3. The electric power dispatching control center

is responsible for compiling, perfecting and implementing the power conservation plan for the main power grid and the emergency plan for power grid accidents during the Spring Festival.

4. Safety Supervision and Quality Department:

Responsible for the public security work of the company's dispatching building and main substations, so as to prevent illegal elements from destroying them.

5. Market and key customer service room:

During the power-saving period, strengthen the management of 95598 agents, and require them to respond quickly when receiving the call for repair, handle the special power failure accident quickly, and do a good job of explanation. 6. Yuyang District Power Supply Branch:

(2) Carefully compile, improve and implement the power-saving scheme and emergency plan for important power-saving objects during the power-saving period.

(3) Strengthen the inspection of rural power lines involving power conservation, and arrange for the elimination of defects as soon as possible when found.

(4) During the power-saving period, the routine maintenance and defect elimination of lines involved in power-saving work are all stopped.

8. Vehicle management office:

During the Spring Festival, vehicles (at least 2 vehicles are reserved) will be used for power-saving duty, accident handling and accident investigation.

4. Requirements related to power conservation and quality service

1. Strengthen the inspection of power consumption. First, organize the safety inspection of electricity consumption in transportation, news media, tourist attractions, important customers and large residential quarters, complete the investigation of hidden dangers of electricity consumption, and the investigation rate must reach 1%. Notice of rectification opinions will be issued for hidden dangers found, and all kinds of customers will be actively assisted in the management of hidden dangers of electricity consumption. Second, attach great importance to the demand of key users of power protection for power supply quality, urge, guide and assist key customers to formulate relevant power protection plans and emergency plans, strengthen inspection and guidance, and ensure that all measures are implemented. Third, strengthen the management of orderly power consumption, timely adjust and implement the orderly power consumption plan according to the changes in power supply and demand, strictly implement the orderly power consumption plan approved by the government, give priority to ensuring the power consumption requirements of important users and important places involving public interests such as hospitals, residents' lives, stations, railways, transportation hubs, water supply, TV broadcasting, telecommunications and tourist attractions, and ensure that the vast rural areas can watch and listen to TV broadcasts normally.

2. Strengthen power grid operation management and operation monitoring of key equipment. And summarize and report the anomalies, defects and treatment to the transportation inspection department of the company for the record.

3. During the power-saving period, all relevant departments should strengthen their duty, ensure that the telephone on duty is unblocked, and submit the power-saving information to the company's power-saving office every day, and the major information should be submitted immediately.

4. strengthen the publicity of safe power supply and quality service, adhere to the purpose of "four services", thoroughly implement the "ten measures" of "three public services" and "ten commitments" of power supply service, and do not adopt power outage charging measures during the power conservation period, properly handle various problems during the "Spring Festival" period, and ensure that no quality service incidents that affect social stability and company image will occur.

V. Power dispatching guarantee scheme

(I) Main operation mode arrangement of main network

1. Yulin power grid is connected with Shaanxi main network through 75 Luoheng I and II lines, 33 kV Henglong I line, Henglong II line, Hengtong line, Hengsui I line, Hengyu I line, Suizhu line and Tongyan line.

2. The startup mode of the power plant with provincial dispatching tube in Yulin Power Grid follows the arrangement of provincial dispatching mode, and the small thermal power units with local dispatching tube, No.3 and No.4 units of Daliuta Thermal Power Plant, No.1 and No.2 units of Xinyuan Power Plant, No.1 unit of Donglai Power Plant are connected to the grid, and No.1 and No.2 units of Longxing Power Plant are disconnected from the system.

3. Yulin power supply area: the open-loop point with Dabaodang power supply area is located at the transformer switch of Hailiutan of 11kV Haishu I line. 11kV Yukai double-line substation supplies power to development zone, Yanzhuang substation and Yanzhuang traction substation. 11kV Yuma double line supplies power to Majiamao substation. 11kV Yuhai Line supplies power to Hailiutan Substation. 11kV Yunan, Yuxi and Yuhong lines supply power to the central power grid of Yulin rural power grid.

4. Except Baijiajian, Boluo Substation, Huangfuchuan and Zhaiyawan, the 35kV and above substations belonging to the company in the network are operated by a single main transformer, and all other stations are operated by two main transformers. The operation mode of the middle and low voltage sides of the main transformers follows the annual arrangement.

(II) Relevant Precautions

1. During the Spring Festival, no maintenance work will be arranged in the power supply area of Yulin Substation except emergency repair.

2. During the Spring Festival, if the 1 kV II bus in the development zone is grounded, push and pull the 272 Yuzhong Line at last.

3. Operating units at all levels and dedicated line users should exercise strict scheduling discipline, strictly implement scheduling orders, enhance overall awareness, and coordinate with each other to maintain the safe and stable operation of the power grid.

4, strict scheduling discipline, smooth communication and reporting channels of power grid operation information. Accidents, obstacles and anomalies that affect the safe and stable operation of the power grid in the competent equipment units shall be reported to the dispatching unit in a timely manner according to the relationship between equipment dispatching and management (the anomalies of the direct dispatching equipment of the provincial dispatching that affects the operation of the regional power grid shall also be reported to the local dispatching in a timely manner, so that the local dispatching can make corresponding accident prediction).

5. before the "spring festival", the operation and maintenance department made a special inspection of the equipment in the 11kV Yukai double line and the substation in the development zone, and handled the defects in time to ensure the safe and stable operation of the power grid during the spring festival.

