Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Blood Donation Law of People's Republic of China (PRC) and other relevant laws and regulations of the state, combined with the actual situation of this province, in order to ensure the needs and safety of blood for medical clinical use, to ensure the health of blood donors and blood users, to carry forward the humanitarian spirit, and to mobilize and organize citizens to donate blood without compensation. Article 2 This province implements the system of citizens' voluntary blood donation according to law.

Advocate healthy citizens aged eighteen to fifty-five (hereinafter referred to as school age) to donate blood voluntarily; The age of unpaid blood donation can be extended to 60 years old for multiple donors who have not responded to blood donation in the past and meet the requirements of health examination.

Encourage national staff, active servicemen and medical personnel who meet the conditions of blood donation to donate blood more than once every two years, and students in colleges and universities to donate blood more than once during their school days.

Encourage citizens who meet the conditions of blood donation to donate blood and hematopoietic stem cells many times and regularly. Article 3 The local people's governments at or above the county level shall strengthen their leadership over blood donation, include blood donation funds into the fiscal budget at the corresponding level, rationally allocate personnel, facilities and equipment according to the scale of blood collection and supply services, establish a joint meeting system for blood donation, and make unified planning, organization and coordination with relevant departments to do a good job in blood donation.

Local health administrative departments at all levels shall be in charge of blood donation within their respective administrative areas, and exercise their duties of supervision and management according to law. Fourth provinces, districts, city blood donation offices and county (city, district) health administrative departments set up or designated specialized agencies responsible for the daily work of blood donation within their respective administrative areas. Fifth finance, price, education, public security, market supervision and management, human resources and social security, radio and television, culture and other administrative departments. All levels shall, in accordance with their respective responsibilities, cooperate in blood donation.

Red Cross Societies at all levels shall participate in and promote blood donation according to law. The relevant units shall provide convenience for the parking of mobile blood collection vehicles. Chapter II Mobilization and Organization Article 7 The people's governments of cities and counties (cities) divided into districts shall, according to local actual needs, formulate and issue annual blood donation plans to mobilize and organize citizens to donate blood.

Around the annual blood donation plan, determined by the health administrative department of the city or county (city) divided into districts according to the local demand for blood for medical use and the number of citizens of school age, and implemented after the approval of the people's government at the same level. Article 8 State organs, social organizations, enterprises and institutions, residents' committees and villagers' committees shall, according to the blood donation plan, mobilize and organize citizens of their own units and their local areas to participate in blood donation, so as to ensure the completion of the blood donation plan.

Township (town) people's governments and neighborhood offices shall mobilize and organize citizens of school age who have no work units in the region to participate in blood donation, so as to ensure the completion of the annual blood donation plan in the region. Ninth districts of the city and county (city, district) people's government according to the need to organize a reserve team of unpaid blood donors, the establishment of mobile blood banks, citizens can voluntarily sign up.

Blood collection and supply agencies are responsible for registering qualified reserve personnel. When there is insufficient blood in stock or blood is urgently needed in clinic, the mobile blood bank will be started with the approval of the health administrative department at the same level, and reserve personnel will be organized to donate blood voluntarily. Tenth natural disasters, major accidents and other emergencies, there is an emergency that requires a lot of blood, the local people's government can designate the relevant units to organize citizens to donate blood urgently, but the amount of blood collected is limited to the demand for blood in emergencies. Eleventh citizens directly to the approved blood collection and supply institutions and blood collection points or mobile blood collection vehicles to donate blood, blood donation can be included in the number of units or residents' committees and villagers' committees to complete the annual blood donation plan. Twelfth blood collection and supply institutions shall issue a "blood donation certificate" made by the health administrative department of the State Council to blood donors. Thirteenth districts of the city, county (city) people's government shall complete the annual blood donation plan units and residents' committees and villagers' committees issued by the municipal people's government of districts unified production of the "certificate of blood donation plan".

The people's governments of cities and counties (cities, districts) with districts shall report the completion of the annual blood donation plan as scheduled. Those who fail to complete the blood donation plan within the time limit shall not be rated as civilized units. Fourteenth local people's governments at all levels should strengthen the publicity of blood donation. All departments and units, villagers' committees and residents' committees shall, in accordance with the provisions of the People's Republic of China (PRC) Blood Donation Law and these Regulations, carry out publicity activities on blood donation without compensation.

All news organizations should take various forms to carry out social public welfare publicity of blood donation, publish and broadcast public service advertisements free of charge, popularize blood donation laws, regulations and scientific knowledge, and publicize advanced figures in blood donation.

All kinds of schools should carry out publicity and education on blood donation laws and regulations according to the actual situation, and incorporate blood and blood donation scientific knowledge into health education.

Every year1February is the province's voluntary blood donation publicity month. Fifteenth to encourage citizens to participate in voluntary blood donation service activities, the unit should be supported.
