The housing and urban-rural construction departments of all districts and counties (autonomous counties) should urge property service enterprises to implement the safety management responsibility of setting off fireworks and firecrackers, strengthen the investigation of potential safety hazards in property management areas, clarify the responsible persons, and establish an emergency duty system during the Spring Festival.

The Municipal Housing and Urban-Rural Development Committee will supervise and inspect the safety management of fireworks and firecrackers in the housing and urban-rural construction departments of all districts and counties. If a major accident is caused by poor work or inadequate performance of duties, the responsibilities of relevant units and personnel shall be investigated according to laws and regulations.
