Regulations of Chongqing Municipality on Surveying and Mapping Administration

Chapter I General Provisions Article 1 In order to standardize surveying and mapping activities, strengthen surveying and mapping management, ensure the healthy development of surveying and mapping, and serve economic construction and social development, these Regulations are formulated in accordance with the Surveying and Mapping Law of People's Republic of China (PRC) and other laws and administrative regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the following activities within the administrative area of this Municipality:

(1) Geodetic survey, topographic survey, engineering survey, underground pipeline survey, cadastral and real estate mapping, boundary mapping, aerial photography and satellite remote sensing mapping, digital mapping, etc. ;

(2) Establish a geographic information system corresponding to various maps;

(3) compiling, printing and publishing maps and producing corresponding map products;

(four) the use and management of surveying and mapping results;

(5) Setting, using and maintaining surveying markers;

(six) surveying and mapping administration and other activities related to surveying and mapping. Article 3 The management system of surveying and mapping in this Municipality combines unified management with hierarchical and departmental management.

Chongqing city planning administrative department (hereinafter referred to as the municipal administrative department of Surveying and mapping) is the competent department of Surveying and mapping work in the city; Other municipal departments shall manage the professional surveying and mapping work of their own departments in accordance with their respective responsibilities; Surveying and mapping management departments of counties (autonomous counties and cities) shall manage the surveying and mapping work within their respective administrative areas in accordance with their respective responsibilities. Article 4 Units and individuals shall provide convenience for surveying and mapping conducted according to law, and shall not hinder or obstruct surveying and mapping personnel from conducting surveying and mapping activities in accordance with regulations.

Surveying and mapping administrative law enforcement personnel shall supervise and inspect surveying and mapping activities according to law, and no unit or individual may refuse or obstruct them. Article 5 The Municipal People's Government and its relevant administrative departments shall encourage the application of high and new technologies in surveying and mapping activities and improve the scientific and technological level of surveying and mapping.

Units and individuals that have made remarkable achievements in surveying and mapping work shall be rewarded by the people's governments at all levels or the relevant administrative departments. Chapter II Planning and Implementation of Surveying and Mapping Article 6 The municipal administrative department of surveying and mapping shall, jointly with relevant municipal departments, prepare the planning of basic surveying and mapping and major surveying and mapping projects in the whole city, organize the implementation after the approval of the Municipal People's Government, and report to the administrative department of surveying and mapping in the State Council for the record.

Other departments at the municipal level shall prepare their own professional surveying and mapping plans, report them to the municipal administrative department of surveying and mapping for the record, incorporate them into the city's surveying and mapping plans and organize their implementation. Article 7 The national coordinate system and height system are widely used in this Municipality, and the surveying and mapping benchmarks and standards stipulated by the state shall be implemented. The establishment of a relatively independent plane coordinate system within the scope of this Municipality must be linked with the national coordinate system, and approved by the municipal administrative department of Surveying and mapping, and reported to the administrative department of Surveying and mapping of the State Council for the record.

Topographic maps with a scale greater than or equal to 1/2000 shall be framed and numbered in the city's independent plane coordinate system; Surveying and mapping topographic maps with the scale less than 1: 2000 shall adopt the national coordinate system and be included in the topographic map series with the national basic scale. Article 8 The people's governments of cities, districts and counties (autonomous counties and cities) shall incorporate basic surveying and mapping and other major surveying and mapping projects into the national economic and social development plan, and the required special funds shall be paid by the finance at the same level. Ninth the establishment of basic surveying and mapping update system, regularly update the basic surveying and mapping data. Topographic maps of key areas with the scale of 500% to 2000% are updated every 3 to 5 years, and topographic maps with the scale of less than 2000% are updated every 5 to 10 years; Topographic maps of various scales in other areas are updated every five to ten years.

The municipal administrative department of Surveying and mapping shall organize the implementation in accordance with the provisions of the preceding paragraph. Article 11 Within the administrative area of this Municipality, the topographic mapping planning with the scale of 1: 500 to 1: 10000 shall be formulated by the municipal administrative department of surveying and mapping, and the relevant departments shall coordinate their implementation. Twelfth administrative boundaries of Surveying and mapping planning, formulated by the municipal civil affairs department in conjunction with the municipal administrative department of Surveying and mapping, and coordinate the implementation of relevant departments. Thirteenth city cadastral surveying and mapping and real estate surveying and mapping planning, by the municipal administrative department of land and housing in conjunction with the municipal administrative department of Surveying and mapping, and coordinate the implementation of relevant departments. Chapter III Management of Surveying and Mapping Market Article 14 Units engaged in surveying and mapping activities within the administrative area of this Municipality must have technicians, equipment and facilities suitable for their surveying and mapping work, and only after obtaining the qualification certificate of surveying and mapping can they enter the surveying and mapping market to undertake surveying and mapping tasks.

Surveying and mapping units shall, in accordance with the relevant provisions of the state and this Municipality, apply to the municipal administrative department of surveying and mapping or the departments in charge of surveying and mapping in counties (autonomous counties and cities) for the "Surveying and mapping qualification certificate".

The professional surveying and mapping units in this Municipality undertake the professional surveying and mapping of their own departments, and their surveying and mapping qualifications shall be reviewed by the competent department and reported to the administrative department of surveying and mapping for the record.

All professional surveying and mapping units in this Municipality undertake surveying and mapping tasks other than their own specialties and military surveying and mapping units undertake civil surveying and mapping tasks, and must apply to the municipal administrative department of surveying and mapping for the "Surveying and mapping qualification certificate".

Units holding surveying and mapping qualification certificates must engage in surveying and mapping activities in accordance with the prescribed business scope, operation area and operation limit. Article 15 If a surveying and mapping unit outside the city enters the administrative area of this Municipality to undertake a single surveying and mapping task, it shall submit a surveying and mapping qualification certificate issued by the surveying and mapping administrative department at or above the provincial level to the municipal surveying and mapping administrative department, and register for the record.

Surveying and mapping units outside the city shall set up resident offices and engage in surveying and mapping activities within the administrative area of this Municipality, and their surveying and mapping qualification grades shall be re-approved according to the technical strength of the resident offices.
