (county), and district people's governments (hereinafter referred to as the civil air defense departments) shall, under the leadership of the people's governments and military agencies at the same level, manage the civil air defense work in their respective administrative regions.

Departments of development and reform, education, public security, finance, natural resource planning, ecological environment, housing and urban-rural construction, municipal gardens, transportation, health, emergency management, administrative approval and other departments should do a good job in accordance with their respective responsibilities. Civil air defense related work.

The town people’s government and sub-district offices shall designate specific agencies or personnel to carry out civil air defense work in accordance with relevant regulations. Article 6 The Municipal People's Government shall, in conjunction with the Wuxi Military Division, establish the municipal civil air defense, development and reform, education, public security, finance, natural resources planning, ecological environment, housing and urban and rural development, municipal gardens, transportation, health, emergency management, and administrative approval The joint meeting system with the participation of other departments coordinates and handles major issues in civil air defense work. The daily work of the joint meeting is undertaken by the municipal civil air defense department. Article 7 The municipal civil air defense department shall formulate assessment standards and conduct assessment and evaluation of municipal (county) and district civil air defense management work by means of supervisory inspections, special inspections, social evaluations, etc. Article 8: Encourage the use of advanced technology, advanced equipment, advanced processes and new materials to promote high-quality development of civil air defense construction. Article 9 Units and individuals that have made outstanding achievements in civil air defense work shall be commended and rewarded by the municipal, city (county), and district people's governments and military agencies. Chapter 2 Civil Air Defense Key Points Article 10 Cities, key civil air defense towns and key protection targets determined in accordance with the law are the key points of civil air defense in the administrative region of this city.

Key protection targets refer to urban party and government organs, radio and television systems, transportation and communication hubs, important industrial and mining enterprises, scientific research bases, bridges, rivers and lakes dams, reservoirs, warehouses, power stations and water supply and power supply. , gas supply engineering facilities, and other targets such as sources of secondary disasters caused by air strikes. Among them, important industrial and mining enterprises, scientific research bases, transportation and communication hubs, bridges, reservoirs, warehouses, power stations, etc. are important economic targets. Article 11 The municipal, city (county), and district people's governments shall, in conjunction with the military agencies at the same level, formulate anti-air attack plans and implementation plans at the same level in accordance with relevant regulations, and revise them in a timely manner based on the national economic and social development conditions. The anti-air attack plan and implementation plan shall be submitted to superiors for approval in accordance with regulations, and drills shall be organized.

Anti-air attack plans include basic anti-air attack plans, action plans and support plans. The civil air defense department is responsible for formulating the basic anti-air attack plan; the action plan and support plan are compiled by relevant departments. Article 12 Key protection target units shall establish a protection organizational mechanism, formulate protection plans, build protection facilities, implement protection measures, and organize protection drills. Among them, important economic target units should also implement territorial and hierarchical management in accordance with relevant national and provincial regulations, establish a protection work leading group, and form a professional protection team.

The civil air defense department shall guide, supervise and inspect the protection work of key protection targets. Article 13 The civil air defense department shall, in accordance with regulations, supervise and inspect the construction of civil air defense in urban and economic targets. The unit being inspected shall truthfully provide information and necessary information. Chapter 3 Construction of Civil Air Defense Projects Article 14 The municipal and city (county) people's governments shall formulate plans for the construction of civil air defense projects. The civil air defense project construction plan shall comply with the overall land space plan and be connected with special plans such as underground space development and utilization plan, medical and health plan.

The civil air defense project construction plan shall be reviewed by the superior civil air defense department and submitted to the people's government at the same level for approval before implementation.

Article 15 For new civil buildings in the planning areas of cities and key civil air defense towns determined by law, air defense basements of level 6 or above shall be built in accordance with the prescribed proportions of the total building area (excluding the area of ??air defense basements that should be built). Article 16 If a new civil building that is required to build an air defense basement falls under any of the following circumstances, with the approval of the administrative examination and approval department, the civil air defense project construction unit (hereinafter referred to as the construction unit) shall pay the relocation construction fee of the air defense basement in accordance with national regulations, and the civil air defense department shall Relocation of construction and management:

(1) The development and utilization of underground space is prohibited and restricted in the location;

(2) Due to underground rivers, flowing sand, shallow burial depth of bedrock, etc. It is not suitable to build an air defense basement due to geological, topographic or architectural structural conditions;

(3) Due to the dense density of buildings or underground pipeline facilities around the construction site, the civil air defense project cannot be constructed or it is difficult to take measures to ensure construction safety;< /p>

(4) The civil air defense project area that should be built in accordance with the prescribed standards is less than 1,000 square meters;

(5) Meet the detailed planning requirements or other national and provincial civil air defense planning control indicators.
