This system is formulated in accordance with the Provisional Regulations of the State on Highway Transportation Management and the Regulations of Guangdong Province on Traffic Safety Management in Highway Transportation Industry, and in combination with the actual transportation work of the Group Company. < br/> Article 2 The transportation safety management departments at all levels of the companies under the Group and all units and individuals engaged in highway transportation must strictly abide by this system. < br/> Chapter II Management Organization and Job Responsibilities <; br/> Article 3 The Safety Technology Department of the Group Company is the functional department responsible for organizing and managing the safety technology of motor vehicles and drivers of the Group, and its main responsibilities are: <; br/> 1. Publicize and implement the safety laws, regulations and rules promulgated by the government, organize various safety activities and technical training, and exchange and popularize advanced safety experience; < br/> 2, according to the requirements of the superior and the actual enterprise safety work plan and related management measures, and is responsible for organizing the implementation; < br/> 3. Organize all kinds of safety and vehicle management meetings, summarize and analyze the safety production situation in each stage, and formulate corresponding preventive measures for existing problems; < br/> 4. Arrange and check the safety study of all transportation units, and revise the company's safety management rules and regulations and safety assessment standards; < br/> 5. Be responsible for technical inspection and identification of motor vehicles, safety assessment, training and safety rewards and punishment of drivers, and participate in mediation and rehabilitation of major production and traffic accidents of enterprises. < br/> 6. Be responsible for the filing management of motor vehicles and drivers, as well as the organization and management of license renewal and annual inspection, and do a good job in the collection, statistics and work summary of relevant information. < br/> Article 4 All transport units shall be equipped with full-time security officers to take charge of the daily safety organization and management of the units, and their main responsibilities are: <; br/> 1. Publicize and implement the safety regulations, rules and regulations issued by the government and various safety management rules and regulations and measures of enterprises, organize safety study regularly, and pay special attention to the safety education and management of drivers; < br/> 2. Formulate the unit safety work plan and safety precautions, organize various safety activities and safety competitions, regularly summarize the work at each stage, and timely collect, count and sort out relevant information and submit it to the relevant departments and leaders of the enterprise; < br/> 3, handling unit traffic accidents, in conjunction with the relevant departments to do a good job of accident aftermath and closing, at the same time to do a good job of accident vehicle valuation, budget and claim; < br/> 4, responsible for the unit driver's file management and accident registration, mileage statistics, safety rewards and punishments and other safety business, do a good job in handling vehicle entry permit, operation permit, road maintenance fee, license tax; < br/> 5. Assist the vehicle controller in the technical inspection and daily management of vehicles; < br/> 6. Handle other safety production organization and management matters entrusted and assigned by the unit leaders. < br/> Article 5 A safety officer should have a decent ideological style, be conscientious and responsible in his work, know the driving skills of automobiles, master the basic principles of automobiles, have a certain level of analysis and on-site handling ability for traffic accidents, and have a certain ability of writing and language expression. < br/> Article 6 Transport units shall be equipped with full-time vehicle controllers to take charge of daily vehicle maintenance management, and their main responsibilities are: <; br/> 1. Implement the vehicle management rules and regulations issued by the government and formulated by the company, do a good job in the technical filing and use management of vehicles and machinery (including telex machines), and timely, completely and accurately record relevant information such as vehicle operation, warranty and accidents; < br/> 2. Educate and urge drivers to abide by the operating rules, do a good job in car maintenance, manage, use and maintain vehicles well, organize and carry out mass professional technical competitions such as car-loving, fuel-saving and tire-saving, and summarize and popularize advanced experience; < br/> 3. Arrange the warranty plan of vehicles and machinery, organize the maintenance and repair of vehicles and machinery on schedule, and do a good job of vehicle quality inspection and technical grade appraisal on a regular basis in conjunction with the safety officer; < br/> 4, to carry out the management of vehicle fuel consumption, parts and tires, registration, assessment, statistics, inventory, etc., do a good job in cost savings, implement rewards and punishments, analyze and calculate