Decision of the Standing Committee of the People's Congress of Hohhot City on Amending the "Measures for the Administration of the Use of Both Mongolian and Chinese Languages ??in the Social Market of Hohhot City" (2012)

1. Amend the first article to read: "In order to strengthen the management of the simultaneous use of Mongolian and Chinese characters in this city's social market, ensure the equal status of both Mongolian and Chinese characters, and promote the use of both Mongolian and Chinese characters in the social market These measures are formulated in accordance with the "Regional Ethnic Autonomy Law of the People's Republic of China", the "Regulations on the Mongolian Language and Writing Work of the Inner Mongolia Autonomous Region" and relevant laws and regulations, and in light of actual conditions." 2. Amend Article 2 to read: “If both Mongolian and Chinese languages ??are used in the social market within the administrative region of this city, these measures shall be followed.” 3. Amend Article 3 to read: “Within the administrative region of this city, the following social and market texts shall be written in both Mongolian and Chinese languages:

(1) Logo and banners for large-scale meetings and important events , banners, slogans;

(2) Unit name, official seal, document header, plaque, certificate, certificate, banner, and envelopes and stationery printed with the names of party and government agencies, large and medium-sized enterprises, and public institutions;

(3) Names of newspapers and periodicals, names of TV stations displayed in Chinese characters, names of administrative institutions on their homepages;

(4) Names of airports, station names, traffic signs, motor vehicles The name of the unit on the car door;

(5) Street names, road signs, shop signs, house numbers, facility names of public places, boundary signs;

(6) Business license , tax registration certificate;

(7) Other social market documents that need to be known to the public." 4. Amend Article 5 to Article 4: “The use of both Mongolian and Chinese characters in the social market should be standardized and correct, the handwriting should be kept intact and clear, and should be produced and displayed in accordance with the following regulations:

(1) If written horizontally, the Mongolian text should follow the upper-level rule, with Mongolian text at the top and Chinese text at the bottom, or Mongolian text in front and Chinese text in the back; if there are foreign languages, they should be produced in the order of Mongolian and Chinese foreign languages;

( 2) If it is written vertically, Mongolian is on the left and Chinese is on the right;

(3) If it is written circularly, from left to right, Mongolian is on the outer ring and Chinese is on the inner ring, or Mongolian is on the left half The ring and Chinese characters are broken on the right half;

(4) Mongolian and Chinese characters are written on two plaques respectively. The Mongolian plaque is hung on the left, the Chinese plaque is hung on the right, or the Mongolian plaque is hung on the right. On the top, the Chinese plaque is hung on the bottom;

(5) The font sizes of the Mongolian and Chinese characters are coordinated, they occupy the same area, and they are made of the same material." 5. Amend Article 4 to Article 5: “The administrative departments for ethnic affairs of the people’s governments of cities, banners, counties, and districts shall be responsible for the work of using both Mongolian and Chinese characters in the social markets within their respective jurisdictions, and ensure that both Mongolian and Chinese characters are used together. Supervision and management work. The public security, industry and commerce, and urban management administrative law enforcement departments should cooperate with the ethnic affairs administrative department in the management of the use of both Mongolian and Chinese in the social market according to their respective scope of duties." 6. Add one article as Article 6: "The municipal and banner, county and district people's governments shall include the funds for the management of the simultaneous use of both Mongolian and Chinese characters in the financial budget at the same level." 7. Amend Article 6 to Article 7 to read: “Enterprises, institutions or individual industrial and commercial households engaged in the translation and production of both Mongolian and Chinese texts for the social market shall obtain corresponding professional qualifications before they can engage in the business.” 8. Delete Article 7. 9. Add one article as Article 8: “The administrative department for ethnic affairs shall provide free audit and review services for Mongolian translations of texts used in the public market and plaques produced.

10. Article 8 is revised to Article 9: "Anyone who violates the provisions of these Measures and commits any of the following acts shall be punished by the administrative department for ethnic affairs. If the law provides otherwise, such provisions shall prevail:

(1) If the Mongolian and Chinese characters are not used together, the person shall be ordered to make corrections within a time limit; if the correction is not made within the time limit, a fine of not less than 300 yuan but not more than 2,000 yuan shall be imposed;

(2) The use of both Mongolian and Chinese characters is irregular , non-standard or incomplete or unclear words, they will be ordered to make corrections within a time limit; if they fail to make corrections within the time limit, they will be fined not less than 100 yuan but not more than 500 yuan;

(3) Any errors caused by translation, production units or personnel If the language used in both Mongolian and Chinese languages ??is inaccurate, irregular and non-standard, he shall be ordered to make corrections within a time limit; if he fails to make corrections within the time limit, he shall be fined not less than 1,000 yuan but not more than 5,000 yuan." 11. Article 9 is revised to Article 10 : "Staff of the administrative department for ethnic affairs who neglect their duties, abuse their power, or practice favoritism shall be subject to administrative sanctions by their units in accordance with the law; if a crime is constituted, they shall be held criminally responsible in accordance with the law." 12. Article 10 is revised to 10. Article 1. This decision shall come into effect on the date of promulgation. The "Hohhot City Social Market Management Measures for the Use of Both Mongolian and Chinese Languages" will be revised accordingly and re-announced.
