On May 19, 1950, the Government Affairs Council held its 33rd Government Affairs Meeting, which adopted the "Instructions on Relief for Unemployed Workers", which was promulgated and implemented on June 17.

The Government Affairs Council decided: 1. Allocate 400 million kilograms of grain as a fund for relief of unemployed workers. 2. In areas where relief for unemployed workers is carried out, the administration or capital of all state-owned and private industrial and commercial enterprises, as well as all employed workers and employees, should pay a certain amount of unemployment benefits on a monthly basis. 3. Relief measures should be mainly based on work-for-relief, supplemented by self-rescue through production, job relocation training, return to hometown for production, and relief funds. 4. The five cities of Shanghai, Nanjing, Wuhan, Chongqing, and Guangzhou have the most serious unemployment problems. Committees for relief of unemployed workers should be organized immediately.
