Organize the implementation of water resources licensing, paid use of water resources, water resources demonstration and other systems; organize water resources investigation, evaluation and monitoring work; guide water allocation, water function zoning and water resources dispatching work and supervise implementation ; Organize the preparation of water resources protection plans; guide drinking water source protection, water source planning for urban water supply, urban flood control, urban sewage treatment and reuse and other non-traditional water resources development work, guide the establishment of river sewage outlets; guide water use planning and water conservation Work.

(5) Finance Department.

Prepare the budget and final accounts of the water conservancy department, and be responsible for the construction of the financial accounting system, fund (assets) management and supervision, and performance evaluation of the agency and its affiliated units; undertake the financial management and internal audit work of the agency and its affiliated units ; Propose suggestions on water conservancy prices, charges, and credit.

(6) Department of Science, Technology and Foreign Affairs.

Formulate scientific development plans for water conservancy; be responsible for water conservancy scientific research, technology introduction and science and technology promotion; participate in the formulation of technical standards, procedures and specifications for the water conservancy industry and supervise their implementation; be responsible for inter-provincial river-related affairs and foreign cooperation.

(7) Construction Department (Safety Supervision Department).

Guide the management and protection of water conservancy facilities, waters and shorelines; guide river management and development; organize and implement the review system for engineering construction plans within the scope of river management; guide the construction and operation management of water conservancy projects; organize the implementation of Controlled or cross-city (state, prefecture) important water conservancy project construction and operation management; guide the water conservancy construction market and the supervision and management of water conservancy and hydropower project bidding; undertake safety production work in the water conservancy industry, and guide the safety supervision of reservoirs and hydropower station dams .

(8) Soil and Water Conservation Department.

Be responsible for the comprehensive prevention and control of water and soil loss; organize the preparation of water and soil conservation plans and supervise their implementation; organize the monitoring, forecasting and announcement of water and soil loss; review the water and soil conservation plans of large and medium-sized development and construction projects and supervise their implementation.

(9) Drinking water safety area.

Formulate rural water conservancy construction and development plans; guide village and town water supply, rural drinking water safety, rural water conservation and rural water energy development; organize the formulation of rural drinking water project construction plans and supervise their implementation; guide irrigation, drainage and water-saving irrigation and other work; implement water-saving renovation and development plans for irrigation areas and water pumping station projects.

(10) "Three Small" Engineering Office.

Guide and coordinate the province's farmland water conservancy infrastructure and the "three small" projects for rainwater collection and utilization; organize and implement the construction of work-for-relief farmland water conservancy projects; guide and coordinate the reform of rural water conservancy management systems and operating mechanisms and the construction of rural socialized service systems.

(11) Tobacco and water supporting engineering office.

Formulate tobacco leaf production supporting project planning and supervise its implementation; guide and coordinate the construction and management of tobacco and water supporting projects.

(12) Personnel Department.

Responsible for the organizational establishment, personnel organization, labor wages, education and training management of agencies and affiliated units; responsible for relevant work on the reform of the water conservancy system; guiding the construction of talent teams for the province's water conservancy system.

The party committee of the agency is responsible for the party and mass work of the agency and its affiliated institutions. Establish an office of the party committee of the agency.

The Retired Cadres Department is responsible for the work of retired cadres of government agencies and guides the work of retired cadres of affiliated public institutions.

Discipline inspection and supervision agencies: The Provincial Commission for Discipline Inspection is assigned to the Discipline Inspection Team of the Provincial Department of Water Resources, and the Provincial Department of Supervision is assigned to the Supervision Office of the Provincial Department of Water Resources, with an administrative establishment of 3 people.