(III) Emergency treatment plan for main equipment failure of main network

1. Main transformer failure of Yulin transformer

When N-1 of Yulin transformer fails, if the main transformer is overloaded, the load can be transferred or controlled according to provincial dispatching instructions.

when the main transformer N-2 of Yulin transformer fails: 1) the Yulin power supply area is disconnected from the main grid. If the low-frequency and low-voltage load shedding device in the grid operates, the small thermal power plants in Shanghe Power Plant and rural grid will maintain isolated operation, and the Yulin power supply area will not lose pressure. According to the provincial dispatching instructions, the frequency modulation of Shanghe Power Plant is coordinated by controlling the load in the network. If the two main transformers can't be restored in a short time, contact the provincial dispatching bureau to merge Yulin power supply area into Yulin North Power Network through 11kV Yuhai II line at the same time. (Note: Yulin Substation Yuhai II switch has no synchronization device, and the loop closing operation can only be carried out when Yulin North-South Network has been synchronized. The reclosing mode of relevant lines needs to be adjusted before the operation of Yuhai Ⅱ switch). Monitor the load of 11kV Jyukai-Yuhai Ⅱ line, so as not to overload related equipment. After being merged into Yulin North Network, the terminal sensitivity of Line I of Company 18 and Line II of Company 28 is not enough. Dispatching will focus on the closing of Yulin Substation of Yuhai Line II to check the same period, the side of Hailiutan to check for no pressure, the side of Haishu Line to check for the same period and the side of elm bay to check for no pressure. After any main transformer in Yulin Substation is restored, it will be connected to the grid at the medium voltage side of the main transformer at the same time, and the operation mode will be restored to the pre-fault mode, and the reclosing mode of Yuhai ⅱ and Haishu lines will be changed to the pre-fault mode.

2. In case of voltage loss in Yulin power supply area, Yulin Company directly supplies 11kV development zone substation, Yanzhuang substation, Yanzhuang traction substation, Majiamao compressor station and Hailiutan substation with voltage loss. 11kV substations of Yulin rural power grid, such as Nanjiao and Xisha, lost voltage.

① turn on switches 1 and 2 of 11kV Yuxi, Yunan and Yushang in Yulin Substation, and turn on switch 2 of Shanghai Yushu, and use 11kV Dangshu-Jyukai I-Yuhai II line to take the current beach, development zone and Yanzhuang Substation, Yanzhuang Substation and Majiamao Substation, and control the load of Majiamao Substation not to exceed 2MW.

(3) If Shanghe Power Plant meets the grid-connected conditions, the dispatcher will adjust the Yulin substation of Yuhai Line II to check the synchronization, the tidal flat side of Hailiu Line to check the synchronization, the tidal flat side of Haishu Line to check the synchronization, the elm bay side to check the synchronization, and the Shudang Line elm bay to check the synchronization. Only after the transformer side is adjusted to check the synchronization can Shanghe Power Plant be connected to the grid.

(4) After any main transformer of Yulin Substation is restored, the Yulin power supply area will resume its pre-fault operation mode. The reclosing mode of Yuhai Ⅱ, Haishu and Shudang lines was changed to the pre-fault mode.

note: when Yulin power supply area loses voltage, when security power is provided to Yulin power supply area through 11kV Yu-Hai-Shu line, the protection of sections Ⅱ and Ⅲ of Haiyu line distance and sections Ⅱ, Ⅲ and Ⅳ of zero-sequence current are mismatched with those of lines Ⅰ and Ⅱ of Yukai, and lines Ⅰ and Ⅱ of Yuma, and lines Ⅰ and Ⅱ of Yuma, Kaiyan. When the above-mentioned 11kV line quick protection exits for some reason, the corresponding lines will be shut down at the same time.

3. Main transformer failure in development zone:

When the main transformer N-1 in development zone fails, if it is a backup protection action, after checking that there is no abnormality in the voltage-loss buses and feeders, open all outgoing feeders on all voltage-loss buses, and forcibly deliver the main transformer. After successful forced delivery, the power supply of each feeder will be restored one by one (priority will be given to restoring the power supply of important users such as the government, schools and hospitals). If it is the main protection action, close the 1 bus coupler switch to restore the power supply to the lost voltage bus. Notify the operation and maintenance department to check the main transformer and carry out emergency repair.

when the development zone transformer N-2 fails, and the low-voltage bus of the development zone transformer loses voltage, Yuyang Branch is informed to transfer the transferable load. According to the protection action of the failed main transformer and the field equipment, a main transformer is selected for trial delivery. After the trial delivery is successful, the outgoing loads are gradually restored (priority is given to restoring the 272 Yuzhong line). The tripping line or the line that has not been restored with protection action will not be sent for the time being, and then the power will be sent after the fault reason is found out. If the two main transformers can't be delivered by force or the trial delivery is unsuccessful, notify the operation and maintenance department to check the main transformers and carry out emergency repair, and notify relevant users.

4, 11kV Yukai double-circuit line tripped at the same time:

The development zone transformer, Yanzhuang transformer and Yanzhuang traction transformer lost voltage, and informed Huayuan Company to transfer the power of the company and Yinhe Hotel to the standby line of Yulin rural power grid. According to the protection action and the equipment inspection in the station, after checking that there is no obvious abnormality in the relevant equipment, select one of the two lines for forced transmission. If the forced transmission is successful, Then restore the main transformer and outgoing line operation of the development zone transformer as soon as possible (give priority to restoring the power supply of Yanzhuang traction transformer, government, hospitals, schools and other important users). If both lines fail to be delivered, notify Bao Xi Railway Dispatching to start the emergency plan, inform Yuyang Branch of the accident situation and ask it to inform important users to do emergency work. And notify the relevant departments to repair the faulty line as soon as possible, and resume the normal operation of the development zone substation as soon as possible after the fault is eliminated.
