The contents are as follows:

1. Guiding ideology

Guided by the important guiding spirit of leading comrades of the CPC Central Committee, such as Premier Li Keqiang, around "fully implementing the main responsibility of enterprise safety production", we will make great efforts to solve the outstanding problems existing in transportation safety production through the activities of "establishing safe transportation" and the special action of "cracking down on violations", further consolidate the grassroots foundation of safety production and build a solid defense line for safety production.

In view of the weak links and outstanding problems existing in the field of transportation, we should earnestly strengthen the supervision, inspection and guidance of production safety, effectively solve the key and difficult problems existing in production safety, sink the focus of safety supervision to the grass-roots level and the front line, move the barrier forward, and earnestly fulfill the responsibility of industry safety supervision.

Second, the road transport of dangerous goods: focusing on the qualification of dangerous goods carriers, the installation and use of emergency cut-off devices for liquid dangerous goods tankers, the access of dangerous goods transport vehicles to the networked joint control system of key operating vehicles, the route of high-temperature liquid transport vehicles, emergency rescue capacity building and other key links to carry out the investigation and management of hidden dangers in production safety, especially for road dangerous goods transport enterprises that are highly toxic, flammable, explosive, corrosive and highly polluting. And further improve the network joint control work, liquid dangerous goods tankers without emergency cut-off device and safety technical inspection certificate will not pass the annual inspection according to relevant laws and regulations, and their road transport certificates will be cancelled. Third, in terms of urban bus passenger transport, we will focus on key links such as vehicle technical performance guarantee such as passenger product inspection, vehicle safety inspection and maintenance, safety sign identification, vehicle fire extinguishers, safety hammers and other safety facilities and equipment equipped according to regulations, and carry out investigation and management of hidden dangers in production safety. Fourth, other road transport businesses: it is necessary to strengthen the investigation of potential safety hazards of motor vehicle maintenance operators, investigate and manage the qualifications, personnel, venues, facilities and equipment of operators, maintenance procedures, parts quality and maintenance quality, carry out in-depth special rectification of illegal modification, illegal assembly and illegal recycling of motor vehicles, and strengthen the investigation and management of motor vehicle driver training institutions, managers, coaches, venues, facilities and equipment; It is necessary to investigate and manage passenger and freight stations, logistics centers and other places.

(3) Strengthen the work of ensuring the safety and smoothness of highways. Conscientiously implement the "three simultaneities" management regulations for new and rebuilt highway construction projects. We will continue to carry out the investigation and management of potential safety hazards in highway infrastructure, focusing on improving the security facilities in long and steep slopes, sharp bends and steep slopes, water-facing ditches and cliffs, and accident-prone sections, and gradually improve and upgrade the security facilities in sections with relatively low construction standards. We will continue to do a good job in the "three projects" of highway security, reconstruction of dangerous bridges and renovation of dangerous sections. Conscientiously implement the "Regulations on Highway Safety Protection", increase highway maintenance, strengthen road inspections, improve the setting of signs and markings, strengthen travel information services, and enhance the ability to ensure traffic and smoothness.

(4) strengthen the safety management of engineering construction. Further implement the construction safety assessment system, strengthen the examination of safety production conditions before construction, carry out the special rectification activities of "lending qualification, subcontracting at different levels and illegal subcontracting" in construction, strengthen the on-site safety management of transportation projects under construction, and fully implement the "safe construction site" assessment and evaluation system. Strengthen the supervision and inspection of the project owner's "construction permit" approval (filing) documents, construction enterprise safety production licenses, "three types of personnel" assessment certificates and special operations personnel certificates.

(5) Strengthen the safety work of units directly under the local government. Focus on fire safety, public security and food safety, implement personnel responsibilities, do a good job in education for all staff, ensure the good performance of facilities and equipment, realize the combination of civil air defense and machine defense, professional management and group prevention and control, and effectively improve the level of safety work.

(6) promote the standardization of enterprise safety production. In accordance with the deployment and requirements of the provinces, cities and counties on the standardization construction of enterprise safety production, we will comprehensively promote the assessment of standards for transportation enterprises and complete the task of grading standards on time.

(7) solidly carry out the qualification inspection and the special action of "cracking down on illegal activities". Bureau units should be in accordance with the requirements of the county party committee, the county government and the Municipal Bureau, strictly in accordance with the provisions of the scope, content and time limit requirements and the principle of "who issues certificates, who is responsible", and solidly carry out special actions for safety production qualification inspection to ensure the timely completion of special governance tasks. Continue to maintain the high-pressure situation of "cracking down on illegal activities", pay attention to moving forward the customs, shifting the center of gravity, and strengthening law enforcement. Strengthen daily law enforcement, focus on law enforcement and follow-up law enforcement, strengthen the "four uniforms" measures of stopping production for rectification, closing down and banning, severely punishing and enforcing accountability, adhere to the principle of "combining punishment with prevention", and implement listing and tracking supervision of serious illegal acts to prevent the resurgence of illegal production, operation and construction.

IV. Work Requirements

(1) Actively organize mobilization and deployment. Carrying out the one-hundred-day attack is an important measure to promote the current transportation safety work in the county. The Transportation Bureau belongs to all units and enterprises, and departments should actively mobilize and deploy by taking advantage of the "Year of Work Style Construction". The Bureau has set up a leading group and an office for the 1-day attack, which is responsible for organizing and coordinating the development of the system-wide 1-day attack. Enterprises of all units under the Bureau should also set up leading groups and offices, take strong measures to strengthen organizational leadership, and resolutely fight this 1-day attack.

According to this plan, combined with the outstanding problems and weak links in the work of production safety in the industry and the unit, the enterprises of all units under the bureau should formulate specific implementation plans for tackling key problems in the past 1 days, clarify tasks, refine measures, implement responsibilities and put forward strict work requirements. All units and enterprises should report the implementation plan to the Security Department of the Bureau before June 1.

(3) Strengthen publicity and information submission. Actively through radio, television, newspapers, internet and other news media, timely report the progress, typical experience and effective practices in the 1-day attack, and increase the exposure of existing problems. All units should specify the person who is responsible for the information work of the 1-day attack, and submit the statistics of the investigation of hidden dangers in the 1-day attack on production safety to the Bureau of Safety every weekend. ;