regularly, and summarize and report monthly; < br/> 5. Assist the safety officer to handle the annual inspection of vehicles, accident handling and other safety production business; < br/> 6. Handle other vehicle management and safety production management matters entrusted and assigned by the unit leaders. < br/> Article 7 A vehicle controller should have a decent ideological style, be conscientious and responsible in his work, know the driving skills of automobiles, master the basic principles and repair techniques of automobiles, have the skills of independent judgment and troubleshooting of general automobile faults and the ability of on-site handling, and have certain writing and language skills. < br/> Article 8 The group company shall conduct planned training for safety officers and vehicle controllers, and continuously improve their professional level and working ability through self-training or sending them for training. At the same time, according to the nature and characteristics of their work, they are given certain working rights and certain post allowances. < br/> Chapter III Basic Work of Safety Management <; br/> Article 9 The Group Company shall establish the responsibility system for the safety posts of the chief and deputy administrative leaders at all levels: the general manager of the Company shall be the first person responsible for the safety production of the Group Company, the deputy general manager in charge shall be the person directly responsible for the safety production of the Group Company, and the manager of the safety technology department shall be the person responsible for the organization and management of the safety production of the Group Company; Managers (car captains) of subordinate transport units (motorcades) are the first responsible persons for safety production in their work units, deputy managers (vice captains) are the direct responsible persons for safety production in their work units, and safety officers and car controllers are the responsible persons for safety production organization and management in their work units. Implement total quality management, and grasp the basic work of safety management with TQC method. < br/> Article 1 All transport units under the Group must conscientiously implement the policy of "safety first, prevention first" and adhere to the principle that safety must be safe for production and production, and safety must be managed in production. Correctly handle the relationship between production and safety, implement all-round safety management, put safety work on the agenda of the party, government, industry, youth, women and other departments, and pay close attention to it. < br/> Article 11 The safety management department of the group company and its subordinate transportation units should vigorously publicize the relevant safety laws and regulations of the state and enterprises, popularize advanced driving experience and commend good deeds, educate employees to abide by the rules and laws, and consciously do a good job in safe driving. < br/> Twelfth transport units (motorcades) at least twice a month to hold safety production meetings and organize two safety studies, to carry out regular education. At the same time, make meeting minutes and sign-in procedures. < br/> Article 13 Units that undertake vehicle contracting operations must incorporate safety assessment indicators into the contract, and strengthen the safety education of contractors and the technical management of contracted vehicles. It is not allowed to use the contract as an escrow, and punish instead of teaching. < br/> Article 14 The safety management department of the group company and relevant leaders should often go deep into each transportation unit (motorcade) to check the implementation of various safety rules and regulations and the filing and registration of various original materials. Each transport unit (motorcade) shall establish a leadership duty system, and set up a safety duty diary and an original data record account or file. < br/> Article 15 All transportation units (motorcades) should organize various safety production competitions according to the seasonal changes and the actual transportation work, such as the 1-day safety accident-free competition, Spring Festival travel rush safety competition, safety knowledge and quality service competition, etc., and do a good job in daily safety production statistics and submit them to the relevant departments and leaders of the company. < br/> Chapter IV Driver Management <; br/> Sixteenth to hire or accept the transfer of motor vehicle drivers, must pass the driving technical examination before going through the formalities of employment and transfer. < br/> Article 17 Employees with automobile driving licenses who have not been engaged in professional driving work must pass the driving technical examination before they can arrange to drive vehicles when they need to be transferred to the motorcade to drive vehicles. < br/> Article 18 Employees with motor vehicle driver's licenses and newly transferred or hired motor vehicle drivers are required to fill in a form to register and establish a driving file in the company's safety technology department. If the driving relationship is outside the company, it should be transferred to the company within one