We should adopt a scientific attitude and method, according to the inherent operation and development law of geological data management, and carry out standardized, institutionalized and programmed management at different stages from its formation, filing to provision and utilization. Strengthening strict management is an important guarantee to improve the management level of geological data, make the best use of data and make geological data management play an important role in service support in oil and gas exploration and development.

Strengthening strict management is an important guarantee to improve the management level of geological data, make the best use of data and make geological data management play a supporting role in oil and gas exploration and development.

1 system combing and analysis

In recent years, a series of laws, regulations, policies and measures have been issued by the state, Sinopec and even its affiliated oilfield enterprises in order to comprehensively improve the management and service level of geological data.

1.1 at the national level

in p>22, the premier of the State Council, Zhu Rongji, issued the Regulations on Geological Data Management (hereinafter referred to as the Regulations). The Regulations are divided into general provisions, submission of geological data, storage and utilization of geological data, legal responsibilities, supplementary provisions, Chapter 5 and annexes on the scope of submission of geological data. The promulgation of the "Regulations" has made it programmatic from the national level to strengthen the management of geological data, give full play to the role of geological data, protect the legitimate rights and interests of geological data senders, and clarify the main functions and responsibilities of relevant competent departments and functional departments.

In p>23, the Ministry of Land and Resources promulgated the Measures for the Implementation of the Regulations on the Management of Geological Data (hereinafter referred to as "the Measures"), which made corresponding refinements to the chapters of the Regulations, defined the responsibilities that the Ministry of Land and Resources, its subordinate administrative departments and geological data collection units at all levels need to perform, and established three basic systems of unified collection and submission of geological data, public utilization and protection of rights and interests, requiring continuous promotion.

in 21, the 14th session of the 11th National People's Congress revised and passed the Law of the People's Republic of China on Guarding State Secrets (hereinafter referred to as the "Secrecy Law"), which came into effect on October 1st, 21. The newly revised Secrecy Law narrows the scope of state secrets, improves the system of determining, changing and dissolving state secrets, and improves the standardization, scientificity and accuracy of secret determination. Security measures for classified information systems have been added, which not only effectively guarantees the security of national information, but also promotes the disclosure of information; The administrative functions of the secrecy administrative departments have been clarified, the secrecy management of the secrecy departments and personnel has been strengthened, the secrecy legal functions have been strengthened, and citizens' right to know, participate and supervise has been improved.

the detailed rules for the management of classified geological data (Guo tu zi fa [28] No.69) mainly includes three parts: the principle of classification and classification, the marking and recording of classified geological data, and the borrowing and copying of classified geological data, which is a highly operational management document of classified geological data.

1.2 at the level of group companies

In p>28, Sinopec formulated the Measures for the Management of Geological Data of China Petrochemical Co., Ltd. (hereinafter referred to as the Measures) on the basis of the above Regulations and Implementation Measures, and revised it in 211, which is intended to further strengthen the management of geological data for oil and gas exploration and development and give full play to its role in oil and gas exploration, development, production and scientific research. The Measures put forward the basic requirements of geological data management; Clarify the division of responsibilities of various functional management departments of Sinopec geological data; The contents and procedures of geological data management, such as submission management, filing, storage and utilization, are clearly defined, and corresponding reward and punishment measures are formulated.

The Interim Provisions on the Confidentiality Management of Surveying and Mapping Geographic Information Achievements of China Petrochemical Company (China Petrochemical Office [212] No.788) aims to strengthen the confidentiality management of surveying and mapping geographic information achievements of Sinopec, safeguard national security and the legitimate rights and interests of the group company, and promote the utilization of surveying and mapping achievements and the enjoyment of geographic information resources.

In p>212, Sinopec successively issued the Notice on Strengthening the Filing and Submission of Geological Data and the Notice on Strengthening the Utilization and Management of Geological Data of China Petrochemical, aiming at raising awareness, strengthening supervision and enhancing execution.

