Unswervingly face difficulties

In those years of "doing business for all", the financial management of many units was very chaotic, so there were many violations of discipline and even crimes. As an auditor, who does not feel sad? However, it is not so easy to figure out the problem.

On New Year's Day, 2000, Ren Shusen, who just took office as the director of the Audit Department of Inner Mongolia Military Region, was determined to wage war against illegal activities. Shortly after the festival, he led auditor Zhao Ruichao to Baotou City to investigate the fact that an oil depot was cheated of oil money because of cadres taking bribes. It was the ninth winter, with heavy snow and strong wind. However, in his nearly 30 years of military career, Ren Shusen has already developed the courage to die. Due to the poor working conditions outside, they wore coats and reviewed hundreds of pounds of information for more than 70 days. Finally, the truth came out, and several cadres who took bribes were dealt with by party discipline and state law.

As a result, the burden of cleaning up the financial management of small, scattered and distant units in the Inner Mongolia Military Region fell on their shoulders. General Peng Cuifeng, then commander of the Inner Mongolia Military Region, said: "This is to solve the problem of darkness under the lights of government organs. "

It turns out that some of these units have set up many accounts; Some even engage in internal contracting, and factory directors, managers and other top leaders have peony cards. At the beginning of the audit, there was resistance. These audited units generally don't understand and have resistance. They think that "the audit is for us". It is not easy to investigate and collect evidence, and it is even more difficult to close the account.

But Ren Shusen didn't flinch. In the past six months, he led the auditors to overcome many obstacles, and conducted audit investigations on military organs and directly affiliated teams 13 organizational units and 16 paid service and career development units. In half a year, they * * * audited 70 sets of account books, with funds 1 340,000 yuan and documents1? 470,000 copies, mastered the basic situation of fund revenue and expenditure management of various units, found out the profit and distribution of established units and paid service units, pointed out 83 problems, put forward 86 targeted suggestions, thoroughly cleared up "old accounts", verified creditor's rights and debts, cancelled more than 20 accounts, and recovered hundreds of thousands of yuan of funds. Their experience was forwarded by the Audit Office of China People's Liberation Army.

In the second year, Ren Shusen and comrades of relevant units killed a "comeback" and made a "return visit" and "backward investigation" on the implementation of rectification in 29 units. Through investigation, discussion, on-the-spot inspection, looking through accounts and counting inventory, they found some new problems and put forward new solutions. This time, the Beijing Military Region forwarded their experience.

In the new office and arsenal project, a certain people's armed forces department increased the construction projects by itself, regardless of the fact that the funds in place were only 4 1 10,000 yuan, so that the project expenditure reached 535,700 yuan. After the completion of the project, the Ministry and the construction team settled the project payment without audit.

After seeing the audit report, the Party Committee and Logistics Department of Inner Mongolia Military Region immediately informed the whole region of the expenditure overrun of the People's Armed Forces Department.

The compound of the Inner Mongolia Military Region is very large, and the leaders and heads of organs have no idea about how to develop the surrounding walls. Ren Shusen led the audit team to find out the base through careful investigation and put forward decision-making suggestions to the head.

Anyone who knows the truth knows that for so many years, these auditors have been busy with their work all the year round and have no time to take care of their families and children, let alone their health. Ren Shusen has been suffering from severe gout for many years. In cold weather, dysentery will double his torment, so that his lower limb joints often swell and he walks with a limp. He sleeps with a quilt at night and keeps on working by taking self-funded medicine every day. That year, Zhao Ruichao's wife was in labor, and he couldn't take care of it at home because of the audit task. After more than two months, he described himself as emaciated and returned to his wife and his baby son who just had a full moon.

Not tempted in the face of temptation

Some construction units and individuals want to earn more money from the army, so they try their best to befriend auditors, or ask people to intercede, or invite people to dinner, or give gifts or even send money. However, all the tricks ran into a nail in front of the honest auditor and lost their effectiveness.

Ren Shusen suggested that from the beginning of the design scheme, limited funds should be spent on the cutting edge. To this end, they found three design units and held three bidding meetings. After repeated screening, they decided to adopt the conjoined building scheme, which not only saved 654.38 million yuan compared with the general scheme, but also facilitated the officers and men to eat in winter.

