According to the "Implementation Plan for the General Election of Village Party Organizations and Villagers' Committees in * * District", the Organization Department of the District Party Committee made serious, careful and meticulous arrangements for the general election, and strictly controlled the procedures for the general election of villages. The general election of the whole district was in line with the basic procedures, and all villages were able to complete the general election on schedule and as required. 1. Basic information on the general election of village committees in the whole region:

The general election of village committees in the whole region began in November and ended at the end of March. In 17 villages, * * * elected 7 members of the branch committee, including 17 secretaries; The average age of the members of the village branch team is 44 years old, 6 with college education or above, 14 with high school (technical secondary school) education or above, the average age of the secretary is 45 years old, which is 2 years younger than the average age of the previous session, and 1 with high school (technical secondary school) education or above. The age structure and cultural structure have been greatly improved compared with the previous session. A large number of people who are fair in handling affairs, supported by the masses and enthusiastic in doing things for the masses continue to be elected to the team of villagers' committees, and the team structure has become more reasonable.

In the process of the general election of the village "two committees" in the whole district, the * * District Committee strictly followed the requirements of the provincial, municipal party committee organization departments and civil affairs departments for the general election, organically unified the implementation of the principle of managing cadres by the party with fully reflecting the wishes of the people in party member, and combined the general election with the assessment of the team. First, pay attention to research and strengthen measures. The district party committee and district government attach great importance to this community and village general election. III. Problems and solutions in the general election

Although the streets have been arranged in strict accordance with the procedures, due to various reasons, some problems have been exposed in the process of implementing the procedures by individual village cadres, which has become the resistance in the general election and affected the overall process of the general election of the village committees and committees in the whole region to a certain extent.

First, the leaders of individual villages are not in place. The general election of the two village committees is different from the past, with tight time and heavy tasks. On November 26th, after the mobilization meeting for the general election in the whole district, the Party working committees of all streets immediately set up a leading group for the general election work, and appointed Baocun cadres to be responsible for guiding the election work in all villages. Although the streets and most villages attach great importance to it, and the last village party branch also strengthened its leadership over the change of the two committees, there are still some village leaders who are not in place. For example, there is no strict timetable for the change of the party branch of Shigou Village in Qingbaishi Street, and the election committee was not established within the time specified in the street for the change of the village committee of Dalanggou Village. However, under the urging of the streets, the two villages improved their working methods in time to ensure the normal work of the general election.

Each agriculture-related street specially held a mobilization meeting for the general election of village party branches and village committees, and made careful arrangements for the general election.