month after registration. < br/> Nineteenth motor vehicle drivers who have been transferred from their posts shall complete the transfer procedures of driving relationship within three months after transfer. Otherwise, the company will not handle the annual inspection signature, and its violation of regulations has nothing to do with the company. < br/> Twentieth employed temporary drivers must sign employment contracts with the employing units before reporting for work, pay the contracts and safety deposits according to regulations, and the employing units should do a good job in pre-job education and training, otherwise they are not allowed to arrange driving. < br/> Article 21 Job responsibilities of drivers: <; br/> 1. Abide by traffic laws and operating rules, resist illegal behaviors, maintain traffic order and ensure safe driving. < br/> Second, actively participate in various safety studies and activities to improve the awareness and technical level of safe driving. < br/> Third, strictly implement the company's safety management rules and regulations, abide by labor discipline, obey the dispatching command, and complete the transportation task on time and with good quality. < br/> Four, abide by the vehicle management and warranty system, and consciously do a good job of vehicle "three clean-up cases", keep vehicles, tires, ancillary equipment, vehicle tools clean and tidy, and complete license plates and certificates. < br/> Five, familiar with vehicle performance, skilled driving technology, learn advanced experience, master the driving rules, and strive to complete various technical and economic indicators. < br/> Six, to perform the team work procedures, to do a good job of vehicle succession. < br/> Seven, obey the command and inspection of safety management personnel, accept the relevant tasks and training assigned by superiors. < br/> Article 22 Drivers must firmly establish the idea of "safety first", strictly abide by the National Regulations on Road Traffic Management and the company's regulations on safe driving, and earnestly implement the "Ten Persistences" and "Nine Prohibitions". < br/> Ten persistence: <; br/> 1, adhere to the medium speed, do not drive a hero car; < br/> 2, adhere to their own ways, do not drive the overlord car; < br/> 3, adhere to civilized courtesy, do not drive a quarrelling car; < br/> 4, adhere to safety first, do not drive adventure cars; < br/> 5, adhere to prevention first, do not drive a lucky car; < br/> 6, adhere to the two strict self-discipline, do not drive illegal cars; < br/> 7, adhere to the three attendance cases, do not drive a sick car; < br/> 8, adhere to the four slow and five masters, do not drive blind cars; < br/> 9, adhere to the combination of work and rest, do not drive a tired car; < br/> 1, adhere to the customer first, don't drive a wicked car. < br/> Nine are not allowed: < br/> 1. It is forbidden to transport smuggled goods and people without border cards to enter the border area. < br/> Twenty-third transport units (motorcades) should always understand and master the drivers' ideological dynamics and mental state, take the initiative to care about their work and life, and constantly improve their working and living conditions; Pay attention to the combination of work and rest, arrange the car appropriately, and prevent fatigue driving. < br/> Chapter V Accident Handling <; br/> Article 24 The driver of our company scratches, collides, rolls over, turns over, catches fire or other faults while driving, resulting in casualties of people and animals or loss of vehicles, which is <; br/> Those who suffer economic losses of more than RMB 2 yuan will be treated as recorded accidents. < br/> Twenty-fifth after a traffic accident, the driver should promptly report to the local traffic police department and the unit, and should take the initiative to rescue the consequences of the accident and protect the scene before the personnel of the handling organ arrive. < br/> Twenty-sixth car units should immediately send personnel to the scene to assist in handling the accident information. Major accidents should be reported step by step according to regulations, and the company's safety technology department and relevant units should do a good job in the aftermath. < br/> Article 27 The driver who caused the accident shall, within 48 hours after handling the scene of the accident, <: br/> Write a written inspection and submit it to the unit and the company's security technology department for the record. Written inspection requirements will be <: br/> Date and time of the accident, license plate of the vehicle being driven, driving route, accident location, cause, <; br/> The process, consequences (including casualties of people and livestock and loss of vehicles and materials) and my own recognition of the accident <; br/> Knowledge, lessons, and future measures are clearly written in detail. < br/> Article 28 In order to educate the perpetrators themselves and the drivers, the accident-causing unit should adhere to the principle of "three no-misses": never let go until the cause of the accident is clarified; Did not carefully write a written inspection and set out future preventive measures; No in-depth inspection at the safety meeting made the majority of drivers educated and learned from it.