In every project construction, they are almost always monitoring the use of funds, correcting problems in time, and ensuring the earmarking and safety of funds.

Once, a manufacturer learned that a military division was going to buy a batch of office desks and chairs and wanted to sell their products to the army at a high price. Auditors feel that it is not cost-effective, and suggest that they go to the market for investigation and demonstration before buying. When the boss saw that the business was going to fail, he introduced it through acquaintances and brought local local products and 5000 yuan in cash to Ren Shusen. He flatly refused. Later, after several inspections, this military division signed a long-term purchase and sale contract with a company in Shenyang, so that officers and men could use cheap, beautiful and practical office desks and chairs.

There is also a meeting room of the party Committee in the military sub-district that needs to buy a new set of tables and chairs. According to the plan of the procurement office, it needs to spend more than 20 thousand yuan, but they refused. In the end, it cost less than 6000 yuan.

A frontier defense regiment is located in an extremely cold area, with a heating period of more than 2 10 days, and needs to burn more than 500 tons of coal10 every year. After investigation, they avoided the peak season of coal purchase in September, ordered and delivered goods in April and May every year, and signed a long-term purchase and sale contract at the price of one ton of 240 yuan, saving one ton of 60 yuan. This alone saves the team more than 90,000 yuan every year. This is how they "dig" bit by bit, and they just dig out tens of millions of yuan from the standard funds for the construction of projects urgently needed at the grassroots level.

Don't bow before threats.

In June 2000, Ren Shusen took people to the Great Wall Community in Hohhot. This is an affordable housing for military cadres and a "warm heart project" for the Inner Mongolia Military Region. The construction period is long, there are many construction units, and it is difficult to clean up the funds. When they reduced the audit amount from 6,543,800 yuan to 600,000 yuan, the person in charge of the construction team said, "Do you still want to stay in Hohhot? ! "

Ren Shusen is not afraid, nor are his comrades. Later, they wrote a report to the leaders of the military region, suggesting that the leadership team of the community office should be replaced and the financial personnel should be adjusted. The accounts should be directly managed by the logistics department in order to fill the loopholes in time.

On June+10 last year, Ren Shusen led Yan, Gao Shuhong to the Second Retired Cadres' Office of Inner Mongolia Military Region to audit the settlement and final accounts of engineering construction projects since June 5438+0996 and the budget implementation from June 5438+0 to September 2004. When many problems were found in engineering construction and financial management, the boss of the engineering team threatened: "You can't pass us, and your heads are gone!" "

Ren Shusen said categorically, "Don't you stop farming when you hear the cry of aunt La (commonly known as mole cricket)? We must carry out this project audit to the end! "

When they found a small cool room for storing things, Yan asked the construction team, "Can the foundation here stand the test?"

After the audit, the second batch of retired cadres sent thank-you letters and pennants to the audit office. When Ren Shusen and his comrades passed by here again, they saw the towering buildings on the roadside, dazzling against the sunset glow and lights, and a sense of pride and accomplishment sprouted in their hearts.

Not complacent in the face of achievements

At one time, the former Yikezhao Army Division (now Ordos Army Division) and the local government jointly built commercial housing facing the street. In the final audit, unreasonable expenses were reduced by the military audit team by more than 500 thousand yuan. Seeing that nothing was cheap, the construction team was angry and took the Yikezhao Army Division to court.

In order to verbally convince the other party to lose the case, the Audit Bureau sent someone to Dongsheng City, more than 300 kilometers away, to assist the quota station to re-examine. In the end, the Yikezhao Intermediate People's Court ruled in the first instance that the audit conclusion was reasonable and legal and upheld the original judgment.

However, the construction team still refused to give up and appealed soon. The final ruling of the High Court of Inner Mongolia Autonomous Region: the original judgment was upheld.

In less than half a year, a lawsuit won twice in a row. This incident has produced great repercussions both inside and outside the military region. For a time, the authority of military audit has attracted much attention.

Over the years, the comrades of the Audit Bureau have strictly controlled their work and have avoided and recovered economic losses of more than 30 million yuan for the troops. Many units have been commended by their superiors as "advanced units in financial management", "advanced units in building a clean and honest government" and "advanced units with dual support and diligence".