1.3 bureau and branch level

After the establishment of the information management center of East China Branch in p>24, according to the above regulations and measures, the Measures for the Management of Geological Data of East China Petroleum Bureau and East China Branch, the Detailed Rules for the Management of Topographic Maps of East China Petroleum Bureau and East China Branch, the Interim Measures for the Archiving Management of Geological Data of East China Petroleum Bureau and East China Branch, the Geological Data Security System and the Geological Data Security System were successively promulgated and improved.

the establishment of the above-mentioned system clarifies the responsibilities and systems of geological data management in the whole East China Petroleum Bureau and its subsidiaries, emphasizes the principle of unified management and graded responsibility in geological data management, and standardizes the processes of data management in all units within the enterprise.

in order to strengthen the filing of geological data, in March 213, the Interim Provisions on the Management of Geological Data Archiving of East China Petroleum Bureau and East China Branch (East China Petroleum [213] No.3) was issued. This regulation further clarifies the geological data management system of East China Bureau and its subsidiaries, details the process control of geological data management, puts different types of geological data in place according to their formation ways, and specifies the time node of data submission, emphasizing that the filing certificate issued by the Information Management Center of East China Branch is the final settlement basis of the project.

2 scientific norms, system implementation

what is strict management? Strict management is a scientific management. We should adopt a scientific attitude and method, and carry out standardized, institutionalized and programmed management according to the inherent operation and development law of geological data, so that people who exercise different management functions should understand what they should do, how to do it, and what kind of punishment they should receive if they make mistakes, so as to standardize people's work behavior through the system and develop the behavior habit of "doing things according to the rules". Once the system is established, it must be incorporated into the process management. Everyone is equal before the system, and it is impossible to make changes or discounts because of people, times and events.

2.1 publicize the system and raise awareness

The implementation of the system should start with publicity, implementation, study and raising awareness. If the publicity and training of the system are not strong enough, the relevant management personnel are unfamiliar with the system, don't understand it or even don't know it, which will limit the active implementation of the system. The following measures can be taken: first, seriously carry out system training; Second, to carry out various forms of system knowledge competition, which can not only enliven the atmosphere of employees, but also promote the popularization of the system; The third is to build a platform for rules and regulations, make full use of information technology to build an institutional platform, and link it with the office automation system to transfer and query the system.

2.2 system implementation and enhanced execution

To enhance the execution of the system, it must be matched with the corresponding inspection and assessment measures, so as to ensure the supremacy of the system.

in terms of system inspection, assessment, rewards and punishments, we should adhere to and improve the responsibility system for system implementation, clarify the responsible subjects, establish and improve the supervision, monitoring, feedback and evaluation mechanisms, ensure effective supervision over the implementation of the system, improve the ability of passive implementation of the system while relevant managers actively implement the system, incorporate the system inspection into the work inspection, and find out the problems existing in the implementation of the system by checking the completion of work tasks.

3 Strict management, quality is the lifeline

Geological data is an important information resource obtained by geological work, and it is also an intellectual wealth obtained by geologists, which is of great value.

strict management should start from the source of geological data formation, and each link should not be ignored. In practical work, the quality of data can be guaranteed only by strictly following the requirements of the Ministry of Land and Resources for the submission format of electronic documents of geological data of achievements, the rules for filing geological data of oil and gas exploration and development of Sinopec, and the requirements for compiling geological results report of oil and gas exploration and development.

3.1 Advanced management and process control

Enhance the initiative of geological data management, incorporate data management into production management, collect production and scientific research information on a regular basis, and require all departments and units to make detailed statistics on the data that should be filed annually, so as to be aware of it; Take the initiative to urge for information, update the list of submitted information in time according to the submission of information, and report the submission of information to relevant leaders in time. Through active management, we can find and solve problems in time, and play a role in supervision and inspection.

By issuing notices regularly, the information management situation and existing problems of various units and departments are reflected, so as to solve them in time and improve work efficiency (Figure 1).

