In order to prevent fires and casualties and effectively reduce air and noise pollution caused by setting off fireworks and firecrackers, according to the "Regulations on the Safety Management of Fireworks and Firecrackers" (Order No. 455 of the State Council of the People's Republic of China) , the relevant contents and requirements of "Safety and Quality of Fireworks and Firecrackers" (GB10631-2013), the county government has decided to restrict the setting off of fireworks and firecrackers throughout the county. The relevant matters regarding the restriction of setting off fireworks and firecrackers are hereby announced as follows:

1. Areas where fireworks and firecrackers are restricted. The main urban area of ??the county is a restricted area for fireworks and firecrackers.

2. The time when fireworks are allowed to be set off (hereinafter referred to as the Spring Festival period) In the restricted area, during the Spring Festival each year: the 30th day of the twelfth lunar month (New Year's Eve) and the whole day on the first day of the first lunar month, the fifth and tenth days of the first lunar month Fireworks and firecrackers can be set off from 7:00 to 22:00 on Friday. During the period when the provincial and municipal governments issue severe pollution weather warnings of level III and above, all air pollution is prohibited in the entire county.

3. Times when it is prohibited to set off fireworks and firecrackers. Except for the allowed times during the Spring Festival every year, no fireworks and firecrackers are allowed to be set off at other times.

IV. Places where it is prohibited to set off fireworks and firecrackers. During the Spring Festival, the setting off of fireworks and firecrackers is prohibited in the following areas: (1) Office areas of party and government agencies, hospitals, schools, parks, shopping malls, theaters, and cultural relics protection Units, large cultural and sports venues, archives, markets and other public places, bus stations and other unit places and within 50 meters around them; (2) Gas stations, liquefied gas stations, factories that produce and store flammable and explosive dangerous goods , warehouses and within 100 meters around them; (3) Near radio stations, television stations, telecommunications, postal services, financial institutions, electric power, communication lines and house corridors, corridors, roofs and balconies; (4) Important military areas; (5) 10th floor Buildings with a height of 24 meters or above should be within a safe distance of 25 meters; (6) Residential areas or high-rise buildings subject to property management, outside the area designated by the property management company; (7) Forestry and other key fire prevention areas; (8) Counties Other places where fireworks and firecrackers are prohibited from being set off by the government.

5. Types of fireworks and firecrackers that are prohibited from being set off During the ban period (except during the Spring Festival), it is prohibited to set off all types of fireworks and firecrackers and their substitutes, such as electronic salutes, electronic firecrackers, etc. During the restricted period (during the Spring Festival), the types that can be set off are limited to products below grade C for personal use. All grade A and B fireworks and firecrackers are prohibited from being set off (the outer packaging of regular fireworks and firecrackers products is marked A, B, C, D class).

6. Regulations on Fireworks Discharge: Organizing fireworks parties and large-scale display activities must be approved by the public security department of the public security agency and obtain a "Fireworks Discharge Permit".

7. Safety matters for setting off fireworks and firecrackers during the permitted period. All units and individuals in society who set off fireworks and firecrackers must: avoid setting off fireworks and firecrackers after drinking; they must not set off illegal, shoddy, or excessive fireworks; Throw ignited fireworks and firecrackers at people, vehicles, and buildings; you are not allowed to set off fireworks and firecrackers inside buildings, rooftops, balconies, or throw fireworks and firecrackers outward; you are not allowed to set off fireworks and firecrackers in other ways that endanger the personal and property safety of the country, collectives, and others; 10. Minors under the age of four who set off fireworks and firecrackers must be accompanied by a guardian or other adult.

8. Management and Punishment of Fireworks and Firecrackers Any unit or individual violates these regulations by lighting fireworks and firecrackers at a time or place where fireworks and firecrackers are prohibited, or endangering public safety and personal and property safety. Anyone who sets off fireworks and firecrackers in any manner shall be fined or administratively detained by the public security organs in accordance with the "Regulations on the Safety Management of Fireworks and Firecrackers" and the "Public Security Administration Punishment Law of the People's Republic of China". For those who hold fireworks shows and other large-scale fireworks display activities without permission, the public security department will order them to stop setting off, and impose a fine of not less than 10,000 yuan but not more than 50,000 yuan on the responsible unit. Anyone who refuses or obstructs law enforcement officers from performing official duties in accordance with the law, which constitutes a violation of public security management, shall be punished in accordance with the "Public Security Management Punishment Law of the People's Republic of China"; if it constitutes a crime, criminal responsibility shall be pursued in accordance with the law.
