Measures for the implementation of forest fire prevention in Hunan Province

chapter I general provisions article 1 these implementation measures are formulated in accordance with the regulations of the State Council on forest fire prevention and combined with the actual situation of our province. Article 2 The Regulations on Forest Fire Prevention and these Measures shall apply to the prevention and fighting of all forest, tree and woodland fires (hereinafter referred to as forest fires) in this province. The fire protection work of urban gardens shall be governed by the Fire Protection Regulations of the People's Republic of China. Article 3 The principle of "prevention first, active elimination" shall be implemented in forest fire prevention. Article 4 The responsibility system for forest fire prevention shall be implemented by governors, commissioners (mayors and governors), county heads (mayors and district heads) and township heads (mayors). Forestry departments at all levels have an important responsibility for forest fire prevention. Forest farms (cutting and breeding fields), nature reserves, scenic spots and enterprises and institutions in forest areas shall implement the leadership responsibility system under the leadership of the local people's government. Article 5 Any unit or individual must fulfill the obligation of forest fire prevention and do a good job in forest fire prevention in accordance with the Regulations on Forest Fire Prevention and the present Measures. Chapter II Forest Fire Prevention Organization Article 6 The people's governments of provinces, cities and prefectures (regions) (administrative offices) and the people's governments of counties (cities, districts) under their jurisdiction whose forestry land area is more than 1, hectares shall organize forestry, public security, planning, finance, transportation, materials, commerce, supply and marketing, posts and telecommunications, meteorology, health, civil affairs, agriculture and other relevant departments and local garrison to set up forest fire prevention headquarters.

the township (town) people's government may set up a forest fire prevention headquarters according to actual needs, and designate personnel to be responsible for daily work.

in counties (cities, districts) and townships (towns) where there is no forest fire prevention headquarters, the competent forestry department of the county (city, district) and the people's government of the township (town) shall perform the duties of the forest fire prevention headquarters respectively, and the personnel shall be determined to be responsible for the daily work. Article 7 Villagers' committees, troops, railways, farms, pastures, industrial and mining enterprises and other enterprises and institutions in forest farms (cutting and breeding grounds), nature reserves, scenic spots and forest areas shall establish corresponding forest fire prevention organizations, which shall be responsible for forest fire prevention within their own systems and units under the leadership of the local people's governments. Its main duties are:

(1) to publicize and educate forest fire prevention laws and regulations and forest fire prevention knowledge;

(2) Establish and improve the forest fire prevention responsibility system;

(3) maintaining and managing forest fire prevention facilities and equipment;

(4) manage the use of fire in the field and stop the illegal use of fire;

(5) organize the masses to put out forest fires;

(6) assist in investigating and handling forest fire cases. Eighth townships, villages, enterprises and institutions in forest areas should establish a mass firefighting team with young militia as the main body; Forest farms (cutting and breeding grounds), nature reserves and scenic spots must also establish professional firefighting teams and be equipped with firefighting equipment. The fire fighting team shall conduct fire fighting technical training. Article 9 Forest joint defense organizations shall be established in the forest areas between counties, townships and villages, forest farms (cutting and breeding grounds), nature reserves, scenic spots and townships and villages, the lead units shall be agreed, the joint defense areas shall be determined, the joint defense systems and measures shall be stipulated, and the joint defense work shall be done well. Article 1 Grassroots units such as forest farms (cutting and breeding grounds), nature reserves, scenic spots and forest areas, and villagers' committees with forests shall be equipped with part-time or full-time rangers, and the county (city, district) and township (town) people's governments shall issue rangers' certificates and signs.

The specific duties of forest rangers in forest fire prevention are: patrolling the forest, managing the use of fire in the field, stopping the illegal use of fire, eliminating fire hazards, reporting and fighting forest fires in time, and assisting relevant authorities in investigating forest fire cases. Chapter III Prevention of Forest Fires Article 11 The people's governments of counties (cities, districts) and townships (towns) shall, according to the distribution and situation of forests, organize villagers' committees in forest areas, forest farms (cutting and breeding grounds), nature reserves, scenic spots and other enterprises and institutions to delimit forest fire prevention responsibility areas, determine forest fire prevention responsibility units, establish forest fire prevention responsibility systems, formulate forest fire prevention conventions, and carry out activities to create units without forest fires. Twelfth people's governments at all levels shall formulate forest fire prevention plans and organize relevant units to build forest fire prevention facilities in forest areas in a planned way. The competent forestry authorities at all levels shall include the construction of forest fire prevention facilities and the acquisition of fire prevention equipment in the annual capital construction plan and annual budget arrangement of forestry production, and organize their implementation:

(1) setting up observation posts (posts) according to the forest distribution;

(2) In the forest, forest edge, villages, administrative border areas, industrial and mining enterprises, warehouses (oil depots), schools, military barracks, places of historical interest and revolutionary memorial sites, pedestrian rest stations (pavilions), etc., set up fire isolation belts with a width of more than 7 meters or build fire forest belts, and regularly remove weeds and shrubs in the fire isolation belts;

(3) Equipped with corresponding means of transportation, fire detection and fire extinguishing equipment and communication equipment;

(4) building fire prevention roads in key forest areas and keeping them open;

(5) For newly developed forest areas and afforestation in plots, fire-proof forest belts or other fire-proof facilities should be built at the same time, so that planning and construction can be carried out simultaneously, and the local forest fire prevention headquarters or the competent forestry department should be notified to send people to participate in the completion acceptance.

(6) set up forest fire prevention publicity signs on the main roads in forest fire-prone areas.
