2. Earnestly perform duties and implement supporting policies. In recent years, China, provinces and municipalities have issued a series of support policies to promote the development of small and medium-sized enterprises and the non-public economy. In order to fully implement various policies and measures, we actively coordinate, pay close attention to policy implementation, strengthen support, safeguard the legitimate rights and interests of enterprises, and strive to solve the restrictive factors affecting the development of enterprises, especially in relaxing market access, increasing financial and tax support, and simplifying procedures, and actively create a relaxed policy environment for enterprise development. At the city's work conference on non-public economy held at the beginning of the year, the key arrangements were made for the implementation of the newly issued Guiding Opinions on Accelerating the Development of Non-public Economy in our province, and on the basis of full investigation, the discussion draft of the Implementation Opinions on Implementing the Guiding Opinions of the Provincial Party Committee and the Provincial Government was drafted in conjunction with relevant departments.

2. Construction of training service system.