3.2 quality audit and standardized management

completeness, completeness and accuracy of geological data are the most basic requirements for geological data management, and also the basis for ensuring the quality and utilization of geological data.

for the correct submission of geological achievement data, first of all, the final evaluation opinions and review opinions must be obtained through the final evaluation and review by the expert group, and the achievement data such as text, attachments, schedules, drawings, databases, etc. should be submitted according to the requirements of "completeness, completeness and accuracy" in the "technical document catalogue submitted" in the task book and evaluation opinions, and the results report should be arranged and printed according to relevant rules, and 3 ~ 5 copies should be attached. All the geological data of achievements must be submitted to paper media, and at the same time, electronic documents must be made in accordance with the requirements of the Ministry of Land and Resources for the format of electronic documents of geological data of achievements, and the contents of electronic documents must be consistent with those of paper media.

improve the quality of raw materials, refer to the submission requirements of the results data, communicate with the data formation and management departments for different data types, and make clear formatting templates for raw materials, so as to facilitate the data formation units to submit standardized and unified materials.

It can be seen that both data forming personnel and data management personnel should be familiar with the requirements of relevant specifications, have strong professionalism and sense of responsibility at the same time, and need data acceptance personnel to patiently and meticulously communicate with the data submission unit. Only strict management can ensure the smooth progress of geological data management (Figure 2).

4 Strict management and safety guarantee

Chairman Fu Chengyu of Sinopec requested to raise awareness of the extreme importance of safety and environmental protection work and firmly establish that "all risks can be controlled and all violations can be eliminated; All hidden dangers can be eliminated; All accidents can be avoided ".

the safety issues involved in geological data management, one is the safety of personnel and entity data, and the other is the safety of information carried by data carriers, both of which cannot be ignored. A slight negligence will cause irreparable losses and serious consequences. Zero tolerance for safety risks, zero tolerance for potential safety hazards and zero tolerance for handling safety accidents. Only "zero tolerance" can "zero accidents".

4.1 Strict HSE management of geological data

4.1.1 Strictly follow the rules

There are specific regulations and standards in warehouse construction, warehouse management and data utilization. In this regard, we must first master the regulations; Second, we must implement the regulations; Third, we should combine the actual situation and refine the regulations.

4.1.2 strict safety analysis

through scientific and meticulous safety analysis, unsafe factors are found, possible hazardous events are found, the severity of possible hazards is recognized, and preventive measures are taken. Every documenter is a safety administrator, who should participate in hazard analysis. Managers and safety officers should master analysis methods and be good at finding problems. Safety analysis activities should not only sit down and concentrate on discussion, but also be integrated into daily data management.

4.1.3 Strict regular inspection

Adhere to the daily duty work, check the working status of electrical appliances and fire-fighting facilities, and ensure that the doors and windows of the warehouse are closed and the records are complete when off duty; Conduct an internal safety inspection led by the person in charge of data management once a month, and carefully examine all the contents on the checklist, and make sure that the inspection is correct and the rectification is in place; Take the safety inspection results of superior leaders or departments seriously and rectify them on schedule.

4.1.4 Strict fire drill

Conduct a fire drill once a month, make a good fire plan, and evaluate the drill effect without formality, so that every employee can learn how to deal with emergencies, use fire-fighting facilities in emergencies and help themselves quickly.

4.2 Strict management of geological data confidentiality

With the rapid development of China's economy and society, especially the development of information technology and the construction and application of e-government, and

new situations and new problems arising in the work of confidentiality, confidentiality is not an end, but a means. Security work is an important means to ensure and promote the smooth progress of all work, which not only ensures the safety of state secrets and enterprise secrets, but also facilitates the development of all work and the rational use of information resources; We can't keep secrets for the sake of confidentiality, and we can't reveal secrets on the pretext of facilitating the use of information resources. On the premise of confidentiality, we should make state secret enterprises play their due benefits and functions, and do a good job of confidentiality in the use of information resources.

4.2.1 clarify the confidentiality link

the confidentiality link of geological data includes: various production, collection, sorting, handover, archiving, warehousing, description, inquiry, borrowing and utilization. Taken together, it can be divided into three stages: one is the generation stage, the other is the storage stage, and the third is the utilization stage. At different stages, relevant secret-related personnel are required to have corresponding geological knowledge, professional ability and confidentiality awareness.
