Agriculture, rural areas and farmers are the weight of the country and the nation. The Seventh Plenary Session of the Eleventh Central Committee of the Provincial Party Committee deliberated and adopted the "Decision on Concentrated Efforts to Fill Shortcomings in the Fields of Agriculture, Countryside and Farmers, Improve the Ability of Food Security and Accelerate the First Realization of Agricultural Modernization".

Based on the overall situation of the work of the party and the state, the Decision responds to major risks and challenges, releases Jilin's advantages and potentials, adapts to the revitalization and development, and puts forward the "84549" modern agricultural development plan and the "Ten Major Projects" for agricultural and rural modernization, which will surely push the work of agriculture, rural areas and farmers in the province to a new level. The comprehensive mechanization level of crop cultivation and harvesting has reached more than 90%;

1 black land protection and utilization project

Promote the pilot project of black land protection and utilization in nine counties (cities) such as Gongzhuling, Nong 'an and Yushu, improve the reward and compensation measures for black land protection, and allow cities and counties to co-ordinate relevant agricultural funds in the central-local transfer payment according to national requirements;

Focus on promoting two types of conservation tillage technologies, namely, no-tillage with straw mulching and less tillage with straw mulching, and support baishan city to create a national-level agricultural green development pioneer zone;

Focus on promoting the recycling of livestock manure, straw treatment and agricultural film recycling;

By 2025, the degradation of black soil will be effectively curbed and the quality of cultivated land in black soil will continue to improve. The province's conservation tillage area will account for about 70% of the arable land in suitable areas, and the utilization rate of chemical fertilizers and pesticides will reach more than 40%, and the usage will continue to maintain negative growth. The resource utilization rate of livestock and poultry manure, the comprehensive utilization rate of straw and the recycling rate of agricultural film reached more than 80%.

2. Three rural industrial integration development projects

Strengthen the processing industry of agricultural products, and support Changchun and other advantageous areas and qualified cities and counties to develop a number of leading enterprises and growth enterprises in the top ten industries of corn, rice, miscellaneous grains and beans, pigs, beef cattle, dairy products, eggs, fruits and vegetables (peppers), ginseng antler (Chinese herbal medicines) and lint;

Vigorously develop new rural industries and formats, and promote the deep integration of agriculture, forestry, modern information technology and tourism, education, culture, health care and other industries. The rural e-commerce service system will be further optimized to achieve full coverage at the county, township and village levels. By 2025, the province's rural tourism revenue will reach 55 billion yuan;

Accelerate the revitalization and development of county economy. Deepen the reform of Gongzhuling, Meihekou and other 18 pilot counties (cities, districts), promote Meihekou, Lan Shu and other 14 counties (cities) to set up rural revitalization pilot zones, support six major grain-producing counties (cities) such as Yushu and Lishu to build rural revitalization new kinetic energy cultivation pilot zones, and give agricultural products processing enterprises in these counties (cities) a provincial share increment of value-added tax.

We will increase support for the construction of various agricultural science and technology parks and industrial parks, and reduce the electricity consumption costs of provincial and above agricultural industrial parks, agricultural science and technology parks, county (township) migrant workers' entrepreneurial bases and municipal agricultural industrial parks, agricultural science and technology parks, and rural small and micro enterprises that meet the conditions of rural industrial integration and development. At the end of the 14th Five-Year Plan, there were more than 50 modern agricultural industrial parks at or above the provincial level.

3 high-standard farmland construction projects

Priority will be given to the construction of "100 townships and 10 million" high-standard farmland in the golden corn belt and advantageous rice areas, and 100 multi-township (town) construction 1-2 high-standard farmland will be concentrated in contiguous destitute areas, with the scale of 65,438+10,000 mu in each township, forming 65,438 with drought and flood protection, ecological green and suitable for full mechanized operation.

Establish a standard system for farmland construction, speed up the compilation of local standards, improve farmland irrigation and drainage facilities, tractor ploughing roads, farmland forest networks, power transmission and distribution facilities, and storage facilities for agricultural machinery and tools, improve soil fertility and improve soil;

Start the implementation of saline-alkali land improvement project in the west, take special engineering measures, carry out high-standard farmland construction in areas such as soil salinization, acidification, degradation and engineering water shortage, and promote the organic integration of cultivated land quality protection, ecological conservation, agricultural non-point source pollution prevention and ecological improvement in pastoral areas;

Promote the construction of specialized markets for agricultural products with advantages and characteristics, promote the development of specialized market clusters with characteristics, and support the construction of regional standardized wholesale markets for melons and vegetables.

5. Digital agriculture and scientific and technological innovation projects

Improve the provincial digital agricultural cloud platform, and by 2025, realize the comprehensive application of the province's agricultural and rural management departments and various new agricultural business entities, and the individual application rate of farmers will reach 80%. The big data of the whole industrial chain of corn and rice was built, and the application coverage rate reached 80%. Build a single-species big data service platform for sika deer, ginseng and edible fungi, with an application coverage rate of over 90%;

Implement the modern seed industry upgrading project, support the cultivation of integrated seed enterprises with independent intellectual property rights and new varieties of "Kyrgyzstan", and build a high-standard seed production base of more than 300,000 mu by 2025;

Carry out the whole mechanization of grain production, and take the lead in realizing the whole mechanization of corn and rice production in the main grain producing areas in central China. By 2025, the level of mechanical sowing and mechanical harvesting in the province will reach 95% and 85% respectively.

Improve the modern agricultural extension service system, improve the number of high-standard experimental demonstration bases 100, cultivate scientific and technological demonstration subjects 1000, and allow scientific and technological talents of enterprises and institutions to work part-time according to regulations.

6. Brand building project of agricultural products

Focus on creating seven regional public brands of Jilin rice, Jilin corn, Jilin miscellaneous grains and beans, Changbai Mountain ginseng, Jilin sika deer, Changbai Mountain auricularia auricula and Jilin high-quality livestock products. By 2025, establish and improve the agricultural brand system with regional public brands as the core, enterprise brands as the support and product brands as the support, and realize the transformation from a big agricultural product province to a big brand province;

Formulate a series of standards and specifications for agricultural products such as rice, corn, soybeans, ginseng, beef cattle, cows, etc., and support and guide leading enterprises, farmers' professional cooperative organizations, science and technology demonstration households, and large breeding households to take the lead in implementing standardized production. By 2025, the qualified rate of agricultural products monitoring will reach more than 98%, and more than 50% of counties (cities, districts) will meet the national standards for agricultural product quality and safety;

Support new business entities to participate in various exhibitions and actively carry out online sales. Strengthen the construction of specialty agricultural products franchise stores in Jilin and promote the docking of production and marketing.

7. Animal husbandry quality and safety improvement project

Focus on the development of pig and beef cattle industries, and ensure that the pig production capacity will return to the perennial level by 20021year. By 2025, the proportion of large-scale livestock and poultry breeding will reach 70%;

We will promote the prevention and control of animal diseases and the construction of quality and safety supervision system for animal products, strictly implement various comprehensive prevention and control measures, and strengthen the operation and management of immune foot-and-mouth disease-free areas. Implement the plan to improve the quality and safety of livestock products, expand the pilot demonstration of "non-resistant farming", popularize scientific farming techniques, and enhance the traceability of the whole process;

Develop characteristic animal husbandry, accelerate the development of characteristic black pigs and other industries, develop local characteristic varieties such as deer and tussah, strengthen the protection and breeding of characteristic animal provenances, and promote the construction of standardized artificial breeding bases.

8 rural human settlements improvement project

Fully implement the task of "three clean-ups, one reform and one construction", and create 1000 AAA-level rural residential environment demonstration villages every year. Implement rural greening action, develop villages, streets and courtyard greening, and build green ecological villages;

The provincial finance grants 50,000 yuan to each administrative village every year, encourages cities and counties to support it, and is earmarked for improving the rural living environment. Encourage the integration of urban and rural sanitation and the unified treatment of domestic garbage in county towns;

Increase the investment and efforts in the renovation of rural household sanitary toilets, and the penetration rate of rural household sanitary toilets will reach 85% by 2022;

Complete the task of domestic sewage treatment in key towns and key river basins with a permanent population of more than 1 10,000, promote the construction of rural domestic sewage treatment demonstration counties, and basically eliminate black and odorous water bodies in rural areas.

9. New business subject cultivation project

Carry out actions to improve the quality of farmers' cooperatives. The implementation of national, provincial and county-level demonstration societies was jointly established and promoted throughout the county. Focus on characteristic agricultural products and promote the establishment of a "one-specific association". Standardize and upgrade farmers' cooperatives, and do a good job in five county pilots such as Shuangyang and Jiutai;

Implement the family farm cultivation plan, and bring qualified large-scale farmers and professional households into the family farm scope. Family farm operators receive rotation training at least once every three years. By 2025, there will be 40,000 family farms at or above the county level and 4,000 demonstration family farms;

Continue to carry out training for new professional farmers. Implement the "123 1" new professional farmers cultivation project, and cultivate more than 30,000 new professional farmers every year;

Promote the construction of agricultural socialized service system. We will promote the development of the model of "leading enterprises+cooperatives+bases", and promote the models of land trust, land shareholding, and farming for generations. By 2025, the proportion of moderate scale operation of land will reach more than 50%, and the number of provincial demonstration agricultural industrialization complexes will reach 100;

10 rural infrastructure construction project

Combined with the preparation of land and space planning, the village layout work is completed at the county level. Promote the rural resident population to gather in the central village according to local conditions and in an orderly manner;

By 2025, 3,500 kilometers of rural roads will be newly rebuilt, and the penetration rate of tap water in rural areas will reach over 90%. Promote rural 5G infrastructure construction projects and achieve 5G network coverage in counties and towns in the province by 2025. Expand the scale of clean gas and fuel utilization, and by 2022, the reliability rate of rural power grid power supply will reach 99.8%;

We should make good use of policies such as linking the increase and decrease of urban and rural construction land and special bonds for rural revitalization, guide villages to build houses in a centralized way, and form new rural communities according to village planning and construction.
